Burn and dredge are both top tier decks that can fit within a budget, burn being by far the easiest to learn and pick up. Affinity and combo elves can also do well within a budget (less budget than burn/dredge though).
Also, one nice thing about zoo is that its original duals are by far the cheapest of the duals, so I if you do choose to go with zoo getting one original or so may be worth it. Honestly I wouldn't go with zoo anyways, not when you could just play burn to a very similar effect
Depending on your budget you can upgrade some of those decks. Burn and Dredge have already been mentioned, and they are probably your best bets. Manaless Dredge being the cheapest of the dredge decks. That thread goes over pretty much every budget option you have.
I would not play zoo without duel lands, there is too much risk involved.

I have heard vague rumors of a moustache-dispensing vending machine in a distant laundromat, across the street from a tattoo parlor. However, this information is shaky, and time is of the essence.
If you have a somewhat reasonable budget and have some staples reanomator is very strong and its reanimation spells are really cheap so if you have elsh norn and auger and a few grizzelbrand then you can do pretty well for about 600- 700 dollars. So you really have not told us what you budget was you just said you were one a budget. Technically were are all on a budget by definition. So what is your budget?

In what world is that a budget deck? I know different people have different budgets but literally no person who self describes as a budget player would consider a $1600 deck to be a budget deck.

Your deck is a disaster. It has no plan, no focus, no clear strategy, and half the cards hate each other.
Burn is the best budget deck, and manaless dredge is another very good choice. We have a local player that plays manaless dredge and consistently beats anyone without a dedicated board. I dedicate 3-4 cards due to just him. Manaless dredge is better than ever with Treasure Cruise ban, as maindeck relics and RIP's should be mostly gone. I have dropped my sideboard as mentioned and now have to rely on Force of Will a lot of times to counter his dread return a lot of times.
The deck is flimsy, but so is burn. Both decks have a single card that they literally can't beat and you just have to deal with that playing those decks.
Burn - 50-300$ (Do you want Goblin Guides, do you want fetchlands to power a lavamancer? 50$ for the Swiftspear/Eidolon Pure burn route, 150$ for the Goblin Guide/Swiftspear/Eidolon Route without fetches, 225-300$ for the Lavamancer/Guide/Swiftspear or Eidolon/Fetchland route)
Manaless dredge - 150$-ish
