You should surely temper your expectations about building the best possible anything. A $200 budget in legacy means that your deck can not even run a set of Force of will.
Perhaps you should be trying to build the worst possible tempo deck, since you have a budget.
A $200 limit means Blue Tempo is probably not going to be the best deck you can build, because you basically can't run any of the most powerful tempo cards like Force of Will and Wasteland, and you're going to be hard pressed to fit in some top-tier mono-blue stuff like True-Name Nemesis and Back to Basics.
You probably want to start with a basis including the following cards:
That gives you 49 slots for a total cost of just under $40 shipped from TCG Player, leaving you another 11 to work with. Squeeze in a couple copies of cards mentioned above, and mix and match on the remainder. 2 additional lands is probably called for, and if you can squeeze in some cheap fetches like Flooded Strand it will make your brainstorms better.
Other cards to fill out space with include: Counterspell Preordain Dismember Stifle

Well... without getting into it too much. Is the $200 limit what your actual budget is or is it an imposed limit on deck building set by your group?
If you guys are playing a peasant-like Legacy format then it becomes slightly easier to offer up more practical deck advice knowing you’re unlikely to be facing down decks where a single card can cost nearly 10x the budget.
Well, with the number of artifact/PW based cards being thrown about, i'd max out spell pierces, and reduce the spell snares. Spellstutter sprites can be pretty good, as well as ninja of the deep hours to keep your cards up. at that point though, you're shifting from tempo to more aggro/zoo.
If you're playing against other $200 decks, then i'd skip the BTB, stifles and wasteland, since they're unlikely to have that many fetches and/or non-basics.
I'd suggest 1-2 psionic blast as a finisher, 'cuz you know. It's unexpected. and you're likely to reach a point where you just can't get your beats in.
1-2 echoing truth possibly? Not sure how easy it is for your mates to build belcher/empty the warrens style deck.
I had built a mono blue tempo (full budget) list before, and aside from wastelands, snapcaster mages and forces, it had those cards i mentioned above. and 1 dismember, but i never wanted to use it.
If you have the budget to squeeze cards in, i'd def put it into the fetch lands. it'd make brainstorms infinitely better.
