I been running Council's Judgement as a one of with an extra in the sideboard in URW Miracles and it is the real deal. So far killed Liliana, Null Rod, Pithing Needle (on Sensei's Top) Sulfuric Vortex, Sylvan Library with Council's Judgement. Haven't actually killed a True Name or Emrakul with it yet. Having a way to just kill Liliana or Jace is great. The double white can be an issue because I tend to fetch for basics when possible.
In the interest of thoroughness and preparation, what doesn't Council's Judgment hit, if anything? Besides lands.

I can't tell from this post whether or not you know this...but for everyone's benefit, it is important to note that your opponent doesn't have a chance to react between voting and their card getting removed. For example, say your opponent has less than five lands, a Stoneforge Mystic, and a Batterskull. In this situation, Council's Judgment is significantly better than Vindicate. If they bounce Batterskull, you just vote for their SFM. If they don't bounce it, you can just remove the Batterskull. This makes Flickerwisp only able to save one specific card, and it makes Goblin Bombardment pretty bad.

The Loam-Pox list that just made top 8 as well as Nic Fit and some Bug Control/Junk/Dark Depths/Lands lists run it. It's not a dominating factor, but it definitely sees a decent amount of play.
