So... I have a buddy that's putting together a Dragon EDH deck and it's always been his favorite tribe. This is his second EDH deck (the first was a bit rough) and I don't want this one to be a flop.
Looking to build this on more of a budget and was curious for some feedback on two different points:
1. Who is a stellar budget dragon commander and why?
2. What cards are all stars in a budget dragon commander deck?

Scion of the Ur-Dragon is usually built as a combo deck, but when you have access to every card in the game, you can do whatever you want. Difficult to build on the cheap though, as any five-color deck is.
If you're going the straight damage route, Atarka, World Render is the best of these commanders; mass double strike is a rare and powerful ability, but mass haste (as provided by Karrthus, Tyrant of Jund) is easy to come by.
The cheapest I think you're gonna be able to build would be Skithiryx, the Blight Dragon.
The downsides to this would be
Skithiryx will pretty much be the only dragon in the deck
The commander himself is over $4
Access to only a single color can be hard to work around
People generally dislike playing against infect decks
But the plus sides to building Skithiryx would be
Mono black means you're spending pretty much no money on the land base (although Cabal Coffers would be a good investment)
The cards needed to build Skithiryx are all cheap as a whole
Infect wins games
Regeneration means your commander's gonna stick around
The entire deck as a whole will be cheaper to build than other dragon decks
Skithiryx may not be dragon tribal, but he's pretty much the only legendary dragon who remains competitive on a budget. You could pretty much run Skithiryx and 99 swamps and have a shot at winning.
I'd advocate for building Prossh, Skyraider of Kher as a dragon tribal deck. It might be hard to do so on a budget, but then that's likely true for any dragon deck as dragons tend to be on the expensive side. But I bet it can be done. Prossh offers great colors for cramming in lots of dragons but just as importantly offers a ton of gameplay options and depth with his kobold token/sacrifice ability, such as:
He is just a ton of fun to pull dragons out of your deck and crunch into people with them. it's a deck where the all stars are Spawn of thraxes and Lightning shrieker (it is trust me). Scourge of the throne is the decks MVP though, which is sad that its up to $10 now :/. You can work around not having it though still i'd hope you find room in the budget for it.
Basically plays are a Red big mana deck that just needs to have more and more mana to keep casting its general over and over to make an impact in the late game. My version has crept up in $$ over time since I collected a bunch of mana doublers but there are lots of ways to ramp with artifacts without doubling your mana.
There are some very explosive plays you can pull off to suddenly remove a few players out of nowhere, red has haste and damage doublers and extra combat steps up its sleeve and things like mana geyser no one sees coming.
You have to construct a deck engine to make the best of Zirilan, you need ways to prevent exiling your dragons, sac outlets, tel-jed stylus, conjurer's closet add in ways to recycle dragons and untap and go searching again.
Zirilan of the Claw is stoopid good and if built right extremely oppressive. He is also pretty cheap and easy to build. I personally built mine with like <20 dragons and filled most of the rest of the deck with ramp,removal, and ways to keep my dragons from getting exiled. Lots of fun. Zirilan on turns 3/4 and then dragons from there is alot to deal with.
I'd agree with those saying Atarka, World Render. He does what dragons like to do (attack!), he can ramp into your powerful stuff (because of green), and the damage output can be crazy because of red. Here's a fun play: attack with your dragons (which will all have double strike) and use Savage Ventmaw's ability to flash a Dictate of the Twin Gods! you've got a one hit kill with your commander, and a pile of damage on another player from the Ventmaw, plus whatever other dragons you had attacking!
