Akroma, Angel of Fury could be a good general for Wrath. Fury and Wrath are basically one in the same. And red has so many global destruction spells and global damage that you can definitely go that route.

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. but that's not the point. the point is that the general reflects the sin. zurgo is just a guy that wants endless battle, he would be more for war than wrath and he doesn't really work there.

I'm not sure how insistent you are on RW as a choice, but mechanically those colors are all about combat and hence the color combination is more War over Wrath. If you deem their interlocking subset of similarities as not representative enough, then technically RW isn't the color for Wrath.
Also, as someone pointed out before, Dragonlord Silumgar makes for a good Envy representative. Envy isn't really about cloning things and being satisfied, envy wants the actual object itself (and no one else to have it either).

Did you read Zurgo's story? He goes to extreme lengths to try and exact revenge on Sarkhan Vol. He kills two of his own warriors out of anger and loses his position as Khan, and still resolves to go after Sarkhan. How does he not represent wrath?
That said, you can include punisher effects in his deck in addition to more literal wraths. Creatures attacking you? Powerstone Minefield and Lightmine Field have something to say about that. Opponents tapping lots of nonbasic lands for mana? Burning Earth. Casting spells? Painful Quandary.

Today's reveal of Nahiri's Wrath makes me realize Nahiri, the Harbinger would also fit nicely into a RW Wrath deck, including one lead by Zurgo Helmsmasher.

I would say BR is more representative of wrath via the "destroy" (Tsabo Tavoc) or noncombat damage (Mogis, God of Slaughter or Kaervek the Merciless) route. But if you really want RW, then I think either Numot, the Devastator or Oros, the Avenger are your choices.
