What are everyone's opinion on using shocklands instead of duals as a budget replacement? How much would you say I need to worry about going against a burn deck?

It's tough because most competitive legacy decks that use some kind of dual-colored lands inheritantly play fetchs with them. Some people actually do play shock/fetch combo but I would not recommend taking 3 damage for each land I play. The only kind of deck that could play shocks and get away with it are combo decks that don't need much mana to go off or all-in aggro decks like Infect Stompy.
Depends on the deck I guess. Once again, I like them in combo decks, but that's really about it. Of course, they are much better than many other budget dual land cards. Arguably the scarz lands are better if you are not running fetches. each has its pluses and minuses.
Without fetchlands there are probably better options for dual lands. The damage might not matter against some decks, but any aggro deck will be very happy that you are giving them free Lightning Bolts every game.
As Spooky said, the Scars lands are very good as they almost always come into play untapped in any non-control deck.
The filter lands are also very good, especially if your deck wants to cast color intensive cards. For instance, if you drew three Islands and a Mystic Gate you can still cast Elspeth no problem, or Plains and a Mystic Gate still allows you to play Jace. The same can't be said of Tundra or Hallowed Fountain, so in that sense they even have an advantage over true dual lands.
If you are playing a tribal deck you also have access to the tribal duals as another budget option.

Anything built for speed that doesn't use its life total as a resource. for example, it really doesnt matter if you use Taiga or Stomping grounds in Belcher. Cephalid Breakfast could work along the same lines. Any storm deck that doesn't use adnauseum as its primary win etc.
