Storm, hands down. Completely redefined combo and still affects us today. If I'm not mistaken, Wizards has come out and said that the storm mechanic was a mistake and that they will probably never print another storm card again.
Phyrexian Mana deserves at least an honorable mention, being the only one of the above mechanics to appear on a banned card: Mental Misstep. This card has such a high impact that it cannot be used, though I'm not sure if that should actually count as having no impact.

But I'll agree that Phyrexian Mana deserves a shiny spot. I'm fascinated about how some of the new mechanics could be expanded to such degenerate form that they are able to compete in such a violent (and lovable) format as Legacy

The reason I put dredge over storm is that without very strong yard hate dredge will run a train over your face. Storm is resilient to every form of hate which is why it tops, delve is very strong but usually fills a more supporting role.

Number 5 created whole new archetypes that (1) launched a deck that made top 8 at the last NJGP and (2) turned Magic upside down when we ended up with the most bans since Urza's Block. In fact, some would say that Affinity almost destroyed Magic. If I was forced to choose one between Infect/Affinity, I'd probably have to go with Affinity, but not by much because today I think Infect has more of an impact in Legacy.
When I think of this the 3 that immediately come to mind are the untap lands = to CMC 'mechanic' from urza block, storm, and dredge. I'd say the free spells from urza take the cake followed very closely by storm since dredge has gotten worse and worse as they print considerably better graveyard hate each year and dredge is 100% reliant on the GY. Although storm did give the best win cons combo decks have ever seen untapping lands is just disgusting especially when they tap for more than 1.

As to which one has had the biggest impact on legacy it's storm because most of the untap cards from urza block are banned and storm cards are relatively common in unfair decks that are going for the ritual/make gobs of mana approach a la high tide, ANT, TES, SI, and belcher.

'Pitch' would be #1 if it were ever keyworded - Force of Will is format defining, Misdirection and Pyrokinesis are legitimately playable if not popular, and other pitch spells are at least on the margins of playable. Pitch would definitely be ability worded these days.
