I've been playing a few variations of Lands for almost a year now on-and-off but more recently I've grown very fond of the concept.
I realize that there aren't realistically replacements for some cards in most Lands lists but I think throwing it out there might bring in some ideas for possible budgeting options.
So, cut Tabernacle right away (duh).
I'm also leaning towards the 'older' versions with Intuition etc over the combo iterations. Maybe a Manabond hand-dump will up the success rate with less options early on.
I won't post a shell decklist just yet as I'd like to hear what people think are replaceable first =D

It really depends on your budget here, without that I can't really give you a set list but..
The cheapest thing to do would to play a list with less colors. If you were really set on blue, I'd go with a RUG list, cutting black and white completely, which means you lose creeping tar pit, but you keep the essentials like Punishing Fire + Grove and Intuition/Tolaria West/Academy Ruins.
It really comes down to affording wastelands/ports though. Those are the core of the deck.
You'd need at the very minimum for nonland cards:
4x Exploration
4x Life from the Loam
2-3x Manabond
3-4x Mox Diamond
1x Zuran Orb

I only suggest two EE because of the TNN meta, and they're more useful than you think. They're always tutorable via Tolaria West, so there's that too.
Ensnaring Bridge MD is fine, especially if you aren't running DD + Stage combo.
Going really budget, you could drop Wasteland all together and just run 4 Ghost Quarter. Not the same punch as wasteland but if you can continually do 2 of them a turn you you might have a shot at killing all of your opponent's basic lands. You have to cut Tabernacle so I might suggest Pendrell Mists it costs 3U, is an enchantment, but it does the same thing. The problem is that you can't recur it with an Academy Ruins and you wold need to find 4 spaces in your deck.
All that being said, You need Rishadan Port. You need the ability to deny mana no matter what. Its a pain in the ass to get 4 copies. I know because I just bought my 4th Port to finish my D&T. But you need them. Shocklands can work as a quick budget fix instead of duals. But you need the fetches to get them.
So instead of duals and wastelands and a tabernacle go with this:
This is off the top of my head with the inclusion of Sparki's suggestions. And Sparki wrote the new primer for lands. I left out any win conditions since that is your call on how to win but this is a temporary fix for now. I know Port is a problem to get but you need it. But this is going to be the cheapest you'll find unless you want to run all basics with Evolving Wilds
Stasis players like me are like those old gray haired convicts that have been locked up for 40 years straight. You can take us in a fight but you know you'll lose a testicle in the process of winning.

If you find a budget version of Lands, sign me up! As for how you can go budget with the list, I don't believe you CAN make it SIMILAR to the expensive complete list. Maybe we need to transform it and MAKE it do something else that's DIFFERENT that people would not expect.
This is something I've been working on. It's an aggro lands build that is "relatively" cheap. I know it has a lot of flaws, and I am looking for more input, but it has some potential, and dumping you hand like crazy is pretty enjoyable.
I would never take it to a large tournament, but in testing it's extremely fun to play. I may eventually shell out for a single Dark Depths and pick up a Thespian's Stage, but I want to build something I can play for now and just upgrade it as I go. I know some of the card choices may need some explaining:
Nomad Stadium: I know that most people go with Zuran Orb and either tutor it with Tolaria West or recur it after dredging it with Academy Ruins, but I found that a single Nomad Stadium can replace both cards, and works on a budget.
Mouth of Ronom: It provides some creature control since Tabernacle is out of the question. It does help take out many creatures existent in Legacy, so I find it acceptable. It's the reason I run the Snow lands.
Riftstone Portal: Duals are out of the question, but retracing a Raven's Crime with one of these works just fine (or Crop Rotate one to go get a toolbox land, an Urborg, or a manland - I've even Ghost Quartered it to go search up a Snow-Covered Swamp).
Nantuko Monastery: More manland threats that are in color.
So, it's definitely not the tier 1 Lands.dec that most people are accustomed to, but like I said, it fits my budget and it's fun. It's also way under the budget of $200. I hope this helps!

So I realize this thread hasn't been active for a while but I was reading through it and thought about how people were stating that Rishadan Port is a necessity, and I agree! I was trying to put myself in someones shoes who doesn't have 400 dollars and wanted to suggest Wintermoon Mesa. It is definitely not a Port, but since we are talking "budget lands", it may be able to suffice if you have Manabond / Exploration and Life from the Loam Engine going.
When I first took an interest in Legacy I actually planned a budget Lands build myself! Generally speaking, it's better to build a deck that's cheap to begin with rather than a budget version of a costly deck. But Lands is awesome! Also, in a sufficiently underdeveloped meta you might be able to get away with lots.
Wintermoon Mesa and Dustbowl are mana intensive (and the former better when you're loam is online). I wouldn't run more than one or two of each, as they are not that good early on.

Oh yes, chalice is very tutorable. It only has a cmc when you cast it.
I was referring to the fact that if you did choose to run 1 EE, you could always tutor it out.

It's a completely underestimated card. I run mono colored budget Legacy decks with them.
EDIT: For example, add in a card like porphyry nodes with Forbidden Orchard.

Grove Of The Burnwillows is expensive - you ca save money using Barbarian Ring and Flame Jab perhaps. On the other hand, going black anyway you might run Smallpox.
