Right now the deck is like a weird Isperia deck without Isperia. I'm hoping that Dragons of Tarkir provides a few more playable Azorius dragons so I can embrace a larger dragon theme and focus the deck a bit better.
So I decided to build a solid budget casual deck around it. Tooling around with TCGPlayer gets the budget of this deck to ~$60. You could easily lower or raise that by cutting things like Grand Arbiter Augustin IV or Clever Impersonator, or by adding good lands and cards like Aven Mindcensor and Sphinx's Revelation.
The deck is a control deck with the goal of using dragons to keep your opponents' key pieces locked down while you beat in the air.
I think Thassa is much better than Heliod if we are playing gods scry every turn and unblockable. Silent arbiter seems both good and bad, I mean with just Ojutai it is good but bad if you are trying to make everything dragons. Similarly Meekstone... amazing with Ojutai less so if you are trying to attack with everyone.
I am thinking about using her, I have been struggling with building UW control deck for awhile now. I am currently leaning towards playing Isperia the inscrutable and just having all the potential UW control commanders as tutor targets.
I have been learning that you really have to decide very clearly what you are going to do and try to viciously cut anything that doesn't directly help your game plan.
Edit: wow I am sooooooo slow it took me several hours to remember Heliod gives vidglence and gets around the things staying tapped.. yeah just ignore me
If you want more dragons in Azorius colors, you could always go to ye olden Mistforms. They'd be mana-intensive en masse, but hey, you're tapping down the entire field. Also, you know what's better than one Ojutai? Definitely two Ojutais. If you can afford him, Sakashima the Impostor gets around the legend rule. That means double triggers.
I honestly preffer a Stax-Frozen Ojutai build than a Dragon Spam Ojutai Build.
As Dragons I'll only include Keiga, Yosei, Steel Hellkite and Mutavault.
Xenograft, Mirror Entity, Shields of Velis-Veil and Unnatural Selection (as Day of the Dragons) could work, but I'm pretty convinced that they don't worth the effort because WU doesn't uses to have so many creatures to exploit that ability of Ojutai.
I preffer to stick to Stasis and Frozen effects and have a backup of creatures with Vigilance or Untap/Flick abilities (like Brago) so I can attack and defend at the same time that I deny the resources of my opponents.

I think you're probably right. I included the weaker dragons to try to keep the budget down, but its not like Stasis cards are that expensive either. I will probably go in this direction in my next update, thanks.
I was thinking about it, but I don't know if I play enough creatures for it to be worth it. Plus there is the potential to be blown out by Naturalize. It is certainly flavorful though, I'm still considering it.

I love the thought of a Ojutai, Soul of Winter dragon lock down deck. Have any of you had any success with these?
I ended up Dragonlord Ojutai as my commander in a UW lock down deck.
Dragonlord is a fantastic control general. I found Soul of Winter just too slow and basically I was casting too many high mana cost creatures and I'd rather wrath repeatly and beat down with Dragonlord.
Runed Stalactite is another cheap "dragon" that's especially good if Trinket Mage gets involved. If you can rationalize fitting in a few more changelings then Lin Sivvi can be a potent engine. In terms of on-its-own power I think you've correctly identified that Mirror Entity is the only changeling in UW that's up to EDH standards. However, Shapesharer is almost there because of the battlecruiser nature of the format so that's another one to consider. Having played it for years in a Reaper King changeling omnitribal deck I can also say that each of Amoeboid Changeling's activated abilities come up in regular EDH games. It's not a power house or anything, but it's definitely a card you can catch people with sometimes.
