The Ghost Council was the second general I fielded way back in the day. I chose the Ghost Council because of its ability to dodge the constant wrath effects that were plaguing my meta back in EDH's infancy (at least one was played most turn cycles). The deck went through a years long dormancy, which I recently dug it out of and refocused it into a tokens theme. This isn't a deck that I'm going to break the bank on, but there are probably a lot of inexpensive improvements to be made; I would not call it tuned by any stretch of the imagination.
