So... any deck that drops Trinisphere, or has any kind of denial/prison strategy, Lands, Death and Taxes both run prison staples, many decks run Blood Moon, all of which will help fill up a person's hand. Nearly everyone says it would help burn.
Just because someone hasn't added it yet doesn't mean Vise won't have an effect in the long run. I can see the card being valuable in non-Delver, non-Miracles decks alongside much of what is already played.
So then it's not good right now. It's not even a boogyman, people don't build decks and worry "Is this deck going to get hammered by Black Vise?", and if they did, their reaction would be, "Oh, who am I kidding, no one even runs it."
It hasn't shown up in Lands or Death or Taxes or anything else, because those decks all have much more valuable 1 drops. Burn doesn't even seem to be interested in it, since it's a terrible topdeck late game unless you run Shrapnel Blast, and then you're committed to even more artifacts to make sure Shrapnel Blast isn't a terrible topdeck. Against any blue deck, all it takes is one Force of Will against a spell of yours, and they've just countered a spell of yours, and reduced their handsize by 2.
Black Vise may be good some day (I have a Beta playset just in case, but I'm not holding my breath), but you can't say "it is so good" right now with a straight face, because it simply isn't.
I see your point, saying "right now" is jumping the gun a little, but saying it's a garbage card that won't have any effect is also not true simply because resource denial is a legitimate way to win in and many tier 1 decks use some form of it. Like I said in the first post, people who use that kind of strategy against players that fill up their hand every turn have no reason not to at the very least put one in their sideboards, if the effect is that an opponent can manage to have a 4 card hand for the majority of the game, you can't say that's not worth anything, especially against decks that require access to as many cards as possible. If you already have a deck that makes it hard for an opponent to play spells, it'll be harder to avoid the vise.
I think it will prove to be a good addition, and I'm wondering if anyone here's tried the card or has prison/vise'd and won. It is satisfying, and I've seen it work quickly...
I actually tried putting Vise in Stax, and it is extremely ineffectual. The only deck it makes better is Stasis, but that deck isn't very good to begin with.

Randy Beuhler (commentating): Necro for five?! He's still gonna win, but it's not as much fun!
Brian Hacker (also commentating): Randy all "Necro for nine" Beuhler...
