I fell in love with Daretti, Scrap Savant the moment he was spoiled so naturally I looked to legacy, and then I brewed this list using his best friend Goblin Welder.
In case you didn't figure it out, the T2 reanimation is achieved as follows:
T1: Mountain, Goblin Welder
T2: Artifact Land, Pitch Engine to Tormenting Voice or Faithless looting, use welder to switch Engine with artifact land.
Keep in mind doing this isn't always the best play, usually when you don't have a third land in hand. This deck really needs two lands minimum to work properly.
Considerations: Spine of Ish Sah - You can welder it in response to grave trigger to use again. Platinum Angel - Similar to Platinum Emperion. I'm not sure which is best. Steel Hellkite - A strong card for sure, but we don't often have the mana needed to sink into it's abilities. Myr Battlesphere - Makes welderable tokens, chump blockers, and one large attacker. Inkwell Leviathan - We don't hard cast any big guys so the doesn't bother us, but not being able to target with welder makes us sad. Sundering Titan - He is awesome and will make it into my list when I figure out what to remove.
Thoughts?
UPDATE: I'm Finding Welder to be eating lots of bolts and Abrupt decays, so I'm adding lightning greaves to protect him. Goblin Kaboomist has proven underwhelming as I thought he might and I've removed him
It seems like you might want to cheat some larger guys into play. Maybe [card]Platinum Emperion/card] over the doom engine or even Steel Hellkite. I wish Blightsteel Colossus worked.

I wasn't aware recruiter was banned I'll swap it out for Goblin Matron. I may consider Platinum Emperion for inclusion, but I prefer Scuttles over the hellkite.
EDTI: My friend recommended that I include Duplicant and Coercive Portal. Repeated creature exiling and drawing 2 cards a turn seems pretty good. I think I will try to fit two of each in the 75 unless someone has different thoughts.
Since I'm running Matron I'm thinking I should have a small goblin Toolbox. What are some silver bullet goblins besides Goblin Sharpshooter?
Edit: Sorry for the double post. What are the thoughts about Platinum Angel over Platinum Emperion. It serves the same purpose but beats out infect, self mill, etc., unfortunately it also dies more easily and beats for less. Angel is also $2-$3 more expensive, which I am okay with, but little upgrades like that start to add up.

I like the idea of blue to replace Tormenting Voice with Careful Study and Gifts seems cool too. The addition of blue would also give me artifact lands 9-12. I'm not sure I like cutting corners for a budget mana base so blue would probably have to be a non-budget upgrade, but it is something I will keep in mind.
Sundering Titan seems very strong and will make it into the 75 for sure.
I'll tinker with a new list and try to get it posted by tomorrow.
Okay, no toolbox then, but the Matrons stay because Welders 5-8 are never unwelcome draws. I would love, love, love, love, to have Top but a playset would almost double the cost of the deck.

This would break your budget, but depending on what you like or dislike you can change certain spots. Sundering Titan could just be Doom Engine, but Titan actually disrupts your opponent while he is beating face, not simply beating face. Also Ensnaring Bridge is super expensive, but combos well with Goblin Welder effects (you weld it out of play during your turn and back into play during your opponents turn).
Now that prices have settled a bit after Commander 2014 Welder has dropped to $2, Wurmcoil to $9, and Daretti to $10. There's now more room in the budget for some better cards.

I like this Idea. I do like me some toolboxes and it actually isn't much more expensive, other than Ensnaring Bridge. I feel like you wouldn't get out a Deretti or Welder out often enough to be consistent though. As you said it is pretty dependent on them. If I did run a list like this I think that Trinket Mage's big brother Treasure Mage could find a place. Allowing me to tutor up win cons puts fewer of them in the deck and allows some more space for goodies.

You could also replace the blue with a more traditional reanimation package, things like Putrid Imp or even Thoughtseize targeting yourself to get creatures in the bin, Exhume, Reanimate, or even Shallow Grave. Depending on how competitive you wanted to be, Buried ALive is an option. The black splash as opposed to the blue would make you less reliant on Welder. Or you could just add Ensoul Artifact.

The deck uses Tormenting Voice, Faithless Looting, and Daretti himself to pitch Our Engines to the grave, then either Daretti or Welder can switch them into play with a cheap artifact as soon as T2.
The best part is, the deck costs less than $150 w/o sideboard!

I like the idea of blue to replace Tormenting Voice with Careful Study and Gifts seems cool too. The addition of blue would also give me artifact lands 9-12.
