Leovold, Emissary of Trest is a versatile enough general where you don't have to play wheels. Honestly, my list runs only 6 wheels are so (some lists run a dozen wheel effects). Leovold can also be ran in a traditional control shell or in an Elves shell. His two abilities are very good even without the assistance of wheel effects.
Loving your list - taken a few notes from the thread. I play a little more gy focused at this time as I jumped into Leovold as the 3rd commander of this deck as i just love the colours. I am slowly building the deck to interact more so with Leovold but will be leaving out puzzlebox and some of the more degenerate cards.
I did have a chance to play with Faerie Artisans and in my meta which is pretty beatdown heavy, it was a champ. Also Sire of Stagnation is an underrated card, hasn't seen play in my group and last night was his first night and had a couple guys scramble, mainly the Omnath deck.
@alchy: I would love to see your list. Sire of Stagnation is a blast to play and it's hilarious to see players hold on to their lands to cringe when they have to play a fetch land to make their curve.

This is the list im going to running tonight - i think there will be a few easy changes, mostly to land base but i've been pruning out more and more recursion so I may just scrap all of it together.
There are some things on the sidelines right now that I was thinking about making a place for Life From The Loam and Mana Crypt are the big two right now. I also cut Tezzeret recently and with him out I think I want to remove the artifact lands for either basics or just blow the bank and grab more fetches since I am low on them in this deck, but jesus Verdant Catacombs just keeps going up and it's only a fetch....
So the games last night went well. Land base needs adjusting big time, since moving away from recursion a few lands can be replaced quickly, most noticeably High Market and Drownyard Temple. Thinking about taking out more recursion but not too sure what to replace it with. Potentially some more rattlesnakes or card draw.
I will say, Baleful Strix is a champ and Bloom Tender was worth the money, if you are on the fence about getting this because of budget, it is 100% worth it.
Feel bad about playing Jin-Gitaxias, Core Augur, it swings the table so hard but is one of the best win-cons in the deck right now.
One thing i did feel behind on was dealing with a big board, so might look at supplementing Ætherspouts in and potentially combo that off with Villainous Wealth. And speaking about Villainous Wealth, hot damn I love this card. Always fun to play. Everytime. Played it for 6 on 5th turn and grabbed some really nice beef off of the Karador deck at the table, also nice that my group doesn't scoop to this card.
Jarad's Orders is on the potential cut list, which makes me look at dropping Body Double but there are 2 Meren decks and a Karador deck in my meta, so Body Double might just stay in.
I am very light on artifacts and did see Fabricate as a dead draw in a couple games, this might get cut unless I add in some flavourful artifacts.
Overall though, I won more than I lost and was very pleased over all. Lots of changes coming in the next few days though.
Bloom Tender is just one of those cards that feels so good playing on turn one or turn two. Well worth the money for such a unique effect. I think Jarad's Orders is too underwhelming for the cost considering it isn't an instant spell.
On another note, an open question to all. I'm looking to add a section to the original thread the highlights budget upgrades and downgrades. So I'm interested in more expensive cards that are not budget friendly and can help optimize a list (Underground Sea, Timetwister, Mox Diamond, etc.) and budget alternatives that an optimized list might not include but are still strong (Temple of Deceit, Dark Deal, Lotus Petal). What are some strong expensive cards that work well with Leovold, Emissary of Trest and what are their budget alternatives.

Jin-Gitaxias, Core Augur is a special case, not as oppressive as Teferi's Puzzle Box since they are still left with a card in hand for their turn, it also has the benefit of being attached to a solid body enabling a bit faster of a win-con than Teferi's Puzzle Box and Anvil of Bogardan. I also play in a pretty heavy creature meta which creates a lot of single target removal in everyone's deck.
I do have a Gilded Drake not doing much that I will probably throw in. I'm also eyeballing Sakashima's Student since it fits the meta fairly well. Also have a Scroll Rack collecting dust that could have pretty good potential in a deck like this.
It dawned on me that if wheeling is what we really want to do every single game as early as possible then LED may be worth considering. cracking in response to a wheel is pretty great. Triple color with a new grip seems good.
I haven't tested Lion's Eye Diamond because it is out of my budget for the time being. I would imagine that it would be good in circumstances, but sort of win more. If we are wheeling with Leovold, Emissary of Trest out, we are already winning.
When we aren't using a wheel effect, Lion's Eye Diamond doesn't do anything for us, and it doesn't even win us the game in tandem with wheel.
On another note, I have been playing some games against Nissa, Vastwood Seer/Nissa, Sage Animist. She is very good against Leovold, because as a planeswalker her plus ability gives her an out to the Teferi's Puzzle Box lock. I was still able to beat her at times, but it's just an interesting point I wanted to point out to everyone.
Have you guys considered running Recoil as removal? Often times your opponents have no cards in hand which would make this universal removal even against indestructable.

Quest for the Nihil Stone isn't worth a slot because it doesn't do anything unless we wheel (and some of the best wheels don't have synergy with it because they don't discard such as Day's Undoing and Time Spiral)
Recoil is a good card but tt costs 3, which is a lot of mana to keep up in this list I feel. Bounce effects and return to hand effects are very strong in this list because we can wheel before they have the chance to play the creature again. I'm particularly fond of Remand and Snap.
Gaddock teeg was annoying. He made the game a struggle to establish useful spells to lock out the opposition. Definitely an annoying opponent for the deck. Ultimately he was removed by Queen Marchesa, who did TERRIBLY against Leo. Leo shuts down the Monarch mechanic, hard. Game dragged for turns 2-5, but on turn 5 i finally stuck a Time Reversal. This gave me a massive edge, and i drew into consecrated sphinx. Game only lasted a few turns after that, as i was slowly drawing my deck, and I ended it with an infinitemana loop + capsize.
As for the match ups, neither marchesa was much of a threat. Darksteel plate + birds of paradise made for a very useful blocker, and with the monarch ability disabled, queen marchesa made little progress with her game plan. Gaddock was straight obnoxious, but he was hated on hard by the entire table, so it made it easy to play politics around that. Honestly, I liked having gaddock, because it took the spotlight off of leovold, and put all eyes on him locking out everyone's hands.

@Honor Basquiat Is the list on the first page current? I noticed you mention Remand and Snap and a couple other cards a few times throughout the thread and am wondering if they've made the cut.
Also, early on in the thread there was a lot of talk of Go for the Throat/Doomblade/Murder, but I saw no mention of Hero's Downfall. I've gotten the gist that the deck operates better on 2 mana spells than 3 mana, but if Murder was ever in consideration, shouldn't it just be upgraded to Hero's Downfall? Without a card like Beast Within or Downfall, do planeswalkers pose much of a problem for you?
Any thoughts over Herald of Anguish as a finisher option? It makes opponents discard, so can serve as a potential crippler post-Wheel (if Puzzle Box isn't something factored in at the time), and, rocks notwithstanding should come in 2 or 3 cheaper depending on your prior plays.

Teeg landed early and had a turn 3 dark depths combo, which made him look crazy powerful. Combination of locking out everyone's hands and having a 20/20 flying indestructible make people do crazy things

It was bound to happen - him as commander was a very toxic presence a majority of times I played against the deck.
I wonder if the Rules Committee will ever revert to just banning legendary creatures as commander but not as a card in the rest of the deck. Because it may be oppressive to get cast constantly but maybe not if it's within the library.

He's oppressive because of the one-sided ability and cheap mana cost. But yet you can still put Notion Thief in your 99 and it's ok. Having a banned list of Commanders was intuitive despite their insistence that it wasn't, I've never met anyone - and I've got 3 children - that didn't understand the implications.

However, in order to not derail the topic of the thread, I have seen some people build around banned commanders (and even nephilim) on the philosophy that it is a casual format. Therefore, with prior consent from playgroups you can use these creatures as commanders. Of course, you couldn't be able to pull that off in tournaments - maybe just some kitchen tables. Perhaps this is the fate of Leovold.

Edit: it's worth noting that any UBx deck that runs wheels, Notion Thief and Uba Mask is going to be a good strategy regardless who is at the helm, Leovold is just the best who's ever done it.

Fabricate is a second copy of Teferi's Puzzle Box which I understand you are not running, but it's interesting to me that your play group is fine with Jin-Gitaxias, Core Augur but you feel bad for playing Teferi's Puzzle Box. Anvil of Bogardan is an artifact that isn't as oppressive as the box but still strong and a great Fabricate target.

Reason: Vendilion Clique is good, but best played towards the beginning of the game which conflicts with wanting to play Leovold, Emissary of Trest early. Faerie Artisans generates an insane amount of advantage from enter the battlefield and triggered abilities if left unanswered. It also curves perfectly with Leovold, Emissary of Trest as a four drop if we aren't playing a wheel the turn immediately after Leovold, Emissary of Trest.
