I have probably been playing too much modern recently, but pyromancer ascension on turn zero would probably result in a lot of turn 3 wins. Birthing Pod would be pretty ridiculous too. I'm not sure if those violate the rules for cheating on mana or making creatures. I think Hive mind is the best answer so far.

But with that I submit Nicol Bolas, Planeswalker. If you start the game you destroy whatever it is they choose (including an opposing Nicol Bolas.) You then basically lock them out of the game by about T3-T5 depending on whether or not you pop things and if they're bolting/attacking him. Hive Mind loses if it goes second here since it will not have Hive Mind in play after it has an upkeep.
Further, there's nothing but garbage permanents that also have Shroud so he works against literally any other reasonable choice you'd have if you go first; and any number of cards just beat you (like Hive Mind) if they go first and have a pact; but he's a 1-card no-combo fit-into-any-deck-style and instant-win kind of permanent.

If only permanents with triggered abilities that target are banned from being cheats, then Nature's Claim may not be able to stop Goblin Charbelcher fast enough (Belcher would be found in its typical shell--on the first upkeep (including opponent's), attempt to make 3 mana at instant speed, then activate Belcher FTW--heck, 3 Spirit Guides can't be countered by every fair blue mage who mulliganed into FoW and a blue card).
Sure, but then you're kind of all-in on the "mulligan to 0" plan. If you're on the draw and they somehow answer your Glory turn one, you basically lose. On the plus side, it makes no difference what your actual deck is.
Oh I know it's a silly plan, but it's just funny as hell when you think about it. Plus, it would give people a reason to play one with nothing and glory. Would be cool to have a deck that was all art mana, counters and LED's too.
I think this would be more fair if it only allowed static abilities. starting the game with bolas or something is pretty insane. Starting the game with like Moat or humility or something seems more fair. I think I would use night of soulsbetrayal in that case
This seems like it's become more a discussion of how to next level your opponent especially once omniscience seemed to be the agreed upon card of choice.

It's because the fundamental idea of the OP is flawed. He kept adding restrictions because he wants to hear Phyrexian Arena, Future Sight, or Sylvan Library. Instead it makes infinite more sense that if a card is 0-mana and on the table that it be Bolas, B.Glory, Sneak Attack, Hive Mind, Omni, Karn, or any number of other "I win the game if I go first" cards; which is actually why restricted cards, 4-card maximums, etc.. exist anyway. The original magic tournies were competitions of "Most T1 kills in a row" and it became arbitrarily high (250+.)
I didn't want to troll the thread, but WeaponX has revealed the 3/3 in the room.
If I may submit another however; Leyline of Anticipation could allow a T0 Storm deck giving the T1-winners less of a chance to instant win by going first..

...Watch people switch to Honden of Seeing Winds/Goblin Charbelcher (if that counts as targeting stuff, Bolas counts, too)/Jace TMS (see Bolas)/RIP/Torpor Orb/Sylvan Library/Hive Mind/Pernicious Deed/Nevinyrral's Disk/etc. to turn my Needle on Bolas off.

Nature's Claim is also useless against every single Nicol Bolas, Planeswalker or Karn Liberated (if all the Pithing Needles name Bolas instead of Belcher).
