If your goal is to counter those strategies then it is pretty good. It just has too many problems for legacy though.
1. Too specific. The reason Stifle is amazing is because it will stop their fetchland, wasteland, Grislebrand, Stoneforge Mystic, etc etc.
2. Mana cost. 1U is not the most expensive spell in the world, but against decks using Rishadin Port/Wasteland you will be choked on mana and they will be Dazing you. Even if you succeed all a Delver player wants is to slow you down so they get into the red zone. Spending your turn on essentially a Stifle is good enough.
Now if this isn't for the most competitive deck then it is a very fun card. Probably the most fun I've ever had in magic was using Reroute on a Fulminator Mage activation when I was playing Tron in Modern. Good times.
If your meta is infested with Port, Sinkhole and Wasteland *and* you're playing a slow control deck, I could see it. Other less narrow answers exist (Daze, Stifle, Wasteland) that fit better in aggro shells.
I think it would take a deck that really depends on its lands, like maybe a Dark Depths deck, to be worth running something just to protect you from Wasteland.
The card was printed specifically to hose Rishadan Port, and it does an admirable job of that. However, it's so ridiculously narrow that I wouldn't even consider running it unless your meta is like 40% Port decks (Lanfs, D&T, Goblins).
I have heard vague rumors of a moustache-dispensing vending machine in a distant laundromat, across the street from a tattoo parlor. However, this information is shaky, and time is of the essence.
Complete metacall. If you're facing rishadan port's all the time sure it is a fantastic card to sideboard. But if not it's worse than other SB options typically. It is a gigantic blowout when it resolves but resolving it is the problem. If you're just trying to stop wasteland stifle is superior or even pithing needle, which is also good against other things as well like miracles, DRS based decks, etc. etc.

It makes a lot more sense to run Interdict or Bind if you want a psuedo-stifle to protect your lands with some attached card advantage. This card is really only worth it for the thing it was made to hose; which is port.
