My local store has decided to try a new "rent a deck". Where you can write up any deck list and for a small fee "rent" the cards from the store for the tournament. So I would like to ask a) what are some of the most expensive legacy decks I could take out for a spin ?
It depends on the kind of lands you use. You could play high tide with guru islands (if your store has 12 guru islands) and that alone would be worth about 4 or 5 grand assuming you have the candels. Any deck immediately becomes significantly more expensive if you have black border dual lands as well. Barring 'pimp' options, i think lands is probably the most expensive deck...followed closely by esper stoneblade.
yeah, there's no way anyone in their right mind would let someone take a four grand deck "out for a spin" for a "small fee". if that is the case just play what ever deck you want man, you don't have to be a doucher and rent out the most expensive cards you can, just because you can.
I think he just wants to try out decks that he knows he wont be able to afford any time soon, just to see what they are like.

I like the "rent a deck" idea. Some suggestions. Instead of real magic cards, use special proxies that are only legal (for your cardshop) for the tournament. If you do the proxy decks, I would believe a rental fee could be equally charged. [I do believe if Starcity is interest in the future of legacy they should start thinking of renting proxy decks (cards that are only legal for the store tournaments - although, I've been saying that way - way before Wizards named the formats Legacy/Vintage.)
If they are thinking of renting cards for a major tournament (like Starcity or such) it's best for your cardshop to sponsor the players. I dont think it's wise to rent real magic cards, because something can happen and magic cards are not that easy to trace (unless we are talking about black lotus).
You can't issue proxies and have a sanctioned tournament, so SCG can't realistically do that ever, and even locally it's a little awkward to charge for a tournament and charge for proxies but have a purely casual event.

we are all pretty good people I don't think that will be a problem, I was asking for more expensive decks because at this point in time, I doupt I will be buying any really expensive decks, I normaly play burn/goblins/afinity and White stacks (all of which basicly I got the cards before they ballooned)

It's nothing to do with SCG versus Wizards. Wizards is the only one that matters when it comes to tournament rules, and you are not allowed to sanction a tournament where proxies are used. My LGS has looked into the same thing recently to try and get more Legacy players, and the best you can do is call it a "casual event" rather than a tournament. I think that means one Planeswalker Point for each match you play, which is better than nothing.
Of course, someone would have to actually catch the store running proxy tournaments before they could do anything about it. So "at your own risk" and blah blah.
Casual events I'm pretty sure are actually just one point total, regardless of rounds. Even with those, I'd have to look at the wording again but proxies might still be illegal in those as well. As to SCG issuing special SCG tournament proxies, that seems like a great way for them to get a cease and desist letter from WotC at the very least.

As long as the player is playing the rental charge on the cards they would be legal (lets say in all SCG's). If the players refuses to play for the rental charge (or cancels the rental) I would believe they could still keep the proxies but when the serial's numbers are scanned the cards are not legal for play. I would then think the judges could have a deck check scanner (ok this might be a special invention of the scanner) they would check all rented cards before the start of the tournament. If the player was playing rented cards and the scanner picked up they are not the players, the player must put real cards in place or forfeit... of if the player is renting the cards and the rental fee is due the player must make the payment before entry. (I know this is tech stuff) But the idea is to get players into playing the game without spending hundreds/thousands of dollars... or worst players loosing their valuable cards.
I don't think it's against sanction rules because there isn't many sanctioned tournaments to start. Most Legacy games are played on the kitchen table, in cardshops (weekend tournaments - some do allow proxies, once a month event - usually they don't allow proxies) and then we have the SCG's.
Here's what you're missing though: In the Magic Tournament Rules (MTR) it is explicitly stated that you cannot run a sanctioned MTG event with proxies. If the events aren't sanctioned, then it makes it awkward to even use judges, and even if judges are willing to still participate, the Infraction Prcedure Guide and even the MTR don't apply. This means we can't report warnings, Game losses, DQ'able offenses to the DCI. Even worse, WotC probably shuts out SCG from being a licensed seller for MtG, meaning they can't get Booster Boxes, duel decks, etc. issuing proxies basically destroys competitive legacy almost immediately.
Now, if you keep a stock of real cards that are rented out, that's a stock of cards you can't sell and risk getting damaged. Additionally, I know the many areas don't have as robust legacy scenes, I play sanctioned legacy twice a week, more when there's a bigger tournament on the weekends.

this doesnt seem like a bad idea as long as the owner covers himself.
1. renter signs waver authorizing full charge for the value of deck to a credit card (submitted before hand) if the deck is not returned
2. receipts on bother ends of transaction and return
3. modest fee for renting the deck otherwise no point in going through the hassle
i would probably invest in some card shufflers just to keep the cards from being abused
