Way too expensive as a reactive card, although it is fair to say that life loss or damage-based combo decks would hate it if you could pull it out of the bag mid combo, it is fair to say for less mana you could pull out Flusterstorm. It can be a super-fog, but then so can Orim's Chant. It can protect a permanents, sure, but so can Counterspells vs sweepers or Stifle vs Deed. 3cc seems a lot.
The Stasis player in me would like to see Phasing make a proper return (phased permanents never come back while Stasis sticks about), but it won't happen.

Teferi's Protection actually combos with Lethal Vapors so you can skip ALL the turns and stay protected! In response, your opponent starts a turn-skipping bidding war and you both probably need to call a judge to resolve this.
After the judge rules in someone's favour, we have a bunch of scenarios:
You both skip an equal number of turns: Well, that was useless. At least you're protected for a bit.
You skip one to a few more turns than your opponent: That was sorta useless again, and now your opponent can probably take advantage of the extra turns (e.g. drawing cards, playing permanents).
Your opponent skips one to a few more turns than you: Here's hoping you can take advantage of the extra turns.
You skip enough turns to indirectly deck your opponent: This is the scenario the majority of the metagame is seeking to prevent. Constantly discarding Emrakul to hand size and spamming Green Sun's Zenith are the two most viable ways I can think of to just avoid losing to the Teferi's Protection + infinite skipped turns combo.
Your opponent skips several turns: You'd better win with that many extra turns.
I have no clue how the judge is going to call this--will the combo actually immediately end the game with a draw in practice because nobody has an incentive to end the turn-skipping bidding war?

So you're saying that "I am going to destroy Lethal Vapors and respond to it 61 times..."
but since the card says "any player can play this ability" therefore I could respond by saying, "I'm going to destroy Lethal Vapors 60 times!"
I think the judge would be called when, the player says "I'm going to destroy Lethal Vapors 60 more times in response to your 60 times, which was in response to my 61 times."
Oddly, I really thought you can use Lethal Vapors only once. I do think there is going to be a rule fix...

It's an infinite combo that ends the game in a draw unless both players agree on a number.
Sorry I'm late, but no, you would not get a draw with Lethal Vapors.
You would start by offering to shortcut to a point where you had activated Vapors 1,000,000 times. The opponent then has an option to interrupt that shortcut at any point, and would want to interrupt it after some early number of activation to activate it themselves, nullifying all turn skips after that. However, once they do that, you can now again offer to shortcut another 1,000,000 activations.
This is what is called a "Fragmented Loop." Both players could choose to keep going like this forever... but the Rules say they can't. The comprehensive rules specifically say that, in a case like this, the ACTIVE PLAYER must eventually make a choice that breaks the loop.
So, how does that apply here? Well, you just start the loop during your opponent's turn. During their upkeep, you offer to shortcut to 1,000,000 activations of Vapors. They respond by interrupting your loop. You then propose to do it again. As the active player, the opponent is now barred from doing the same thing again.
Seeing this coming, a wise opponent would simply activate Vapors once during your turn. Then, if you get into a back-and-forth, you will lose, as the active player.
The upshot of all of this nonsense is that you'll never actually WIN with Vapors this way (unless they think you are bluffing that you have Protection in hand) but you will transform Vapors into a 4-mana Time Walk.
