Can Nic fit be built on a budget and still be slightliy competitive i have about 250 dollars to spend and can add on 20 a month to make the deck. So would this be a good option? Or should a choose a different deck.

I think you can easily build a decent budget Nic-Fit deck for $250. I think Punishing Nic-Fit is out of the question, however, due to the high cost of the required cards. Are there any specific cards other than siege rhino or punishing fire that you wanted to play?
I know i want some legacy staples so cabal therapy 12$ and green sun zenith 5$ so 85$ I want siege rhino, a few abrupt decays, 1/2 dts. Maybe one reoccurring nightmare but that is a given i can get the khans fetches from trade and maybe a rhino. The rest i can probably buy. I just want a fun legacy deck that i can play against my friend without killing him with a combo all the time. This is a player that thinks splinter twin is one of the best decks ever made. so i want a fair deck. So is this deck viable on a budget or just to slow?

Okay, so lets look at our options. One of the cool things about Nic-Fit from a budget perspective is that you have to play a lot of basics in order to get the most out of Veteran Explorer. This means the land base can't be too expensive for us, as long as we budget the duels etc and stick to just two colors, which is fine, the deck will perform just as well.
Everything beyond those are "fillers" in the sense that the deck can run without them. That being said, there are a lot of cards that you probably don't want to leave home without. These are cards like...
Utility is next. There are 2 kinds of fit decks from what I understand: Those that splash white and play swords to plowshares, and those that splash red and play bolt and P.Fire. We can't splash a 3rd color without seriously risking mana issues, but we still need decent low cost removal. Smother is okay, but if we can find something with a lower CMC it would be ideal. Disfigure would probably work fine, and if you construct your creature base accordingly, Innocent Blood could also be great, because you could also use it to trigger Explorer. From here, this is up to you, just know that if you go the blood route your creature base will be affected.
Eternal Witness is used a lot, and I like her potential. Deathrite Shaman is much worse when you don't have fetchlands, and therefore cannot guarantee that he will give you mana, so I would probably just play 1-2 Birds of Paradise in his place. You can try him out, though.
Finally, we have the finishers. The reasons to play Fit. We are limited to black and green, but lucky for us both colors have a slew of great options. Here are some of my favorites.
This is the best I could do trying to stay on budget and go three colors. It ends up being more like $350-$400, but if you have any of the things in the deck, it obviously helps a lot.
This deck is very customizable, so you could even make something like the above list into a goal, and play a few other cards you like in the spots of more expensive ones until you can acquire them. Eventually, it would of course help to include verdants, because having a turn one green source is super important in this deck, but we can sacrifice some consistency for budget reasons, the deck will still be fine, you might just have to mulligan a bit more.

Edit: I know you said you didn't want to pick up deeds, (and I built the deck with that in mind) but I am not sure why, they are not pricey and are INSANE in this deck.
