Now before you give your answers here something's you should know about.
The meta at my fnm is very creature based. There are elves, BW tokens, Ramp, RG monsters ( of some sort), and goblins. There are very few control decks like miracles, so most of the time it's the creatures not counterspellss that cause the most trouble. That being said I want to go for one of the two decks above. But the problem is I don't have a big enough budget to include the following cards:
Force of will
Volcanic islands
Pretty much most of the fetchlands
With that being said which deck should I build, burn or Ur delver?
well your meta sounds like modern decks i done know if they are or not but i would make the budget delver mainly because it is good even if you are on a budget and eventually you can get a premium deck over time.

A general budget rule is that it's better to to build a deck which is naturally cheap than a cheap version of an expensive deck. U/R Delver is goodstuff.dec. It's good because the cards it uses are the most efficient cards available to do the jobs they do. Start slotting in budget substitutes, and you take away everything that made the deck actually good to begin with.
Furthermore, Burn does great against creature decks! If you don't see a lot of combo in your meta, I'd go with Burn over a fully powered Delver deck. Just make sure you learn how to sideboard (and mulligan) properly before you expect to see good reults, and learn how to approach your various match-ups. This will take both practise and study on your part. Start with the Burn thread.
Creature based combo decks like elves are actually pretty easy for burn to beat. Play 4 Searing Blood in your main deck, its an awesome card in the meta. In your sideboard, just have some number of Pyroclasm, Volcanic Fallout, and/or Searing Blaze in your sideboard. Since including Searing Blood in the main I have not lost to elves in a tournament yet. This is my list, which will cost about $180

So the thing is there are a lot of elves players. Does that change things for burn or is it still the way to go?
Also this might sound weird but there are people who play BW tokens. Is eidolon of the great revel the way to go here?

Vexing Devil can be replaced with Monastery Swiftspear if you want to save money. Some argue it is better too.
