Digging through some old cards I came across one(alot) that hasn't seen the light of day for maybe a decade.lol. It was a fave back in the day against those that loved black. Drought was a powerhouse for me,even to get rid of it was costly for my opponent, and it was an excellent target. So now that I found it and remember the fondness of it, I'm thinkin about making an enchantment deck with it and just pinging my opponent once they are on lockdown.But....as I recall I never could get TOTAL lock because it's restriction to black and most decks aren't mono colored.
That's a pretty cool card. I think depending on your local Legacy-Casual meta you could certainly run one or more of these in your 75, at least in your sideboard.
Memories. I used to lock my opponents playing black by have a drought and then casting Magical Hack to change the land type from Swamp to anything else
It's probably easier and less gimmicky to just run Cataclysm or Armageddon (depending if you want to blow up lands or everything), and run Flagstones of Trokair to mitigate the loss of lands on your side.
Also, Choke, while not white, just hits players so much harder.
That said, I also have fond memories of Drought/Magical Hack, but 4 CMC in Legacy better do something big, and this is pretty situational at best.

I recently finished putting together a mostly budget UW enchantment deck with things like Parallax Tide, Detention Sphere, and Aegis of the Gods. It's pretty fun!
