Arguments for Top:
It's near impossible to get rid of, while Library gets hit by Decay etc
It synergizes better with Bob, since I can spin it before I draw
It's faster, I can spin-fetch-spin if I'm desperately looking for something I need asap
It curves better (in this deck at least) at one mana
I can shuffle it away if I hit multiples
Arguments for Library:
I can play it through Chalice
It doesn't cost mana to stack the top, so I can play more efficiently once it's out
I can use it to draw more cards for life
What would you choose for a deck like this? I see that Shardless BUG and Maverick play Library, why?

I like both cards but if your playing with green... Sylvan Library makes sense.
I'm not sure about BUG or Maverick (I know somebody can answer it for you) but I do recall years ago that I was adding green to my burn deck so I can play Library. In some decks the 8 life lost/ 2 card draw is beneficial.

Sylvan Library is a more specialized card, able to come in for specific matchups where it is likely to have a huge impact. If I'm playing a deck with Tarmogoyf against a Swords to Plowshares deck like Miracles in G2/3, for example, the Miracles player will be digging for their 2-of Wear/Tear or Council's Judgment, plowing my Goyfs for time while I bomb their red/white mana with Wastes and/or Stifles.
As a MD choice, it's not that good because it's bad against combo and not stellar against Abrupt Decay... or even decks like Grixis that can pressure your life total very quickly and make it too dangerous to draw any extra cards. Library needs to be more than a Ponder or two in order to make sense as a 2 mana main phase investment.
Top is better against combo because you can hide the Force on top, saving it from discard, in addition to running it out T1 and then holding up mana. Tapping out on T2 is a much higher level of risk.
