Decklist:
All cards are sorted (roughly) by card function and mana cost. Creatures are listed first in each category. Note that some cards do multiple things (ie draw and mill), I've tried sorting everything by their main purpose.
Altar of Dementia also works with Sidisi, Brood Tyrant for fast milling (sacrifice a zombie: mill 2, get a zombie back; repeat until you don't mill a creature).
I'm currently testing a Sidisi mill deck, though I have designed it for opponent mill rather than self-mill. Here are a few cards to consider for a self-mill design.
I've seen these cards in several decklists, but I'm not sure if I see the point of recurring 1/1 or 2/1s that don't affect the board much. Is there some synergy I'm missing? Also, Sidisi only trigger if cards are put into the graveyard from the library, so Bridge from Below won't trigger twice.
The big Eldrazi and Crucible is unfortunately out of my budget.

Finally assembled the deck and updated the original post (added wishlist-section, cutting block, updates). Need to cut 7 cards, and would like some input. I also have some spare cards, let me know if any of them should be included in place of some of the others. Thanks.

Only played one game with the deck so far, but it was great fun! Was able to eliminate 2 players in a 6-man pod with both milling and damage, powered by Living Death and Phenax, God of Deception. Biggest issue with the deck was having an overview of all the cards in my graveyard, so I might cut Traumatize and other cards that mill so much that my graveyard becomes a mess with too many options.
Extract is a recursion/steal effect that can give you up to two extra zombies and the maniac is there as an alternative win con. I don't like the whelk as its too expensive for what it does and the muse seems like a suicide card given the number of zombies you can amass. Granted I've never used it so I might be wrong.
This deck has been low on my priority-list lately. The only thing I know for certain is that I'll add in Llanowar Elves and Fyndhorn Elves for more creature-based ramp with Sidisi-synergy, and I'll try to get my hands on a Wake the Dead. From the new set Gurmag Drowner looks like a cool addition, and I'll probably be able to pick one up for free.

It's my main deck, my pride and joy and really fun to pilot. Gettin' Down and Naththy is my 75% Nath of the Gilt-Leaf deck. I've chosen an elfball-strategy over stax, and it's a blast to pilot as well.

There's a lot of promising new cards in this expansion, and I'm interrested in trying out several cards (especially the commons/uncommons). Sorted by mana cost + type.
Any advice on cards I should include in my list (and what to cut for them) appreciated, but remember: This is a budget deck and cards like Jace, Lilana and Nissa won't find a home here.
I run both Undead Gladiator and Krovikan Horror in my version. They are so versatile and can easily be returned to your hand if milled.
If you're running Phenax, then I would suggest also running Eater of the Dead. It is the only combo I run in my 75% Sidisi deck but it's effective. Speaking of effective, I'm sorry to see Deadbridge Chant go. It does so much work and gets you much closer to pulling off a disgusting Spider Spawning army. Ditto for Traumatize. Both cards could make your beaters HUGE in no time flat + give you a greater chance at casting that Spawning as a wincon. I also play Gnaw to the Bone and Quiet Speculation. The former allows you to gain a huge amount of life while the later snatches up that Spider Spawning (and Increasing Ambition, Sever the Bloodline, etc) when needed.
Thank you for your comment, sorry about the late reply. My list doesn't run any tutors like Buried Alive. It and other tutors would absolutely be great inclusions, but I've opted to stay away from them since I want less searching + shuffling and more actual play in my games.

I'll also keep Deadbridge Chant, Spider Spawning and several other cards from my list, but I want more mana-dorks, more combo and more shenanigans.
Below is a BIG decklist with a lot of cards I've picket and that I'll be considering in the following days. What I choose really depend on what build that looks the most fun - maybe I'll have a lot of emphasis on discarding for benefit, maybe not. Maybe sacrifice, maybe stealing, maybe mill everybody or just me. I'm posting the list here as a future reference for myself.
Several cards are in more than one category (some in 3) because they can serve several functions in the deck. Those are cards that I'll probably try to find room for in my deck. I'll hopefully have cut the list down to < 150 cards by monday.
Two cards not on your list are Reflecting Pool and the new Graveblade Marauder. I like the former in all my three-color decks, as it enters untapped and provides all the colors; its appearance in Conspiracy makes it quite affordable. The latter seems made for decks like yours.

Graveblade Marauder is a nice find, I didn't spot that looking through the spoilers. I'll add it to my consideration-list. The land is great, but I'm not sure if I want to spend $6 on just a land for this build.
I've gone over my list and done some cuts, but doing cuts on this deck is hard. There's so many good cards and cool synergies. I'm pretty happy with the landbase and have 64 cards to fill in. I now have 177.
Cut #2 below. The "List all cool cards and eliminate"-method is proving to be a bit hard, let's try the other way:
1. Start with cards that have to be in the deck: My prefered wincons, all cards that enable them and all-over very powerful cards.
2. Add in cards that should be in the deck: Still working on this.
Lands: My deck has to run them and I'm pretty happy with this budget setup. The most important one is Urborg, Tomb of Yawgmoth that synergizes with Filth.
Combopieces: Grouped in twos to show which two cards that work together. These combos will either mill my entire laboratory for a Laboratory Maniac + Deep Analysis win, mill out my opponents or deal a ton of damage to each opponent with Jarad, Golgari Lich Lord + a big graveyard-powered beater. There has to be a beater, but witch is less important.
Other wincons and enablers:Filth and Wonder are here for the alternative zombie beatdown-plan. If my other wincons end up in my graveyard I need a way of getting them back. Dread Return, Victimize and Wake the Dead can all fetch me the needed pieces for a two-card creature-combo. Living Death should benefit the player with the biggest graveyard, aka me.
Other:
Sol Ring: Not really a synergy with Sidisi, but great nontheless.
Life from the Loam: Get my lands back from my graveyard (including Urborg) or mill when I want to.
Prophet of Kruphix: Too good to skip.
57 cards total. This gives 42 cards from the "should"-category. They should
a) Enable me to setup my combos in several ways by ramping, drawing cards and recurring cards from my graveyard.
b) Ways of putting target cards in graveyards, either by discard or sacrifice, and
c) Offer me some protection.
I understand you are going for a 75% style deck but would you ever consider going to more of a Control-ish deck that wins with one of the vast 2-card combos available to the deck? Just an idea, I've been trying to work Sidisi into a multiplayer commander deck but having some trouble making it competitive in a 4 player game.
Not very uplifting results. Had trouble with my land base in two of the games, and lacked some card draw. In opening hand / early game the reanimation spells were useless. Glissa, the Traitor might be a good inclusion to get back Mesmeric Orb or Lightning Greaves.
Game 1: Kept a hand with two lands, an Arbor Elf and Llanowar Elves. Was mana-screwed throughout the game - having only 4 lands in play until ~T10 - and lost 3 dorks + Sidisi to an early boardwipe. The game was pretty much over for me after that, drawing 1 card per turn and passing for a while until folding. I must say I'm impressed by the black precon, having faced it a few times. It's not super fast, but packs some power.
Game 2: T1 Land + Sol Ring + Lightning Greaves, T2 Land + Sylvan Caryatid + Something, T3 Sidisi + Double trigger and T4 Dread Return for Edric, Spymaster of Trest. Amazing start with both ramp, mill and a lot of draw. Got Bojuka Bog'd twice as soon as I had something useful in my GY, and all three opponents ran board clears to stop me. Mayael trampled over the two other opponents, ending in a close duel in the end. He Day of Judgement'ed my 18 Spider Spawning tokens and won.
So far Notion Thief has been a big disappointment. I've either not been able to keep up 4 mana, or nobody is casting a draw spell.
0 - 6 so far. I'd love some input on tweaks without breaking the theme of the deck.

Lands: My deck has to run them and I'm pretty happy with this budget setup. The most important one is Urborg, Tomb of Yawgmoth that synergizes with Filth.
Combopieces: Grouped in twos to show which two cards that work together. These combos will either mill my entire laboratory for a Laboratory Maniac + Deep Analysis win, mill out my opponents or deal a ton of damage to each opponent with Jarad, Golgari Lich Lord + a big graveyard-powered beater. There has to be a beater, but witch is less important.
Other wincons and enablers: Filth and Wonder are here for the alternative zombie beatdown-plan. If my other wincons end up in my graveyard I need a way of getting them back. Dread Return, Victimize and Wake the Dead can all fetch me the needed pieces for a two-card creature-combo. Living Death should benefit the player with the biggest graveyard, aka me.
Other:
Sol Ring: Not really a synergy with Sidisi, but great nontheless.
Life from the Loam: Get my lands back from my graveyard (including Urborg) or mill when I want to.
Prophet of Kruphix: Too good to skip.
57 cards total. This gives 42 cards from the "should"-category. They should
a) Enable me to setup my combos in several ways by ramping, drawing cards and recurring cards from my graveyard.
b) Ways of putting target cards in graveyards, either by discard or sacrifice, and
c) Offer me some protection.

Not very uplifting results. Had trouble with my land base in two of the games, and lacked some card draw. In opening hand / early game the reanimation spells were useless. Glissa, the Traitor might be a good inclusion to get back Mesmeric Orb or Lightning Greaves.

Game 1: Kept a hand with two lands, an Arbor Elf and Llanowar Elves. Was mana-screwed throughout the game - having only 4 lands in play until ~T10 - and lost 3 dorks + Sidisi to an early boardwipe. The game was pretty much over for me after that, drawing 1 card per turn and passing for a while until folding. I must say I'm impressed by the black precon, having faced it a few times. It's not super fast, but packs some power.
Game 2: T1 Land + Sol Ring + Lightning Greaves, T2 Land + Sylvan Caryatid + Something, T3 Sidisi + Double trigger and T4 Dread Return for Edric, Spymaster of Trest. Amazing start with both ramp, mill and a lot of draw. Got Bojuka Bog'd twice as soon as I had something useful in my GY, and all three opponents ran board clears to stop me. Mayael trampled over the two other opponents, ending in a close duel in the end. He Day of Judgement'ed my 18 Spider Spawning tokens and won.
So far Notion Thief has been a big disappointment. I've either not been able to keep up 4 mana, or nobody is casting a draw spell.
0 - 6 so far. I'd love some input on tweaks without breaking the theme of the deck.
