1) You yourself said "all-in". Reanimator can't really go all-in without the turn 1 Griselbrand play.
2) For consistency, you run Islands. Islands mean cantrips and counterspells. Any non-blue reanimator deck is already trading consistency so you might as well gain speed.
To add to the "lose the top" mentality. Top is better with more fetchlands, and other cards that can feed off of it (counterbalance in control, Bob in The Gate). At this point I would steer away from it and just play for speed. Things like Dark Ritual, Lotus Petal, Simian Spirit Guide etc.
Yeah, Burning Reanimator has some pretty sweet synergies. But it revolves around the powerful interactions of LED + Unburial Rites (Land + LED + Unburial Rites in hand + fatty in hand = fatty in play turn 1) and LED + Burning Wish along with the usual Entomb/Reanimator shenanigans.
Figured this guy couldn't afford LEDs (budget section), so then his best bet is to play the similar acceleration but without the resilience of being able to randomly Storm out. You lose some cool interactions and tools, but his plan B could easily be more Through the Breaches. Rituals into Breach seems like a thing.

I thought about it, but decided against it in favor of Sensei's Divining Top. Is speed valued over consistency here?
