Edit: Please note I am brand new to legacy, and I am going to go through a long period of being terrible based on limited meta knowledge and play skill, in combination with my budget issue below.
I'm close to being done building BUG delver, with the exception of $1000 worth of dual lands (3x Underground Sea, 2x Bayou). Going to be a while before I can afford, so my question is - can I play this at a semi-competetive event with shocks and/or basics? Of course things like Daze are going to suck, and I'll auto lose to burn (which is a bad matchup already), but I'm wondering if I'll at least be able to hang while playing these lands.
I know there's a thousand threads similar to this already, but couldn't find one specifically for team america.
Unfortunately, my inclination is that I will lose almost every game, with legacy being as tight as it is already when it comes to fighting resources. BUG doesnt seem like the type of deck that has budget friendly alternatives, especially when it comes to the manabase.
I would Strongly, Strongly recommend not trying to go three colors without original dual lands. You could probably make some sort of U/G tempo list fly until you can get those duals though. You've got a lot of the good (and expensive) cards, but I still think you'd get better results going U/G than B/U/G on a budget manabase.
Goyf, Delver, and Nimble Mongoose could make a good showing for your creatures, along with TNN. Also, I'd recommend picking up your U/G duals before worrying about the Underground seas or Bayous. Tropical Islands (or breeding pool for the time being). U/G is going to be the core of your deck, whether you go BUG, RUG, or stick with U/G for budget reasons.
Basically, you need to keep in mind that a tier 1 deck with a budget manabase isn't a tier 1 deck. It's a pile of Crap. You have to make concessions to your budget, which in this case means accepting that you really just can't point and laugh at color requirements like fully duel'ed (is that even a word) decks. On the other hand, if you accept that you can't pull off the three color thing, you can make your manabase a whole lot more stable by upiing your basic land count. You'd got the fetches already, after-all. You could probably even run Back to Basics in the sideboard (or possibly even MB) to really screw over certain matchups.
I think what narah is saying is that because OP needs duels, he shouldn't play BUG. I agree with him strongly as well. 3 colors on a budget is very difficult to achieve, and frankly almost never good enough. Taking the deck down to 2 colors, either u/g or u/b, will make it much more streamlined and powerful. The 3rd color can be added in later when budget permits.
I would say no. The only deck that can get away with running shocks in multiple colors for legacy (I feel) would be the Death's Shadow decks. They still run duals in some amount though. The life loss just matters so much because it either delays your play a turn or brings you into a killable range that is much easier. You fetch up 2 shocks and instantly you're sitting in a place where decks can T2 you with a natural ETW or you're 2 turns closer to a delver kill... It can be done... it's just not competitive to do so.

That's exactly what I was getting at.
You can't just take a good deck and a bad manabase and mash them together. Good decks rely on their good manabases to be, you know...good. Without the amazing dual/fetch manabase, most of the decks in legacy would be steaming piles of junk.
Personally, I think the U/G combination is better, both powerlevel-ish and budget wise, but I suppose U/B is an option as well. Losing out of Goyf would hurt a lot though, I think.

Sideboard is work in progress, but shouldn't really affect the deck for the questions i'm posing.

My suggestion is to run at least 3 basics, not all shocks.
