kinda new at commander deck building so any advice would be nice i want 63 and 37 but what ever people think is a good ratio for this build need to drop 26 cards dont what to drop any advice would be nice

It'll be a little easier to read this if it's set up with deck tags, so that the cards are all tagged and organized. ^.^ An example of what that would look like is here:

As for my suggestions, I'd look at cutting down on creatures like Lhurgoyf or Korozda Guildmage in favor of creatures like Spore Frog and Sakura-Tribe Elder. Cheap value creatures that sacrifice themselves, especially early on will help you tick up your experience counters and give you strong effects to keep recurring with Meren. Generally, you want many of your creatures to have enter the battlefield or leave the battlefield effects, to make them worth while to recur with your general.
I'd also look at adding in a few more static (and especially, free) sacrifice effects, like Viscera Seer or Ashnod's Altar.
63/37 is a decent set up, and it's close to what I run in my own list. If you'd like suggestions or examples of what different Meren decks look like, there's a link to my own Meren list in my signature (or here). My list is available in the first post, but if you browse through the comments of the thread, there's quite a few different deck lists posted. You can also check out Scoeri's Decklist Database. My list is not budget by any stretch of the imagination, but there's quite a few strong, synergistic cards for Meren that can be picked up quite cheaply.
I'm gonna start by removing all your instants and artifacts as those can be easily replaced by creatures which has more synergy to Meren.
I'm going to disagree. While you do want a high concentration of creatures to use, instants, artifacts, sorcery, and enchantments can be quite powerful additions to the deck.

I'd definitely remove these: honored hierarch, spawnwrithe, hunted troll, ohran viper, master of the feast, fate unraveler, seizan perverter of truth, despoiler of souls, gnarled scarhide, demonic taskmaster, diregraf ghoul, archers of qarsi, hollowhenge scavenger, undercity troll, slitherhead, kalonian tusker
These are also pretty bad: golgari keyrune, footbottom feast, carnage altar, deadly allure, retreat to hagra, golgari germination, blood reckoning, hua tuo honored physician, diabolic edict
