You cannot play Murderous Redcap in Glissa, as Redcap has a Red/Black color identity, therefore falling out of Glissa's color range. The best Persister you can get is Woodfall primus, who, along with Melira and a sac outlet, will kill the table as well.
Get yourself a Mikaeus, the Unhallowed. It comboes out with everything with Persist as well as your sac outlets AND Triskelion for an instant kill.
Reclaim < Regrowth
Glissa loves Perilous Myr, Death pits of Rath and Heartless Summoning. Just some food for thought there.
Consider a Vraska, the Unseen for repeatable removal.
Swiftfoot Boots, Lightning Greaves, the Swords and Whispersilk don't seem the best choices to me. Glissa tends to win through long attrition, not through rapid fire attacking. Some sac outlets are never a bad idea with Glissa, such as Attrition, Ashnod's Altar or Blasting Station.

My Commander decks:
Chandra, Torch of Defiance - Oops! All Chandras.
Prime Speaker Zegana - Draw for Power.
Pir & Toothy - Counterpalooza.
Arcades, the Strategist - Another Brick in the Wall.
Zacama, Primal Calamity - Calamity of Double Mana.
Edgar Markov - Vampires Don't Die.
Child of Alara - Dreamcrusher.
I'm not certain about the legality of Worldknit in EDH. I'm fairly certain that if something like that were legal, everyone would be playing it. Seems too good to be true.
EDIT: Just checked. Conspiracies are not allowed in EDH; they are only allowed to be played in Conspiracy draft.
@LouCyppher- I suppose i will have to look more into the ruling on the color identity deal with the Redcap, not sure i totally understand this at this point. Woodfall primus I get, and maybe will have to pick up for the same season. I hd Vraskra in the deck originally, but she felt a little lack luster, maybe you can explain how she is able to remove so much? As for regrowth>reclaim, I have both. I was thinking about the Myr/Summoning idea and may change be changing to it. Whats wrong with Greaves/boot and swords? Sac outlets, have the Atrition, will be getting Altar and blasting station seems meh, but I will try it out. As for Mikeaus, I still dont understand the combo with triskelion, cause after all the counters are gone he is still a 1/1 which he becomes a 2/2 because of Mikeaus due to the pump so he doesn't die when the counters are removed.
@HonestConman- Thank you for clearing this up, I mainly went off of Magiccards.info where I saw that it was legal in Commander. Will be switching it out after more research for my better understanding.
The thing with color identity on split mana costs (Such as Redcap) is that they are both colors. Redcap is Red/Black, just like Rakdos Cackler, or Judge's Familiar being Blue/White. You cannot run them in decks that don't have them as color identity.
The idea about Mikaeus/Triskelion works like this: Triskelion shoots 1 damage on the opponent, then 2 to himself. He dies, has no counters, and thus Mikaeus grants him undying. Rinse and repeat.
Greaves/Boots/Cloak/Swords are cards that are good, if you're more aggressive. Glissa plays much more like a control based deck, which means that I personally find those cards a bit lackluster. Personal opinion, but well, space needs be made, and I would consider getting those out.
As for the conspiracies: They are legal IF your playgroup accepts it. Feel free to tag along the Worldknit, but not everyone will allow you to run it.

Another thing I'm noticing now (there could be more things, but these are little details I'm picking up on): you have both Sensei's Divining Top and Crystal Ball in the deck, which is largely redundant, but it says in your "looking to cut" section that you want to get rid of Top. I would advise you to keep Top and ditch Crystal Ball instead. While Crystal Ball gives you the ability ditch cards in your top 2, Top is more or less strictly better because it digs farther, can be used multiple times per turn cycle in case your library is shuffled, and occasionally lets you draw a card off the top that you might need right away. Generally speaking, as far as I've seen, CB is only useful if you don't want to spend as much money on top (which, given you have both already in your list, tells me you don't have a problem with that), or something that benefits off of scrying (which you don't appear to have).

Reasoning behind the possible cutting of Top is the lack of shuffle effects to take max advantage of it. But for now, I still have both.
