I appreciate everyone's comments thus far. I think there is a lot of room for expansion in general on this list and I look forward the discussion we have on this list. Somehow it looks like everyone likes talking about the deck in my thread so I will do my best to manage stuff here. Feel free to drop in and give your point of view as well as give suggestions.
I myself don't really play to combo but I acknowledge that there are a lot of solid options that relate to this commander in some way. I will try to put up relevant combos that generally involve this commander or are artifact heavy in nature that might work well here. This will not be a compilation of all red combos though.
How about that new mana rock that Vindicates for 7? Seems a fine way to ramp, and serves as nice utility. Also, All is Dust seems tailored made. I'm not a huge fan of alt. win conditions, but Hellkite Tyrant seems alright to snag an opponents sword or Sol Ring and sac it to Daretti.
Skarrgan Firebird is my favorite phoenix option. Easy to get back and it can be a respectable threat without any help.
Ways to sac artifacts seem powerful here. The dream play is to kill your board in response to Scrap Mastery, but even something like Phyrexia's Core will let you cycle Wurmcoil Engine or Myr Battlesphere in and out of play a lot more quickly than with Daretti alone.
Any reason you're not going for Reforge the Soul? Red deck with a GY theme, it's a good one. Even if you don't ever miracle it. Hellkite Igniter is a beastly finisher. It can go from a board of mana rocks to killing a player without any warning. Vandalblast is my favorite artifact hate option for most of the game, as much as I love Shattering Spree

Unstable Obelisk - good call I forgot it was an option moving forward. As a mana stone its ok but I like the option to ramp into Daretti. Even then, its not bad and I think that given the option of a bad instant speed Desert Twister is still good enough to run it since I can loop it here.
Hellkite Tyrant - I actually tested this in my Marton deck and had to cut it form this sort of deck. The big problem is that clones are a huge problem with this guy because he cant block an opposing clone copy of it well and blue control can probably push him around too easily. Then there is the theft / bribery to also worry about. I consider him a bit too much of a liability to run to be honest.
I will have to make cuts later. For now, good ideas will be added.

Another thing I would maybe consider is a couple eggs, such as Ichor or Mycosynth Wellspring. Extraplanar Lens with the Snow-Covered Mountains can be nice, but also intimidating if you do not like being 2-for-1'ed. Ugin's Nexus doubles up as apart of Stranglehold, if you're in a heavy Time Warp meta, and then pops as a Time Warp itself. Phyrexia's Core seems pretty good since you don't necessarily need fixing all too much. There's definitely a lot out there to consider, but I like where you have the deck right now for a start.

Extraplanar Lens I hate the 2 for 1 more than anything. If we were comboing off with something I would be more willing to do it but as it is, I just dont care much for it.
Ugin's Nexus I totally forgot that this is like exactly the spot for this card. Its 99% of the time the wrong card so I forget that its a thing lol. Adding.
Phyrexia's Core I just have a concern as to how relevant of an ability it really is. Something like High Market is often just as good if not better
Answer: No you may not. The ability requires a target to be chosen when you go to activate it so the answer is no.

I could be wrong but I believe that sacrificing an artifact is part of the ability resolution and not as the activation cost which is likely why it was required to have that clause. If it was not worded that way as it is then you could reanimate an artifact without sacrificing one. As it stands, assuming someone were to remove all artifacts you controlled in response to the activation, the ability would fizzle.
EDIT: Just kicking around a few cards that are sort of things...
Wild Guess / Tormenting Voice could also be worth consideration here. They allow you to move something from hand to grave and use Daretti's ability almost immediately afterwards which is solid.
Kurkesh, Onakke Ancient as a second Rings? Possibility Storm seems good with your commander. It can be protection as you keep playing artifacts, and I find playing around the disruption is usually worth it if you can do it. It's a big risk, I guess.

Skarrgan Firebird I considered going further into the recursion pheonixes. I think its an option but right now the room is sort of tight and I opted to just utilize the ones I currently have. The metalcraft one I just happen to like because he moves from grave to play more easily than most of the others. There are a few other pheonix options as well but room is tight right now and so I decided against going deep on recursion pheonixes.
Phyrexia's Core I still have some mixed feelings on it just because of the fact that it is sort of narrow it is towards Scrap Mastery currently. I think as it stands I probably need to add High Market to my list but I dont know about the core right now... I might add both but I dont want my nonbasics to get too out of hand so I might need to cut into the ones currently run as well.
Reforge the Soul it was mostly a question of if I needed it with this commander but I probably do... I will try to make some room.
Hellkite Igniter I... forgot that he was a thing mostly. That does seem like a good finisher.
Vandalblast shattering spree is generally better in mono red because its harder for opponents to counter and you can double up on targets against blue players with the spree. I will see if I cant make room for it.

Kurkesh, Onakke Ancient he unfortunately just isn't as strong as rings is. I can use the rings with my commander's abilities which seems really nice.
Possibility Storm its really sort of touchy as to how relivant it is. I have seen this card turn arround on its caster more often than not. It can be useful against some types of control decks but at the same time its entirely uncertain as to how relivant it is. I currently am running Planar Chaos as a means to slow things down with my commander in play. It was also possible to consider some cards like Tangle Wire which I cut from the list earlier but it could come back in.
I like it in my rebel deck but I have access to a lot of mana doublers that I am using currently and this deck isn't necessarily a mana dump sort of deck. Bit mana has its place but I think I have as much as I really want with the mana doublers currently.
Slobad, goblin tinkerer its an option, I personally don't like protective measures that have to come down prior to bad things happening though. It is something I could consider in the future yet but right now I just don't see myself including it. I do currently run Darksteel Forge so the consideration of a Nev Disk lock did occur to me but its not where I really want to be. Plus my meta runs plenty of blue bounce so I wouldn't want to run the risk of getting that set up and someone regular casts a Cyclonic Rift on my Forge at that time. I think disk locks are cute but they are an easily disrupted sort of lock. I also lack the ability to combo Lattice in with the other two as its just too many cards to be reasonable.
Ok, so starting out I checked my count and I was at 104 cards. The following changes reflect what had to come out in order to add some things and get back to 100 cards:
DECK CHANGES:
CUTS: Reverberate its a fun card but I am relying almost soley on my opponents spells for these to work well. I seem to be going deep on the artifact plan rather than on a more generic goodstuff control so for now they need to go out. I think it has some good possibilities with this commander due to his ability to wheel them away if opponents dont prove to be good targets for them though but right now it doesnt fit the deck all that well. Reiterate same as above. Heat Shimmer sort of similar to above. Its a fun card but it doesn't necessarily fit what this deck is doing. Skyship Weatherlight I like tutors, its unfortunately slow and cannot tutor for my commander if he goes MIA. Due to this I am opting to stick to the Ring of Three Wishes instead and sort of feel out and see how much of a problem opponents tuck is. In a long shot this could fetch the ring of wishes in a really slow recovery plan. Hammer of Purphoros I really am not playing a haste creatures style of deck. I dont know how often I will need to remain on defense to protect my commander so for now we will play without it as I feel like Anger is the better keep between the two. Platinum Emperion cute but situational. Scrying Sheets making room for other utility lands as well as cutting into my basic land count which hurts this.
5 Snow-Covered Mountain
I would've also played Fork and the new spoiled Dualcaster Mage. Last one also makes a 6 mana two cards combo with Heat Shimmer you already play.
If your meta isn't absolutely graveyard-work-free, I would've also recommend a second graveyard hate card like Tormod's Crypt. It also works fine with Scrap Mastery if your opponents get artifacts in graveyards somehow.
Krark-Clan Ironworks is another great mana ramper, "saves" your artifacts against that stupid artifact-thief dragon and does lots of work for you. Clock of Omens is another great card to quickly generate lots of mana and abuse some cards like Kuldotha Forgemaster.
If something else comes to my hand, I'll add those cards. Cheers!
Thanks for the ideas, I generally try not to play combo so including cards for the purpose of their combo interaction generally is something I do not do. If a card belongs in deck however I will still include it regardless of if a combo can happen with it.
Grim Monolith / Basalt Monolith as stones they aren't very exciting. I am focusing more on fast mana into my commander and then doublers later as it stands. The general downside of mana doublers is that they are heavily targeted but when you can recover them with your commander I am hoping to deter some of that. As stones for non infinite purposes they are just sort of ok.
Soul of New Phyrexia I don't know what people see in this guy to be honest. I don't want to sit with 5 mana up at all times to be honest. I would rather just play a little more conservatively and have some other card personally.
artifact recursion - I dont have that much really. I have Buried Ruin which is a land and I dont really have need of another utility land offhand that I feel is better. Trading Post is multi purpose in general so I like it. Goblin Welder can screw with opponents artifacts as well and works well in combination with the commander. Junk Diver is offhand the only one that I see possibly being cut.
Prototype Portal - I didnt think about it before to be honest. These imprint cards tend to be very expensive to play with but its something I should probably consider as I do have a ton of targets for it. I personally wouldnt look at it as much from a combo perspective but it seems good enough to warrant consideration on the sheer number of artifacts that I am running. My only sort of complaint is that imprinting things exiles them so if it gets blown up immediately I cannot recover the cards I imprinted.
Forks - for now I am cutting them just because they dont really fit what I am doing in the deck.
Grave Hate - I am running Scrabbling Claws as my secondary graveyard hate effect. I am open to suggestions but Relic of Progenitus is not really an option so I am coming up a bit empty outside of using something like Feldon's Cain
Krark-Clan Ironworks - I dont know how much I need big mana offhand. Its a good card but I probably need to play the deck before I can comment more on something like this.
Clock of Omens it has potential. I also considered Unwinding Clock as well. I need to probably play with the deck before I make any further decision on these sort of cards but right now I feel like I dont have enough artifacts that tap to do something to utilize them. It is possible to use these to just give psudo vigilance I suppose as well but for now I am probably going to pass on them.
I'm sneaky. The big reason I like artifact sac outlets here is that you have a recursion commander. Being able to sac something anytime you feel like it means you can shave a turn off of your Wurmcoil/Battlesphere/Doom Engine cycling, or take advantage of GY triggers like the Wellsprings or Spine without needing to play your commander, or do so while still ticking him up. They also dodge exile effects, and those are fairly popular with all of the Theros block gods running around. Most of what you want to ditch is a creature, so High Market probably works just as well, but Phyrexia's Core hits all of those targets plus a couple more useful ones. I think adding both is a good call.
The changes you've made look good. I think you'll be happy with those.

So, I am doing a little more just looking at the list and considering what could be added to it and what could be cut. I think I might be able to make two cuts which would free up one spot. Offhand, my biggest concern is probably towards being able to defend myself at the moment as I only have a handful of creatures that actually block well. The following cards are in somewhat of consideration right now though:
Right now, I am sort of thinking that I might try to add Pentavus just because it comes with an army of flyers that I can dispurse not to mention that the tokens it makes can be rotated into other artifacts as well. I am going to give it a little more thought offhand.

If for instance someone were to Vandalblast while Mycosynth Lattice were in play, everything you control would be destroyed at the same time and they would all be artifacts when they left play which would result in returning everything to play at the end of turn. The trigger of a card's death will look at what it was when it was last in play at which time it was an artifact.
I might have some of the terminology incorrect but I am 98% sure that you would get it back.

Its honestly not enough direct synergy with what I am doing right now for me to really feel like I could count on it though. If I could use it on cards in my graveyard to gain the ability to reanimate things I otherwise could not or if I was running a much heavier artifact removal package I could see it a bit more. Right now, I am just not really feeling like it would fit.
Wraths in General - it is true that you could run a lighter creature package and push heavier on the wraths in deck. I might toy with it a bit more myself as time goes on but right now I am not looking to overload my list with wraths just yet.
Contagion Engine - its ok. Its sort of expensive to really toy with is my issue. I could more easily utilize Chain Veil to use my commander twice a turn than relying on proliferation. It really depends on how much I would plan to move the engine in and out of play to retrigger that ETB -/- on it I suspect.
Anarchist I looked at it a bit and its more likely that Past in Flames would be a better pick since you could ditch it to a wheel or the commander and use it to flash back instants and sorceries. The body just doesnt have that much relivancy here outside of perhaps Nim Deathmantle / Mimic Vat. Overall my targets are still a little low for me to really feel like I would want to run spell recursion.

it dumps artifacts in your yard and is unconditional recursion, to get Scrap Mastery or wraths back.
edit: also, Mirrorworks, fun but does little alone, depends on what you really want from your deck. A way to generate value/extra artifacts for saccing.

Possibility Storm its really sort of touchy as to how relivant it is. I have seen this card turn arround on its caster more often than not. It can be useful against some types of control decks but at the same time its entirely uncertain as to how relivant it is. I currently am running Planar Chaos as a means to slow things down with my commander in play. It was also possible to consider some cards like Tangle Wire which I cut from the list earlier but it could come back in.
I like it in my rebel deck but I have access to a lot of mana doublers that I am using currently and this deck isn't necessarily a mana dump sort of deck. Bit mana has its place but I think I have as much as I really want with the mana doublers currently.
Slobad, goblin tinkerer its an option, I personally don't like protective measures that have to come down prior to bad things happening though. It is something I could consider in the future yet but right now I just don't see myself including it. I do currently run Darksteel Forge so the consideration of a Nev Disk lock did occur to me but its not where I really want to be. Plus my meta runs plenty of blue bounce so I wouldn't want to run the risk of getting that set up and someone regular casts a Cyclonic Rift on my Forge at that time. I think disk locks are cute but they are an easily disrupted sort of lock. I also lack the ability to combo Lattice in with the other two as its just too many cards to be reasonable.
Ok, so starting out I checked my count and I was at 104 cards. The following changes reflect what had to come out in order to add some things and get back to 100 cards:

Reverberate its a fun card but I am relying almost soley on my opponents spells for these to work well. I seem to be going deep on the artifact plan rather than on a more generic goodstuff control so for now they need to go out. I think it has some good possibilities with this commander due to his ability to wheel them away if opponents dont prove to be good targets for them though but right now it doesnt fit the deck all that well.
Reiterate same as above.
Heat Shimmer sort of similar to above. Its a fun card but it doesn't necessarily fit what this deck is doing.
Skyship Weatherlight I like tutors, its unfortunately slow and cannot tutor for my commander if he goes MIA. Due to this I am opting to stick to the Ring of Three Wishes instead and sort of feel out and see how much of a problem opponents tuck is. In a long shot this could fetch the ring of wishes in a really slow recovery plan.
Hammer of Purphoros I really am not playing a haste creatures style of deck. I dont know how often I will need to remain on defense to protect my commander so for now we will play without it as I feel like Anger is the better keep between the two.
Platinum Emperion cute but situational.
Scrying Sheets making room for other utility lands as well as cutting into my basic land count which hurts this.

Sensei's Divining Top I am adding more shuffle effects which also makes adding top more worthwile.
Crucible of Worlds if I can recover a fetchland, it means I don't have to play the lands I draw which I can then filter them out with my commander.
Reforge the Soul more draw. It works well with the commander to reanimate things I drop or just gets me a new hand.
High Market sac outlet for moving creatures out of play.
Phyrexia's Core another sac outlet but it can get other artifacts as well.
Arid Mesa provide shuffles for top, value off of rings of brighthearth, and free land drops with Crucible of Worlds.
Bloodstained Mire same
Scalding Tarn same
Wooded Foothills same

Thanks for the ideas, I generally try not to play combo so including cards for the purpose of their combo interaction generally is something I do not do. If a card belongs in deck however I will still include it regardless of if a combo can happen with it.
Grim Monolith / Basalt Monolith as stones they aren't very exciting. I am focusing more on fast mana into my commander and then doublers later as it stands. The general downside of mana doublers is that they are heavily targeted but when you can recover them with your commander I am hoping to deter some of that. As stones for non infinite purposes they are just sort of ok.
Soul of New Phyrexia I don't know what people see in this guy to be honest. I don't want to sit with 5 mana up at all times to be honest. I would rather just play a little more conservatively and have some other card personally.
Slobad, Goblin Tinkerer I will keep thinking about it. He could possibly come in for something like Junk Diver.
artifact recursion - I dont have that much really. I have Buried Ruin which is a land and I dont really have need of another utility land offhand that I feel is better. Trading Post is multi purpose in general so I like it. Goblin Welder can screw with opponents artifacts as well and works well in combination with the commander. Junk Diver is offhand the only one that I see possibly being cut.
Prototype Portal - I didnt think about it before to be honest. These imprint cards tend to be very expensive to play with but its something I should probably consider as I do have a ton of targets for it. I personally wouldnt look at it as much from a combo perspective but it seems good enough to warrant consideration on the sheer number of artifacts that I am running. My only sort of complaint is that imprinting things exiles them so if it gets blown up immediately I cannot recover the cards I imprinted.
Forks - for now I am cutting them just because they dont really fit what I am doing in the deck.
Grave Hate - I am running Scrabbling Claws as my secondary graveyard hate effect. I am open to suggestions but Relic of Progenitus is not really an option so I am coming up a bit empty outside of using something like Feldon's Cain
Krark-Clan Ironworks - I dont know how much I need big mana offhand. Its a good card but I probably need to play the deck before I can comment more on something like this.
Clock of Omens it has potential. I also considered Unwinding Clock as well. I need to probably play with the deck before I make any further decision on these sort of cards but right now I feel like I dont have enough artifacts that tap to do something to utilize them. It is possible to use these to just give psudo vigilance I suppose as well but for now I am probably going to pass on them.

The changes you've made look good. I think you'll be happy with those.
Right now, I am sort of thinking that I might try to add Pentavus just because it comes with an army of flyers that I can dispurse not to mention that the tokens it makes can be rotated into other artifacts as well. I am going to give it a little more thought offhand.
EDIT: Flamekin Village is probably coming in too just because the cost to include it is low. Probably in place of Terrain Generator.

If for instance someone were to Vandalblast while Mycosynth Lattice were in play, everything you control would be destroyed at the same time and they would all be artifacts when they left play which would result in returning everything to play at the end of turn. The trigger of a card's death will look at what it was when it was last in play at which time it was an artifact.
I might have some of the terminology incorrect but I am 98% sure that you would get it back.

That throws the condition of getting his ult to execute and it also leaves you vulnerable to graveyard hate still. In general, most players try very hard to keep walkers ults from executing. It also throws out a few more concerns such as opposing Vandalblasts as well as pushes you in more of a direction to be trying to do this to your opponents.

Oh I agree with you there, just saying if it did manage to happen as it can leave you with a powerful board position.
Chain Reaction - with your commander being a Planeswalker, you can really abuse sweeping away creatures. This or other wipers may be worth considering. (and with enough damage-based sweepers, Repercussion is deadly.)
Contagion Engine - cheat it into play and proliferate your commander up some counters while slowing down that token deck. Seems nifty to me!
Anarchist - if you care to reuse Scrap Mastery or other powerful sorceries, or if you want to be able to dump a sorcery... probably not the most powerful suggestion, honestly, but hey recursion is recursion.

Liquimetal Coating it has some potential. As you mentioned it does open some possibilities of removal as well as a small semblance of the ability to protect my commander. Its honestly not enough direct synergy with what I am doing right now for me to really feel like I could count on it though. If I could use it on cards in my graveyard to gain the ability to reanimate things I otherwise could not or if I was running a much heavier artifact removal package I could see it a bit more. Right now, I am just not really feeling like it would fit.
Wraths in General - it is true that you could run a lighter creature package and push heavier on the wraths in deck. I might toy with it a bit more myself as time goes on but right now I am not looking to overload my list with wraths just yet.
Contagion Engine - its ok. Its sort of expensive to really toy with is my issue. I could more easily utilize Chain Veil to use my commander twice a turn than relying on proliferation. It really depends on how much I would plan to move the engine in and out of play to retrigger that ETB -/- on it I suspect.
Anarchist I looked at it a bit and its more likely that Past in Flames would be a better pick since you could ditch it to a wheel or the commander and use it to flash back instants and sorceries. The body just doesnt have that much relivancy here outside of perhaps Nim Deathmantle / Mimic Vat. Overall my targets are still a little low for me to really feel like I would want to run spell recursion.

it dumps artifacts in your yard and is unconditional recursion, to get Scrap Mastery or wraths back.
edit: also, Mirrorworks, fun but does little alone, depends on what you really want from your deck. A way to generate value/extra artifacts for saccing.
