You're doing pretty well already. I would say, lose 8 of your basic lands and add in 4 Shivan Reef (if you can't afford Steam Vents) and 4 Sulfur Falls.
Take out Grim Lavamancer, hes no good if you don't have fetch lands. Play Goblin Guide in his place. You should probably get rid of the Izzet Charms for 2 more guides, making a full play set.
Mana Leak should be replaced with either Daze (if you have steam vents), or more Spell Pierce and burn cards.
The Pillar of Flame should be replaced with Chain Lightning. If you cannot afford it, then at least Forked Bolt.
Personally, I would also go down to 18-19 lands. You have a ton of 1 drops and 2 drops, which means at 20 lands you can get flooded easily.
Because you use Spellstutter Sprite, Runechanter's Pike as a 1-2 of is not out of the question, as it looks good on flier like them and delver.
Don't ever use the cart optimizer if you can avoid it. The thing does not do what it says. Always find the cards you want and add them to your cart by hand. You will end up saving a lot of money. I've done tests, and the optimizer always gave me a cart that cost much more than one I could build myself with the same cards in it.
I am trying something similar but I don't have snapcaster mages. So I am doing the nivmagus elemental build instead. If I like it then I will invest in the mana base 10 fetches and/or snapcasters/flusterstorm. I put the clouts and wrath in there for extra punch when they come up. Still trying to find 2 cards to cut to add 2 sulfuric vortex's. Still a work in progress just excited to test it out. Be nice change from miracle deck.

Thank you for the advice. Goblin Guides would be better for now. I can always move them to my wifes burn deck when I get my flusterstorms. Also would going with preordain and forkbolt be better than wrath and portent? I was thinking the scry 2 would be very usefull at times to mana fix and forked bolt versital card that is not a dead card if get in opening hand any thoughts?

I don't think counterspell fits this deck at all. The only things you are looking to counter are early things that are back breaking. Before counterspell probably comes on line most games. Or else you are racing to finish them ASAP this is a burn deck at heart IMO. Unless you are facing combo I think you can easily use a 4-6 counter-spell suite made up of pierce/daze. That way can stuff in more burn. If you are facing combo I think the best budget ways to deal with it are red elemental blast/pyroblast and surgical extraction to supplement your daze/piece suite.
I agree with most of what you have said. I don't think counterspell belongs in the main. This is indeed a burn deck at heart. This is even more true because we can't play force of will and friends.
Now, just like literally every deck and match up in Legacy, it can be said that what "kind" of deck you are playing (or your role in the match) depends on your match up. If you are facing a midrange or control deck then you are the aggro deck. If you are facing a combo deck then you are the control match up. You land one or two threats and then keep all your mana up for counter magic etc. If you want to beat a combo deck you want to board into additional counter magic, as well as any hate bears etc that you can. Counterspell from the board is acceptable here, since you will only be landing one or two creatures, then you want to be able to stop everything else. The new Ediolon, the living Pyrostatic Pillar, is great here. He is a threat and disruption. Packing the actual pillar isn't too bad either.
Pyro and Elemental blast are best for show and tell style matches, as well as against Jace decks, but I would not bring them in against storm and the like.
as far as a fairy to add to the deck...Faerie Impostor or Cloud of Faeries are your best bet. I don't know if I would play them though.
Basically, you drop an early threat, protect it with cheap counterspells and try to swing for the win. Nivmagus can get huge by eating storm copies of Ground Rift, Flusterstorm (if you can afford it) or even Replicate copies of Gigadrowse. The cheap/free spells also make Kiln Fiend massively big. You can then use Distortion Strike/Ground Rift to make Nivmagus or Kiln Fiend unblockable and get in the red zone for a lot of damage.
There's probably some optimal configuration of maindeck spells (maybe a couple maindeck Assault Strobes). You can probably find some mix you like.
