This is my first thread on this site so a little about myself
Been playing magic for 13 years, but have only really been competitive for the last few. I have been playing at a casual play group that has recently been drastically upgrading the quality of decks being played, so much so that several of us (mistakenly) thought we could do ok at the gp that was here in Phoenix about a month ago.
After being destroyed I went and started actually researching legacy and this is my first attempt at a real competitive legacy deck(low budget). It attempts to abuse some common legacy play to my benefit.
Ethersworn Cannonist-cheap beater that slows down much of the format. Works well with enlightened tutor package and aether vials mean it's mostly a1 sided downside
Goblin guide-most efficient 1 drop damage dealer I could think of in my colors. Not much else to say
Grand abolisher- started with Thalia, but I run too many spells for her, and he makes my stuff all uncounterable which him plus vial makes sure most of my deck hits the field
Mirran crusader- very strong clock, doesn't die to main legacy threats (goyf, nimble mongoose, abrupt decay), loves to carry equipment
Mother of runes-great protection
Spirit of the labyrinth- I feel like this guy is a hidden gem, he negates the effectiveness of many spells in the format at worst(elvish visionary, baleful strix, gitaxian probe etc) or turns cards into a liability (brainstorm, glimpse of nature). Pairs well with vial and grand abolisher and enlightened tutor
Mystic-win package
Tunnel ignus-I'm going to get some gripe about this card I am sure, but he was THE reason to go red for me. I know he will very rarely actually trigger but anytime hee does its worth it. I made him better by using vial to sneak him inresponding to a fetch and I purposely used ghost quarters so that I can force either a 50 cent wasteland (fail to find) or free lava spike.
Spells
Brave the Elements- get around blocks for lethal, protect my creatures even if they trick mom activations out of me. Shores up biggest fear of pyroclasm/rough effects. Also great to turn combat on my favor.
Godsend-probably should be jitte, but again this is budget friendly and fairly strong in the format of 4 of creatures. You can block with Goyf/delver/mystic/DRS etc, lose your guy before damage so my guy doesn't die, and I basically surgical extracted the rest of them from your deck giving you even more dead draws.
Rest of the spells are just good utility. + packages
Sb is supposed to expand my tutor targets and deal with some of my fears in the format.
Unfortunately I used to use cockatrice to test decks but it seems to be down now due to legal reasons, so what do you guys use?
If you're gonna play red, then look up eidolon of the great revel. I'd say he's a stronger reason than tunnel ignus to play red, especially since you're vial happy.
I agree, I'd play the party spirit (Eidolon of the Great Revel) over Tunnel Ignus. This seems sort of like an Aggro red Death and Taxes if you will, but with a less taxes and mana denial.
I understand you're going budget here though, so I won't recommend the obvious Wasteland + Port. However a few thoughts...
-3 Goblin Guide (I don't think that you want them to have mana, doesn't fit with Ghost Quarter or Thalia)
-3 Brave the Elements (you have Mom & red creatures, just go with Mom)
-3 Tunnel Ignus (I think party spirit is overall better at hating on the format)
-2 Grand Abolisher (if you land vial, no need to land these to prevent countering)
-2 Enlightened Tutor (great sideboard material, not sure about main deck)
-1 Godsend (slow, lots of mana cost, not as awesome as the swords generally)
+1 Stoneforge Mystic (demonstrated awesomeness)
+1 Mother of Runes (protect the red creatures also)
+1 Thalia, Guardian of Thraben (taxing works)
+4 Eidolon of the Great Revel (nearly the entire format is 1-3 mana spells and you can vial in your creatures, this seems maybe worth it)
+1 Sword of X & Y / Umezawa's Jitte
+4 Leonin Arbiter (if you're gonna play Ghost Quarter, may as well go all in, but will hurt your fetches as well, but you don't have a ton of them)
+2 Magus of the Moon (may as well hate on legacy non-basics even more, it's kind of a nombo with Ghost Quarter, but at worst it gives you a mountain, which you also play anyway, and hopefully it will hurt your opponent worse).
If you want another one drop, try Vexing Devil or Grim Lavamancer? Also, I think you might want some fliers, probably Flickerwisp, or perhaps Serra Avenger. I could also see other obvious Death and Taxes staple Phyrexian Revoker being useful to shut down key cards in the format. I don't know where it would fit, but Zo-Zu the Punisher could be hilarious. You could try combining with Ghost Quarter and Goblin Guide if you wanted to drop my Leonin Arbiter idea. There's a spendy card version of some of these ideas going on here also.

Actually, with only the one batterskull, I think three mystics is about right. Phyrexian revoker may actually not be a bad idea somewhere in here. Shuts down obnoxiousness like jace, the mindsculptor and pernicious deed handily!
I would point out that if you want efficient one drop damage dealers, then running white hate cards seems kind of at a disadvantage? I mean, mother of runes and goblin guide lend themselves to very different strategies. I do like the idea of the taxing base, though, which is why I recommended the eidolon with your taxing base. Other than that, the rest of the deck will shape itself by your meta. I imagine that you'll be going for a skull as often as possible if you do run the eidolon, so being able to drop him in at will will help you very much.
If you're going to run an enlightened tutor sideboard, then I wouldn't run so many one offs. Run at least two more tutors (if you need hate that much, then you'd best find it pronto!) and then run more powerful strategies. I'd suggest sulfuric vortex, as it does excellently in most burn decks, but you don't really fear lifegain that much. However, blood moon probably would be smart. Shutting down many manabases all at once is pretty solid especially if you have good pressure.
I really like the idea of eidolon of the great revel and everyone is correct about goblin guide being easy to come out, but adding them makes my main board enlightened tutor even better(can find equipment, vial, spirit of labyrinth, eidolon of rhetoric and eidolon of the great revel) I really like the brave the elements but now I have to many red creatures do I found ramosian rally and put it in the sb because I am afraid of pyroclasm. Completely forgot about of blood moon and magus. I also really liked zo-zu and imperial painter runs wasteland with the full set of moon/Magnus so should still be fine with ghost quarter.
