So I'm living in a super competitive meta. I've noticed a trend where people rely on only a few cards to win the game. What i mean is one specific combo piece or dealing commander damage. I need to make a toolbox deck. I just can't seem to make one that controls and still has a win con. (By control, I mean spot removal, not counter. Preferably) Are there any good strategies to making a tool-box deck?
I originally planned to make Tasigur, The Golden Fang deck so that I could have recurring removal but I found it was sorely missing white. So I got approval from my playgroup and even my local gaming shop to play Witch-Maw Nephilim.
declaration just seems more useless than a regular counterspell, or only useful on a commander. Otherwise, it is quite dead. Spot removal cmc 2 or less in white/black/blue/green?
I think you should worry less about sticking things under an Isochron Scepter and focus more on a deck that allows you to play many versatile cards while constantly generating incremental card advantage or pseudo card advantage.
For example, your Tasigur, the Golden Fang idea is probably a really good one. I can understand why you might feel like white was missing, but if done right, BUG really gives you all the tools you need.
However, since you want to play more removal than counter spells, I think your best bet would be to go Junk/Abzan (WBG). In fact, I think you might be happiest with something like a Karador, Ghost Chieftain deck.
Karador gives you a ton of extra value when you play a creature based toolbox deck (AKA the best kind of toolbox deck).
And then, in a situation where Karador is the general, you just get to keep recasting these things from your graveyard! Even more value (pseudo card advantage)!
Of course, you could still do this sort of thing with four colours, but you're severely hurting your consistency by doing that, as well as significantly adding to costs.

All I know for sure is that I want all my removal to be instant speed. (Preferably, 2cmc or less to fit onto an Isochron Scepter)and I want these five cards to be in there: Pithing Needle Phyrexian Revoker Runed Halo Nevermore Declaration of Naught

And then you play a bunch of ways to always get what you want:
Birthing Pod

etc
And then, since you're doing all that, you play a bunch of other creatures that give you that incremental value I mentioned:
Wood Elves
Yavimaya Dryad
Solemn Simulacrum
Disciple of Bolas
etc
And then, in a situation where Karador is the general, you just get to keep recasting these things from your graveyard! Even more value (pseudo card advantage)!
And being in those colours lets you still play some of the prime spell based removal:

Path to Exile
Hero's Downfall
Vindicate
Utter End
Maelstrom Pulse
