I really like this style of deck a lot . If I could tweak it a bit and update it I would consider heavily playing it. Pillage brings a lot of versatility to the deck in the main and makes for fun magic since it can destroy card advantage engines like Sensei's Divining Top that Counterbalance relies on, or it can destroy Thespian's Stage or Dark Depths, it can also nuke out Painter's Servant and Grindstone players . At absolute worse it is a Stone Rain . For playing locally it seems like a great option when players are relying on sticking their Batterskull or Umezawa's Jitte against you. Another card I have considered is Active Volcano, many decks have a blue splash in them and it can either take down an early Delver of Secrets or bounce their Island duals back into their hands for a tempo swing . Eidolon Of the Great Revel makes sure that your gameplan is always ahead in damage, while being able to keep your opponent off of their board position a bit. Jokulhaups and Koth Of the Hammer can go for a more control build with Glacial Crevasses and Chandra, Pyromaster . The reason to play the Active Volcano really is that it is offensive way to get around countermagic , or tempo.. some decks like Cascade they have a small blue splash , and since its 1 mana bouncing the island they leave untapped to counter whatever you're about to do.. considered in a deck trying to mount pressure with controlly cards like damage in the form of permanents, you want those cards to stick . and they won't be expecting it . it's a nice asymetrical way to play around how blue players typically play . if they know you can bounce their untapped island (consider the tempo on bouncing an untapped land is kind of huge) they probably will be scratching their heads on how to play against you.
Land Destruction is often too slow now. In order to play it, you need to also slow down your opponent. Consider Sphere of Resistance or Thorn of Amethyst as potential to slow down the opponent. On the side of acceleration you could run Mox Diamonds and Crucible of Worlds. Crucible combos with Wastelands to take down a lot of the lands played in Legacy. You're already running Ancient Tomb, Spheres come down turn 1 or with a mox you can stone rain right away. There are also a few other creatures that destroy lands such as Goblin Settler, Invader Parasite and a few others. Also there's Lodestone Golem, which is a fine beater and slows down non-artifacts.
Pillage will never take down a top, because it's a sorcery and they will simply tap the top in response to put it on top. You should probably run Red Elemental Blast over Active Volcano.
Edit: You also need to think about goyf, which is pretty hard to kill with all those different things in the graveyard, and pretty easy to cast at only 2 mana.
You can't run Sol lands with Pillage, I have the 12 Sol lands , City of Traitors, Ancient Tomb, and Crystal Vein.. I'd love to play them with Pillage but it's not feasible. I can't play sphere effects because RDW plays one drops and is sort of a tempo deck itself.
Coldsteel Heart is a good way to mana boost with snow-mountains in the deck because it's a snow permanent .
think of cards like Bloodrock Cyclops and Rock Jockey or even Su-Chi, not so much cards on the higher curve or that die to Lightning Bolts unless they cost less than 4.

It's looking to me like your best option might be a Wildfire deck? I've written about one before, and they are pretty budget friendly, especially if you have the SoL lands already.
I used to run a budget Legacy Ponza deck that took advantage of Bosium Strip in order to ensure that I never ran out of land destruction spells. I wouldn't run it in a meta full of tier 1 decks, but it definitely worked. I have a link to the list in my sig, under "old decks".
