To the first question, yes, if you're destroying a creature you can regenerate it.
For the second question, no. All the mono-red goblin-making combos are already in the deck.
Splinter Twin + Goblin Sharpshooter + any sacrifice.
Enchant Sharpshooter with Splinter Twin. Make copy of sharpshooter. Sacrifice copy for mana, +1/+1, Goblin Bombardment or smth other. Untap sharpshooter and repeat. Aditional infinite ETB, Death triggers.
And you can make more then one sharpshooter and deal massive dmg with all copies
Amonkhet/Kaladesh Update: In:Paradox Engine, Throne of the God-Pharaoh Out:Goblin Replica, Godo, Bandit Warlord Reasoning: With Paradox Engine and Throne, among other recent additions, equipment-based combos are much, much less of a priority in this deck, which makes have a six mana card that almost always sits dead in my hand seem like a waste. Goblin Replica was occasionally useful as a tutor, but my meta just doesn't have the artifact that require that much hate. Paradox Engine allows me a free untap almost every turn (occasionally on an opponent's turn), which is really handy. Throne of the God-Pharaoh is a vicious finisher, perhaps one of the most powerful in this deck, where it'll frequently hit for 5-10 per opponent at the end of each turn, if I don't kill them outright.
What do you think of Braid of Fire as ramp? It still allows for a turn 3 Krenko like Sol Ring, but continues ramping over time as long as it stays on the board.
For variation/redundancy of sac outlets I put in Altar of Dementia and Altar of the Brood to mill opponents to death with infinite tokens (which normally I'm not big on running mill decks, but milling people to death with goblin tokens seems oddly satisfying for some reason).
Claws of Gix nets you infinite life, and I've also considered Blasting Station and Mortarpod, though neither of those are quite as efficient as some of the other sac outlets/death triggers in the list.
Braid of Fire is an interesting one, but with my low cmc, the only time it'd really be help is with Grenzo, Havoc Raiser exiling a whole bunch of cards for me to cast. I'll try it out as soon as I can re-acquire one.
I've seen the Altar of the Brood combo, but I'm not sure what I'd replace to get it in.
Kiki-Jiki, Mirror Breaker tends to be a big target because everyone is afraid of his combos, so I don't know if I want to add another combo that relies on him.

Good question! I'm adding them to my notable exclusions, and here's the reasoning:
Mana Crypt: If you've got the budget for it, it's not a bad choice, but I've found I'm rarely hurting for more colorless mana. It's a great ramp out of the gate, but it has almost no value after turn 4. The low CMC overall of this deck also makes mana rocks not particularly effective.
Wheel of Fortune: Slate of Ancestry ends up being a repeatable Wheel in this deck, frequently for a lot more value. Wheel could definitely be an asset in this deck, but Your Mileage May Vary. Personally, I'm not sure it's worth the price. If you've already got one, try it.

The goal of this deck is to pump out goblins to fuel combos, combat is actually secondary. So, from that perspective, going geometrically infinite with Krenko is preferable. For the most part. Stonehorn is still an issue.
Reasoning: Combat Celebrant ups the value of Kiki-Jiki, Mirror Breaker and Splinter Twin, creating an infinite number of creatures, but also untapping everything else (like Krenko, Mob Boss). This doubles the potential of setting off a combo with one of them, and ultimately will be more powerful than the Zealous Conscripts version most of the time. The beauty here is that only the original Combat Celebrant needs to do more than attack for it to work with Twin, and with Kiki-Jiki the original card never needs risk itself in combat. The copies can be sacrificed to Phyrexian Altar or Ashnod's Altar before even moving to the declare blockers, and helps get around any Propaganda-type shenanigans that would shut this combo down. I like it a lot, definitely an auto-include, because it also allows for an aggro victory through infinite attack phases with geometrically increasing goblin tokens if Krenko is out. Moggcatcher is out because it rarely had value and often became a dead card (because I'd rather play a goblin for Krenko and it took a couple turns to have an impact).
The beauty here is that only the original Combat Celebrant needs to do more than attack for it to work with Twin, and with Kiki-Jiki the original card never needs risk itself in combat.

I also thought of adding Priest of Urabrask to combo with Kiki-Jiki, Mirror Breaker for infinite tokens, but I think the only way to make it work is with Umbral Mantle out since its one shy of the 4 mana needed to trigger Staff of Domination repeatedly.
I've seen the Altar of the Brood combo, but I'm not sure what I'd replace to get it in.
