I'm gonna disagree here. It's no easier to play than Goblins. Merfolk and Burn are distinctly the easiest decks to pilot.
Because goblins is hard to play... you can get a really good grasp for the deck in less than a week. I'd say dredge is harder to play than goblins but in all honesty for a beginning deck.
In all honesty, the Gate is probably the way to go. It is probably one of the best combinations of ease to pilot with price and competitive performance. Merfolk used to be right up there but with the huge price spikes on Force of Will and Wasteland I'm not as sure. Also if you start with merfolk you better be prepared for mirror matches at it is distinctly more popular than the Gate. The most expensive cards include:
4x Wasteland (honestly what deck doesn't run these and is anywhere near cheap... burn?)
4x Dark Confidants (comparable to aether vial)
2x Umezawa's Jitte
2x Bitterblossom
Every other card in the deck is in the $5 range or less.

this was true at one point in time, but not anymore. Assuming "budget" is under the definition I use in the OP, which is $250 or less, enchantress is no longer in that range in a way that still makes it able to perform moderately well.

Don't forget Persecutor, which is your big fat undercosted fatty. But that card is around, what, 12$ now?

Hey I'm looking to get into legacy, and have a budget of $700, 750 max. I really want to get playing, but, some of the new cards have caused me to hesitate me building a deck. Specifically, Mental Misstep :o(but to a lesser degree Torpor Orb :mad:, because I was seriously considering making Goblins). Could anyone help me in my face of a serious dilemma. I do not have the budget to build a deck once, and then have to get something completely different because of Mental Misstep. Anyone got advice, help, suggestions, anything. Chime in

Just wait until these new cards come out, and the format settles down. Say 2 weeks after the release. The format will be a little more defined and you will know what to do.
Skullclamp cannot really be considered a best for it was banned upon release. I think the best card/most broken card on that list has to be Bloodbraid Elf. That card was too busted.
a large chunk of my budget is coming from a tabernacle, and seeing how the reason I'm getting into legacy is because an EDH deck worth 1k was just stolen from me inside a trade, I'm a little hesitant to actually use the internet again. Im currently making changes to a lot of the decks, infect being one of them. I wanted to release the changes at the same time though, and yes the if will certainly go into infect. I can't say I agree with drew's build though, plus, with all the fetches it runs its far from budget. =P
Is there a less than $20 substitute for mutavault? I'm only a high school student and I can't afford $80 worth of cards. Sure, I'll look for it and get it when I can, but is there anything I can put in my merfolk deck in the meantime?

get more than 3 of some kind of card manipulation in there. Brainstorm, ponder or preordain, it doesnt matter which you choose, bet get 4 of one of them. i see 3 preordain, so thats a good start.
the only reason mutavault would be replaced is if you were running standstill, which i dont see, so there is no reason to replace it and risk getting mana screwed. The best replacement is Mishra's Factory, but only add it in if you find 4 standstill.
overall, the problem with running a budget version of this deck is that your counterspells are not free and you do not run vial. By having free counterspells and vial in the deck you are guaranteed to have open mana with which to play more creatures, animate mutavault or level up your commanders. however, because the deck is budget it will not perform nearly as well simply because it cannot produce this steady stream of effects and creatures and still be protected as well. Granted, it will work decent, just not nearly as well as it is supposed too.
if i were to run a budget list it would look something like this.
overall though, i hate to say it, but vial and force of will are very key cards in merfolk as far as making it actually good. without them it just turns into a tribal aggro deck, something that both goblins and elves do much better. =/
I hate to sound...Strict (dont know if this is the right word) but if you cant at least get some vials then i would seriously suggest building something else or you risk seriously underwhelming performances.
dont get me wrong, the deck will be decent enough, but I dont see any top 8's in your future.

I was kind of thinking I'd start try to trade for staples and I've been lurking on the legacy forum for a deck that I might like to build and start gathering cards for that.
I've been trying my luck at speculating standard cards and so far it's been working out a bit so maybe I'll be able to make a decent profit which I can use on legacy.
Does anyone have deck suggestions? I'm kind of interested in playing something that you can't really play in standard. Pox looked pretty fun along with some others.

We play TES because we are rock n' roll, not teen idols like ANT players, nor do we like to talk about how deep and sentimental bluegrass is, and how you really have to give the obscure and traditional artists instead of the mainstream bluegrass peeps like the Doomsday players do. And we definitely don't like classical music like those lame and boring High Tide players. Basically what I'm saying is that TES likes to party, the rest of the storm decks are boring and lame.
I'm tempted to cash out of standard, but I really don't have anything worth that much. I have a lot of Grand Architects... my legacy hopes and dreams rides on those being broken after rotation lol.

This, but it's recommended that you keep at least a standard deck for a little longer and make sure you get a legacy deck you will want to play for months until you can either win or afford other legacy staples.
It's getting a lot harder to trade standard outright for legacy unless:
a) the card has legacy application (SFM)
b) the legacy cards are worth less than $10.
It's very difficult to find people in my area willing to trade duals, fetches, or high end legacy staples for anything standard unless the deal is like heavily in favor. Keep in mind the only players with eternal stuff are eternal players to begin with. Standard players always wanted my jaces, but had no eternal cards at all. Eternal players wanted my jaces but didn't want to trade anything too serious (force of will, duals, goyfs) for them, or if they did only valued him around $80 (lowest ebay finishing prices at the time) when he was $95-100 at most places, yet wanted retail pricing on their cards.
Jace and the eternal price spikes combined makes the market a lot more paranoid about dealing with certain cards than they used to, so finding those kind of deals are becoming harder.
Play Dredge. It's cheap and you can't really do anything like it in Standard.

That may be true, but a) dredge isn't nearly as easy to play as it seems and b) it's a very particular deck, and a lot of people may not like the way it plays. So even though it's pretty cheap, it's not the best starter deck. Something like Affinity is slightly more expensive and much more new-player friendly.
