Does anyone have a good idea for who i should run as the general? i WOULD have used leovold, emissary of trest (so i could also run bloodbond march, but apparently, leovold's banned. so i'm a bit stumped.

EDIT - i was considering leovold, since he's an advisor. not sure if that was obvious, but i was really annoyed when he got banned. i wanted a good advisor general for a long time now, and now he's got banhammered.
I concur with Phenax. You could add better tutors for Thrumming Stone (thanks to black) and counters to protect it (thanks to blue). You could also run more support for the mill them with cards like Eater of the Dead. If you want a good BUG commander for mill, there really isn't one per se, but you could try a combination of partners that could give you BUG and work with what they could accomplish.
If you want to stay in blue, you could make your commander Azami, Lady of Scrolls and add Xenograft and Arcane Adaptation to it to make your advisors wizards as well. That way you can really dig deep into your deck to look for key pieces.

I'm of the opinion that a Paradox Engine or DramaticScepter shell could be very powerful. I too will concur that going into Dimir colors is probably a strong option since getting access to tutors will dramatically help the consistency of your deck. It also opens up Leyline of the Void so that you can get around pesky Shuffle-When-Milled effects a la the old-school Eldrazi cards or Nexus of Fate.
Maybe having Silas Renn, Seeker Adept as your Commander could be useful so that you have a way to recur any of the artifacts that might die, particularly Thrumming Stone.
So a quick update, my playgroup is cool with me playing leovold as general, so i'm going BUG now. So i feel like I'm turning this deck into a "cards that are generally unplayable in EDH due to singleton nature".deck
Currently, they've been pretty unimpressed with how 'oppressive' leovold has been, but there we have it.
It's kinda funny, but so far, the best wincon has been one of the altars with bloodbond march. It sort of cycles pretty quickly and gets rather silly. I've been tempted to try to change this into a beatdown win, but i'm not sure how to do it. the sphinx is awesome, since i have one and is basically legacy and EDH unplayable. so being able to sleeve it up has been refreshing.
One strangely potent part of the deck is that counterbalance is amazingly good oftentimes. For some reason, the vast majority of counterspells pointed against me have cmc 2. Also, many game-winning cards also happen to be cmc 2, so having more than half the deck being live for counterbalance seems good. I can't be bothered to shove a divining top in there, since i'm not that sort of player in EDH.
Yes, this is a glass-cannon combo deck, but i like my combos to be easy to disrupt. Gives space for some amount of interaction. Anyone have any tips as to how they'd tweak it? the biggest impetus of this deck is being able to play cards that are basically EDH-unplayable.

I think you'll find 50 to be too many. I run 35 Shadowborn Apostle in my Shadowborn deck and I could probably trim it down to 30-32 and be ok.

Keep in mind that storm is a mechanic that is strong with Thrumming Stone and cards like Shadowborn Apostle, Rat Colony, Persistent Petitioners, and Relentless Rats.
