I haven't really seen any competitive Pauper EDH decklists for Phalanx Leader anywhere. I think of all the Heroic uncommon creatures in Theros, this guy has the largest impact in board presence for each Heroic trigger. Battlewise Hoplite might give the benefits of Blue, and with it some more reusable ways to trigger Heroic (like more Buyback spells and more self-bounce auras), but I think a White Weenie shell with many ways to buff your entire evasive team will be better than just Voltron and Scry 1. I think this will be the case since with Voltron you really want to protect your general and give it shroud (since there's not an awful lot of hexproof in common), which will therefore shut down your ability to get more Heroic triggers.
A lot of focus is put on small evasive weenies, cheap utility creatures, creatures that produce more creatures (rather than just token spells like Raise the Alarm), draw/filter and recursion on spells/auras, as well as the absolute best removal spells that provide value.
I also play Weiss Schwarz, Chaos, Vanguard and Wixoss.

As an aggro deck, I don't think the defensive utility lands will be helpful. Haunted Fengraf is a maybe, but seeing as I have a *lot* of white mana symbols in all my cards, I'm hesitant about running colorless land. Same as Opal Palace; while I think the card is super good for Voltron multi-color Pauper decks, Phalanx Leader can pump himself up easily enough. Losing the W from a plains isn't worth it, and I don't find myself recasting the Leader a lot.
I don't think Empyrial Armor is as cost efficient as Ethereal Armor, and again as an aggro deck my handsize won't be enormous. It'd fit better with Ascended Lawmage, which is the proper colors for card advantage.
As soon as I can find a foil Arrest that's not uncommon (Scars of Mirrodin or Mirrodin), I'll make the swap for Pacifism.
Here is my take on the deck. I find it incredibly strong. In 1v1 if your opponent does not immediately remove your commander you have several 3/3s or 4/4s around turn 3 and can win the game not much later.
I think one should try to keep a low mana curve to flood the board early with critters.
Heliod's Pilgrim and Custodi Squire because value is value. Also, regarding the colorless utility lands, I think the opportunity cost on these is extremely low in a mono-colored deck. Phalanx Leader costing WW is the best argument against them, since I don't really see many other spells in the deck that cost more than one white mana. It makes the biggest difference if you plan on jamming Phalanx Leader on turn 2, but I'm not sure that's the best way to play the deck. Turn 1 evasion dork into turn 2 Leader doesn't seem that great because a removal spell puts you back to square one. On the other hand, deploying evasion dorks for 2-3 turns and then dropping Leader with mana up for tricks could be a lot more stable.
That's my two cents, I'm sure we have very different metas, mine is just overflowing with red, Izzet Guildmage, Blaze Commando, Skarrgan Skybreaker, and so on. As a result, I have to protect my general, and find a way to get through the large amounts of tokens the commando makes, get over all the skybreaker's elves, and survive the guildmage's burn. Otherwise, it's a nice list, I found a few enchantments I wasn't aware of.

Another small thing is that you probably want Snow-Covered Plains to go with Gelid Shackles.
I don't know how your meta works, but in mine, Phalanx Leader is a removal magnet.
Typically I run Rootborn Defenses, Dawn Charm for regen and heroic trigger, Inviolability for the burn happy players and heroic trigger, Standard Bearer (Hoses burn with an Inviolability on it), and Benevolent Bodyguard. I run others, but they're already in your list like the umbras and such.
In terms of creatures, I load up almost entirely on fliers. My meta, as well as Pauper EDH as a whole, does not have a whole lot against fliers.
Kor Skyfisher to return an enchantment and play it again, Wispmare for the enchantment removal, and other beaters like Cavalry Pegasus, Leonin Skyhunter, Griffin Sentinel, etc. The fliers grow so quickly, the damage adds up, and pesky cards like Sprout Swarm (which is very prevalent) can't stop me.
