Which competitive Modern deck can also compete well in Legacy? That is to say, if you're heavily invested in the deck in one format, it wouldn't take much money or effort to bring the deck into the other format. Bonus points if the lines of play are relatively similar (D&T in Modern isn't very good and the lines of play seem wildly different.)

Am I missing anything? I feel like it's either Burn, Delver, Merfolk or Jund, right? I haven't seen Affinity in Legacy in so long, but I don't know if that means it's bad.
Legacy affinity.
Affinity has the most banned cards in modern (lands, stoneforge and jitte).
It needs no duals or plays no forces.
It's not tier 1 but it can be a rogue deck that managed to pull a win or two recently...
Burn is the cheapest option as it's simply some Chain Lightning, Price of Progress and Sulfuric Vortex.
From there the question is largely do you want to buy Force of Will? That would make Merfolk an easy switch, just add Force of Will, Daze and True-name Nemesis. Delver, again Force of Will and dual lands. Most delver variants are playable on a budget with shocks, especially if you are willing to get 1 of the duals used and fill in the rest with shocks. Infect is also an option, legacy just adds duals, Berserk and Force of Will.
Zoo I would say is fairly dead, but it might be successful depending on your local metagame. Other than Jund, I don't know that there is another BGx deck that goes into both formats, but there is some overlap with Junk/Deadguy Ale/Nic Fit variants that contain some cards played in modern but I'm not as familiar with them.
If you're looking to do easy switches, I think that Burn, Merfolk and Infect are your go to options, also the lines of play are basically the same in both formats. Burn is competitive, Merfolk can do well in certain metas, and Infect is certainly a good deck though pricier than the other two.

BG(x) would play very similar depending on what era of Jund you played in. After DRS's banning I noticed Modern Jund had a lot more red cards. In Legacy Jund the amount of red spells are minimal besides punishing fire, BBE, lightning bolt, and random sideboard hate cards such as Ancient grudge.
Merfolk similar style of play but you get Forces! I feel like it's better in Legacy than it is in Modern unlike Affinity where its the other way around. Caverns and Chalice on 1 is backbreaking for your opponent.
Burn is the same except it's pure Red and it's probably faster as well. Though the lack of the r/g splash means leyline can still hurt. Eidolon has helped burn a lot.

Outs to Leyline of Sanctity? The out to that is who plays Leyline?
Leyline is only played by paranoid people and Enchantress players. But Chill may show up, specially in metas where Burn, Delver and Goblins are winning events.
The best out to this is Wear//Tear. Just add a single Plateau to your manabase. Hell, even a Sacred Foundry is enough.
merfolk lists also play wastelands. It's not a bad conversion, but it can be pricey. Infect plays FoW, Berserk (2), wasteland (usually in the board but mainboard can be a good meta call), and trops.
Of all the decks I think infect has the most shared cards + best positioning in the legacy metagame. Also lines of play are basically identical, suit up your infector with pump spells, protect, and kill.
Jund isn't bad, but modern jund and legacy punishing jund are kinda different. Modern jund is a lot about 1 for 1's and efficient removal through liliana and discard. Legacy jund is the same idea, but you're more focused on playing the resource denial, and it plays a lot slower.
Many (I might even say most) merfolk decks these days aren't playing a lot of Wasteland. I would argue that you can build merfolk by adding 4 FoW, 4 TNN and 4 Daze to a modern list and can tinker from there around to Chalice of the Void lists, or a few Wasteland.
Infect may be the better deck, but with such a super blue metagame full of cantrips and 1 mana spells, the CotV build of merfolk is pretty good right now I think.

Wasteland certainly fell out of style with cruise decks, and I think merfolk went out with waste. I haven't seen too many merfolk lists popping up in tournament results, even on mtgo. I do think that wasteland is due for a return, and it's only a matter of time before the DnT/Maverick/Hatebears players start waving top 8's behind a playset of wastes and everybody goes, 'oh yeah, I remember that card..'
I think merfolk could be one of the most underrated decks at the moment. People are just too jazzed up about DTT and DRS and other cards to pay it much attention.
Isn't Legacy Affinity actually cheaper than the modern version?

The only lists that I can pull up for legacy affinity puts it lower in cost, due to the artifact lands. You don't have to play mox opal and glimmervoid which are somewhat pricey.
I think legacy affinty is still definetly playing mox opals as there probably the best way to power out turn one chalice/plating/ravager. I would say that the price is around the same. With modern you need blinkmoths and inkmoths which are wayy more expensive then basic artifact lands, but with the legacy deck it has access to tezzeret 2, ancient tomb, chalice of the void and some builds opt to play stoneforge mystic, along with a copy of umezawas jitte.
As long as Dig Through Time is in the format, Jund will be a dog. The BG shell in Legacy revolves around out pacing your opponent through stripping their hand and killing their things. Dig Through Time cancels all of that.

If only there were burn cards that also destroyed it or just ignored hexproofing players.

Legacy Merfolk you would only need FoWs, TNN and Wastelands if you want
Burn you'll need PoP, sulfuric vortex and chain lightning
Jund you would only need the Duals (not that expensive considering they are not blue duals), wasteland, sylvan library, hymn to tourach, the punishing package maybe, and if you really want to invest, chain of mephistopheles in the sideboard. Probably the best option because it plays very similar to the Modern version but you don't 2 everytime you fetch, and you can play experiment with some really nice cards too (I've seen modern players getting really happy when casting their first Hymn to Tourach)
Legacy reanimator and modern reanimator are completely different animals and I can't think of a single card other than grizz that they have in common.
And apparently Splinter Twin is an option for Modern branch into Legacy. Top eight player over the weekend with it got in at Eternal Weekend.
That was super interesting. I'm curious to see if it will catch on. I think the deck is worth running, especially since Legacy cantrips cantrip so much better.

I forgot Infect! As long as you're U/G, all you really need is forces like Merfolk. Seems fine.
