Well, this is the first time in my entire life I get a deck for Commander. It was made by a friend of mine using one of my fav creatures: Atarka harself. Her past version, the World Render, is my commander, but I have her Dragonlord present form on my deck as well. And yes, the deck name should state who else came in. This deck was made with the cards I got for myself during my time in Magic. These include:
A starting deck from Worldwake (my first deck ever).
Boosters from Born of the Gods and Journey into Nyx, as well as a few Theros (set) cards.
Scattered cards from Magic 2014.
Pre-Release and Starter Decks from Magic 2015.
Pre-Release and Booster Boxes from all Tarkir sets.
Pre-Release and Random Boosters from Origins (I was starting to have money troubles in that time)
Scattered cards from the remaining sets, from a couple boosters I got to buy.
So... this is what my friend got to work with. I wished Sarkhan would had made it, but Ugin is good enough for this Deck
The deck, as far as I know, is based on three things: big dragons; Lots of mana; lots of +/+. A minor focus seems to be non-creature removal, as there are some artifact and enchantment removal cards around, another being inflincting effect damage. Basically, this is as red and green as you can get on a budget.
So... will it work somehow?

You've got the start of something here. I play atarka too, and she (?) is super aggressive, easy to play and explosive. There's definitely ways you can improve your deck though:
You could probably stand to include a few more dragons too, you want to be sure you hit them. Especially considering Atarka is too expensive to want to cast with commander tax as well. Dragonmaster outcast is a cheap source of dragons. Moltensteel Dragon can be cheap, and can pump itself quick too. Thunderbreak Regent is not only cheap to cast, but burns if people try and touch your stuff, so win-win.
Hope all this stuff helps, it seems on the right track though.
Mmm... Well, I already have Thunderbreak Regent on my deck, check it. I will see the rest, specially the Hammer. I dunno if Reclaim would be good as well, though...

Well, first off I'd remove some of the non dragon larger CMC creatures you have in here - Sandsteppe Mastodon, Stampeding Elk-Herd, Dragon-Style Twins, Oran-rief Hydra. Basically anything non dragon that doesn't advance your game plan (which is to get dragons on the field). They don't add to your game plan.
Speaking of which I'd swap Atarka Monument for Sol Ring, Mind Stone or Hedron Archive. The latter two cantrip when your hand is dwindling so they could be good choices and they're definitely cheaper.
Yes, more mana is fine and more dragons too. I'll see what I have before going on a shopping spree. One thing I want to do, however, is trying to get alternate timeline Surrak and make my EDH with some broken dragon lover I happen to already have. Because screw all those other noises.

The beauty of Atarka is that you don't NEED to build as a voltron. As her ability applies to any dragon you control that attacks, you have the option of going full voltron and loading her up, or swinging with other dragons for explosive power turn after turn. It's easy enough to do 21 damage with Atarka, as we've said, but you're certainly not limited to that. Nor do you even really need to account for it in building the deck. Most of the creature pump I'd recommend is global buffs, equipment or reusable (never underestimate Rancor). So you can amass a horde of dragons and alpha strike, swing in early with Atarka for commander damage, or anything in between.

You don't necessarily need to focus on that, but a few cards in your deck to steal games that way won't hurt. In the same vein, Might of Oaks and/or Stonewood Invocation grow Atarka large enough to one hit kill as well.

I gues that, given every dragon out there does Double Strike with the broodmother on the field, should only care of dealing damage upon damage upon damage. As I said, I wish Sarkhan would be playable as well, creating tones of dragon token to even things out like Sarkhan, the Broken.

I like it! These are good colors and a solid general. I hate to see that my favorite dragon isnt included (Bogardan Hellkite) but it is definately outclassed by the dragonlord herself. The only card i have to recommend is Utvara Hellkite. Its expensive but what dragon isnt.

These are good to include. You should add mirrorwing dragon too. Aim. Iggy of oaks at it and watch your whole team become ENORMOUS.

If you're wanting free dragons sarkhan is an option yes,but he's not the cheapest to cast or buy. And he's slow. I'd recommend dragonmaster outcast. And the aforementioned utvara hellkite. He's not cheap but you're swinging anyway so why not?

Belbe's Portal,Urza's Incubator - Cheap dragons are good dragons.
Ramp - Rampant Growth, Cultivate, Kodama's Reach - cheap dragons are good dragons.
Beastmaster Ascension is super easy way to make your dragons huge. Xenagos, God of Revels is likewise.
Karametra's Acolyte gives good amounts of mana. Mana Geyser does too.
Haste is crucial - your dragons will be big, they need to be fast too. Flamekin Village, Fervor, Hammer of Puphoros, Lightning Greaves, Swiftfoot Boots.
You could probably stand to include a few more dragons too, you want to be sure you hit them. Especially considering Atarka is too expensive to want to cast with commander tax as well. I'd replace with Moltensteel Dragon, Skyship Stalker, Skyline Despot, Hoarding Dragon (can fetch you a Sol Ring when it dies), Dragonspeaker Shaman if you have one, Urza's Incubator, Door of Destinies.

Searing Blaze, Return to the Earth, Draconic Roar and Naturalize are all sort of weaker choices. I'd replace with Rampant Growth, Cultivate, Kodama's Reach, Krosan Grip.
Descent of the Dragons, as flavoursome as it is, is probably a strict downgrade for a lot of your dragons. And if you use it on an opponent, you stand a good chance of upgrading them. Sunbringer's Touch, Seismic Rupture, Roast could all be improved. I'd add Summoning Trap, Mana Geyser, Seething Song, Zendikar Resurgent.
Other than that, as I said earlier, haste enablers: Lightning Greaves, Swiftfoot boots, Flamekin Village, Impromptu Raid, Sneak Attack (if you can afford it). The less time between hitting the battlefield and swinging the better for your dragons.

Well, 16 damage by my count but that is still sizable. If you have Beastmaster Ascension or Door of Destinies in play already (both of which are feasible on Atarka's curve) it's a clean sweep. Lower cost, Inquisitor's Flail, Giant Growth, Fatal Frenzy, they'll all get you over the line.
