As good as the Expanse/Wilds were with Sun Titan, there were a few times Brago got screwed out of a Turn 3 drop so I replaced them with basic lands. While I like the Scry of New Benalia, it doesn't make sense to have that when Temple of Enlightenment exists. Felidar was included as a way to savagely Blink any oppressive ETB creature I got into play like one of the Rishadan Pirates.
Just as I had resurrected Daxos and Progenitus into Casual deck, I've done the same with Brago. It's a hard balance of playing Casually, rather than a Competitive-Casual. I still miss my Pirates. Made the following change to give me something to end the game with:
Before, I only had a few decks because they were my EDH decks. I felt like I needed to make them the most powerful to get my money's worth, as I had so few decks. As I tuned them, I realized that a bunch of them were punching too heavily in my play group's weight class. After all, if someone wants to play a really bad Dragon deck or fun Equipment deck, I shouldn't stop them from doing what they enjoyed. Brago, optimized, does exactly that. It's a heavy Stax/Combo deck. So I took him apart because he didn't suite my meta - I also did the same with a few other decks that just didn't quite fit.
Here come in the Tiers. I've been making a point of making fun, lower powered decks to fight within my meta's weight class. It made me resurrect the troubled decks as casual fun stuff. I've pulled the fangs out of Brago. I played a game last night where I realized that I still evaluated Brago as powerful as he was before, but he's at a Casual build with tokens. It turned into a long, drawn out grindfest where I was still capable of stopping them from winning but I could not win myself.
With decks in different Tiers, I realized I neglected to make one that is for super competitive pods. I like Brago and I've made the decision to make him my competitive, as in cEDH deck. Mostly because he's fairly inexpensive and still does decent.
Angel of Serenity is fine, just too costly. Same with Knight-Captain and Cloudblazer. I was finding Reality Acid wasn't reliable way to repeatedly hit things. Coastal Piracy wasn't going to work out as a I cut my major token producers, which meant I should cut the relatively expensive Cathars' Crusade. The others are just token producers or the Kor Cartographer. I regret cutting him as I feel like he's underappreciated in helping me Ramp to activate Emeria, the Sky Ruin while grabbing various Duals. The thing is, Solemn Simulacrum grabs Islands and a Control deck needs that.
The Rishadan Pirates come back in. When I track down my copy of Rishadan Cutpurse he's going in as well. I put in Palace Jailer because of how he can repeatedly put Creatures in Jail until I lose Monarchy. Flickerwisp goes in because it's low CMC and helps with Flickering my team for more nonsense. Sakashima to just be a Clone or to double a Legend. It might be a way to get around Brago being neutered. Stonecloaker for more interaction and a psuedo-way to flicker my Creatures by bouncing them to be played again.
I recently played against a guy who put an Arcane Lab down and my Brago deck thrived. So, putting both of those in. Depending on how well they do, I might consider Eidolon of Rhetoric. I'm actually a huge fan of one spell per turn because it makes the game speed up; less durdling on my opponent's parts and I'm used to that due to playing years of Type 4. Tangle Wire is just more pure meanness.
I'm going to ignore the manabase for the moment, though I know I need more 2 cost rocks and a land or two.
None of my Creatures ever actually have Equipment attached to them, they're too busy being Blinked so Skullclamp actually draws nothing. With moving away from tokens, I have no fodder to stand in for draw. With Creatures getting Blinked, and my need for draw, I thought of using Smuggler's Copter. It draws on attacks and blocks which is relevant at dissuading retaliation. I don't actually attack with some of my Creatures, which means they easily fill in for Copter. Also, with Skullclamp costing 2 with Cast and Equip, I don't feel like I'm falling behind on my average CMC.
More cantrip permanents, more mana rocks. I've found that Oath of Jace is essentially just a draw one, so it gets the cut over Trial of Knowledge's filter of three - in goes Spreading Seas. Out of all of my 4 drops, I felt like Whirler Rogue was the most expendable.
I rather slowly push the deck in that direction than end there. Though maybe I should add them. This is the deck I use when people are playing cEDH. It might not be able to fight in the same league, but it is far better than any other deck I have when players sit down with serious firepower.
That lockdown suite you've recommend is inexpensive dollar-wise.
For my cuts, they're pretty simple: ETBT Lands and expensive cards.
Springleaf with any of my Creatures is as good as a mana rock. Basalt Monolith and Thran Dynamo are huge bursts of mana with Brago's ability to blink them to make them more outrageous. Everglowing Chalice may not be blinkable, but it is another mana rock that guarantees a T3 Brago and is acceleration in general.
Altar of the Brood is a wincon if I ever go off with Infinite Blinks.
I really like Trial of Knowledge but it was just too expensive to cast, so Oath of Jace comes back to help with draw.
Negate and Aven Mindcensor are less expensive ways to shut down an opponent's move.
Ertai's too slow. The games I intent to play this deck are probably decided around Turn 5 or 6, which means I usually have enough time to get Brago out and slam a lock piece or I lose. I cannot afford to play something that's 3 mana that doesn't have an immediate impact and then requires 4 mana to use his activated ability.
If you want this deck to be super competitive add Clocknapper starting this Friday at least until January 15, 2018. That's what I'm going to do with my own Brago build.

if I would play this deck on MTGO is able? What do I change? Or the strategy is different and in not a good idea?
I don't play online because I believe in owning the cards I do play and I actually like the face to face nature where I can put away electronics for Magic, so I'm not sure.

My playgroup has elected to not use any silver-bordered nonsense and for that, I am glad. I don't like the whole temporary nature of the ruling and I am pretty disappointed in the rules council for letting that happen.
I updated the deck but did so without bumping the thread. Here are the changes:
The nonbasic lands are for Tezzeret the Seeker to fetch by -0, otherwise Thought-Knot as a way to mill opponents out, Static Orb to help slow the game to Brago's speed and Land Tax as some serious draw.
Grand Abolisher protects me when I want to go off, can be fetched with Recruiter of the Guard and is pretty amazing if my opponents try to fight through my Arcane Lab effects. Still questioning if I should add Eidolon of Rhetoric as part of my stax package.
Drake is nice but expensive, Whir lets me sneak in Strionic or other pieces. What's a nice combo is using Static Orb or Winter Orb as part of the Improvise EOT, so I start my turn with everything untapped. Angel of Finality is another slow card that gets the axe, especially since Thought-Knot Seer can help me with mill out wincons by exiling Eldrazi Titans.
Mana Vault is far superior rock to Chalice, just because it can be Blinked and accelerates the deck massively.
I want more draw, so I was unwilling to cut any of the more expensive draw engines. I next looked at the more expensive cards in my list and Restoration Angel fell under my gaze. In theory, she does a lot but she also asks for a lot. I decided four mana open is too much, so she got axed for Top.
Steelshaper's Gift is to fetch either Lightning Greaves or Swiftfoot Boots to protect Brago. I decided to cut the Palace Jailer because it stood out like a sore thumb compared to the rest of my 4 drops. My other 4 drops are part of some infinite win, a lock piece or disruption like Venser, Shaper Savant. The Jailer, in theory, is pretty nice. It eats Commanders and other key pieces while giving me Monarchy. In reality, I never had time and the majority of the time I rather protect Brago than remove an opponent's Creature.
Induced Amnesia draws Brago more cards than Sea Gate, plus it snowballs into a larger and larger hand the more it gets blinked. When I get Strionic Resonator into play, it is yet another piece that kills the table.
I like Islands more for Foil, so Plains get the axe this time around.
I'm currently toying with the idea of Hierophant's Chalice, as it would be the mana acceleration the deck craves but also a wincon attached. This is half of the mana required to go Infinite with Chalice and it brings its own wincon. Something I'm toying with.
I cut Lightform over Cloudform because Cloudform has Hexproof which protects the manifested card from removal. The idea of these forms is just another way for the deck to dig, but also go infinite with a Strionic Resonator. I've added Armageddon because some decks just lose if they blow their early development on lands, plus it slows down a lot of the competition.
Flail is a backup Grand Abolisher, gives Brago more power in case I need to do the deed with Commander Damage. It also gives another target for Steelshaper's Gift when I want to go off with Strionic Resonator. Altar of the Brood isn't a wincon I want to risk against my opponents, too many strategies use the graveyard and I don't want to feed that. Also, if they use any Eldrazi Titans then this wincon is useless.
Ghostly Prison and co. aren't good enough for me to run. I'm not sure how much of my list you played or didn't, but I usually have some sort of soft lock on the board by Turn 4-5 and then a harder lock on 6-7. If I don't get these locks out at these times, I need to disrupt people before they win. Any point after Brago is on the field, I just need a wincon on the field, two mana rocks or Cloud of Faeries, and Strionic Resonator to win.
I only play with cards I own and this deck has one of the lowest importance to me for upgrades because the upgrades are quite costly. The only way for me to upgrade my mana rocks, for example, is to go with Mana Crypt (Currently $120 CAD) or Mox Amber (Estimated at $30 and not out yet). If I want to improve my counterspell suite, I guess I could go for Pact of Negation but right now I'm waiting for that price to bottom out from its reprint, so in two to three weeks.
I also don't play this deck regularly because it is only when everyone in the pod can play at a competitive level.
I liked Cloudform because it was a way to cheat in wincons with Brago and it protected itself with Hexproof. The problem I had with Cloudform was the amount of times my Instants or Lands would be stuck under it, instead of the desired Strionic Resonator. With Curator's Ward, I can protect Brago or another Creature piece, such as Hokori, Dust Drinker and have a draw engine. Or maybe slap it on the Resonator if I rush it out.
