Linvala, Keeper of Silence is a goddamn tank in the format. Seems nobody respects how hard she is to deal with. The 4cc is certainly an issue but she can quickly end games thanks to her "no abilities for your opponent" effect.
I'd be inclined to say Vindicate but Council's Judgement makes me think it just got replaced by an arguably better effect.
Trinisphere also needs some more love. That card can break open tournaments.

It is because Chant targets. Once, it was the card you wanted when you where playing Combo, but these days Silence is just better because it gets around Leyline and other "Player gains Hexproof" cards.
Stops DRS and Lavamancer from grinding you out. Makes Elves a bit more awkward in a long game. Hits a few other minor odds and ends (Knight, Mom, etc). It'd be decent in a largely aggro/tribal meta, not very good elsewhere.
Most creature decks right now play some combination of the cards you just mentioned

Orim's chant. That card does not see nearly enough play. It seems just another underrated, under played card on account of not being blue.
I like using Orim's Chant in TES but yes it is indeed underused (love the artworks). Most likely due to Silence not having to target a player so it gets past Leyline of Sanctity.
Cloudpost seems insane, but I don't think it's found the right shell yet.
There is a 12 post deck in legacy. However it is difficult to play, somewhat fringe, and fairly expensive so it isn't overly popular. It is quite powerful in a capable pilots hands though.
Also there are MUD variants that are on the 12 post plan as well.
I will say that Vindicate >>> Council's Judgement. I would rather not be cornered by double-white and much rather be able to hit lands. Judgement, Pulse, and Vindicate all have overlap, but Judgement is the bottom of the pile IMO. Vindicate next to DRS + Wasteland is a nightmare.
I may add Divert to our growing list. Divert is pretty spicy out of the side; especially with the ubiquitous abrupt decay. If no one plays around daze/pierce (I know I don't leave extra mana open for Decay) you can easily swing decays into dumb things and a 2-for-1 for 1 mana is about as strong as you can get.

I said in another thread that I think it's a little slow for what it does, but if some deck can find a way to power it out on turn two or three, they're going to frustrate some players.

I haven't seen vindicate cast in a long time. There's a reason. It really isn't that good anymore. Vindicate and the strategies that are likely to play the card are cold to true-name nemesis. Council's judgment changes that. If you have to adjust your manabase or deck to have the double white so be it. I'd much rather have judgment in comparison to vindicate a vast majority of the time. The only time I wouldn't is if I actually wanted to hit a land, which rarely happens with vindicate unless you're playing against lands.dec/how are you getting to 3 mana again?

If your deck is playing vindicate it already has access to answers for TNN. Since the main argument for council is that it hits TNN the only draw to play it should be one with a heavy TNN presence.
That said, I agree vindicate is under played much like maelstrom pulse.

The issue with Linvala is that you can do a lot more for 4 mana. You can kill off creatures, Win the game, WIN the game, Resolve all creature issues and many many more options. It comes down slow, it's not in a color that ramps extremely well and doesn't win the game or lock the game as soon as it comes down. It just doesn't do enough for it's mana.

Problem there is the decks that would want a two-mana counter can support Counterspell fairly easily, and Mana Leak is worse in a long game since the opponent can simply pay it off.
That said, it's less a Counterspell, more a worse Spell Pierce that can hit creatures but costs one more.

I can't think of any deck beyond Miracles (and maybe some URx Landstill variant) that would want to have a solid counterspell that wasn't either free or cost 1 cmc because they're busy and want to do other things with their mana. Not useful in miracles since they go for the long game and Landstill could make use of Mana Leak over Counterspell I suppose, but they don't have much field % penetration. I hear what you're saying though... it would be nearly as effective as Counterspell without being as blue intensive with how little mana there is nowadays in many decks.

I've always been amazed by how little play Tsabo's Web sees. It's always felt to me like an amazing sideboard card, especially with the increased play that D&T has been seeing.

I'm surprised remand has not found a niche in Legacy. I know the standards are high but the potential tempo swing seems like something would make the card appear at least once in a while.

2 Mana for a tempo deck is a lot. As much as I love Remand it is simply underwhelming. Honestly I could see it in the UG Cloudpost decks though. I mean, they already play Repeal and Moments peace just to buy time. Remand does a similar job.
