You start with a budget deck, and then it balloons into madness. This is my Tasigur control deck that is no longer budget, but also doesn't include anything expensive, based on DirkGently's List.
This deck made me appreciate Constant Mists in a whole new way, very fun but also pretty slow.

Tasigur, the Golden Fang excels when opponents want you to have answers. This list aims to gain value from that (in more ways than one) by playing a large number of answers to control the game.
After messing a bit with TCGPlayer I managed to get list to a budget of around $30 (not including basic lands). Your mileage may vary, I think this list could easily be cheaper or more expensive depending on your needs.
I tried to avoid too many cards that would be dead draws if my opponent elected to return them to my hand. Not sure how successful I was, but I included some graveyard pruning to help with that.
If you have a higher budget than $30 (I imagine most do) you can easily improve the deck by taking a look at the mana base. Fixing and utility lands will go a long way to improving consistency.
Personally I would probably avoid ponder and preordain, those are pretty weak targets for Tasigur and I don't think they do enough to justify how much they'll clog him up in the late game. Deep reconnaissance I think it just too weak of a card, even though the ability to self-exile itself is nice. You'd probably be better off just using skyshroud claim, and just letting it sit in your hand in the late-game.
reliquary tower is super not optional. That card is very critical to the deck imo. life from the loam is also really nice, but to be fair it gets a lot stronger with fetches and cyclers and intuition. You might be able to still get value out of it with more cyclers (the 2 mana cycle) and replacing the fetches with evolving wilds type stuff. Also, sans intuition, I'm not sure merchant scroll is worth it.
I don't think riftsweeper justifies its inclusion.

Thanks for the input, a lot of these cards were definitely in consideration, but I cut many of them to try to keep it budget.
I'm thinking of increasing the budget, $50 might be a better marker to hit and will allow me to throw in a lot of quality cards.
Life from the Loam will probably be the first card I throw in, as it was the last one I cut for budget reasons.
I think you're right about Riftsweeper, I had it in an earlier version of the deck and it doesn't make as much sense here any more.
Sever the bloodline and Ashes to ashes are some of the better black exile removal but removal is not your problem wining the game is.
Night soil and there is a green black one as well deathbloom? I can't remember its name I only remember its art. you could also just tuck the cards in your grave with reito lantern or conjurer's bauble.

As far as win conditions go I have Villainous Wealth and Worm Harvest, in addition to beating with Tasigur and my utility guys.
I can probably squeeze in another beater to be more straightforward. I like the idea of Prognostic Sphinx, he seems solid at most points in the game. I also like Silumgar, the Drifting Death.
Ooh, that is a good suggestion, a little more Delve action for graveyard pruning. I also find that I am swimming in mana lategame, so it could work. Thanks!

I think the main thing you lose from blue is (obviously) counterspells, those can be replaced fairly easily with more kill spells. I think you could go deeper on wipes than I do, and then focus a bit more on graveyard shenanigans in BG.
Probably not reanimator, but maybe a little dredge, Deadbridge Chant, and just using the graveyard as a bigger resource than I do.

Some other additions to consider if you have a higher budget: Beast Within, Hinder, Hero's Downfall, Toxic Deluge, Crucible of Worlds, etc.

Life's finale and Crux of fate seem like better sweepers than Black sun zenith neither is expensive, I'd prefer to have more sweepers and less spot removal. Barter in blood is a good semi wrath.
Have you considered Toshiro Umezawa he seems like he fits in this build i'd probably play sakura tribe eldar since you have burnished hart.
