I dismantled an EDH mill deck that was all mill/counter spells that worked OK to make a Jeleva deck.
The purpose of this deck is to mill your opponents or kill them with their own sorceries and instants. Jeleva does an excellent job at milling into exile on her own for the benefit of myself. Her ability to allow me cast my mill cards for free as well as the removal is always helpful. This is a deck that is light on creatures and enchantments.
this deck looks like you are evolving it from the precon:
try and fill out your land base, get rid of blue sun zenith. I would add sac outlets (between artifacts and lands there are good ones). try and replace the boots with lightning greaves.
if you are milling the opponent it is sort of a no-bo with Jeleva who exiles them. if the cards she's casting are milling your opponent and the wincon is truly mill--add spelltwine and sins of the past.
top of deck tutors like vampiric and mystical tutor, insidious dreams is a must-have. traumatize is awesome.

I have some of those cards and others I do not. I guess I would be able to trade for them. The fortunate thing is that in our EDH circle we don't use the Eldrazi.
I run jeleva with only few mill and add more discard spell to the deck.
Also Mind Grind and any spell with X cost on its text is a No No for jelava, because if you exile those spells with jeleva ability, you gain no benefit by casting them.
Try Wit's End, Monomania, raise from the dark realm(fit with mill and discard), traumatize, stolen goods, telemin performance.
I also find Curse of Cabal is so strong for Jeleva.
Also you can always add Melek, Izzet Paragon with top deck manipulation artifacts which benefit jeleva and melek in one go (Sensei and Scroll Rack)

I'd avoid any kind of single-target mill or any cards like Grisly Specatcle that is just another card with mill stapled onto it for a nominal fee (ie grisley spectacle is just Go for the Throat only 1B more and mills). If you want to get milling done, use powerhouse cards that mill the whole table like Dreamborn Muse or Mesmeric Orb. Glimpse the Unthinkable is amazing in 60card formats, but useless here in a highlander100 setting with multiple targets.
Although decksmoothing is important, things like Ponder aren't exactly what you'd want to cast off Jeleva most of the time. While there will normally be awesome cards from opponents as well, I'd rather rely on my own cards and use others as a supplement. For my Wrexial deck, which functions similarly to yours, I found myself cutting things like Knowledge Exploitation because sometimes you can't rely on others.
I'm not trying to tell you how to run your deck though, running a more streamlined Jeleva with her as a supplement is fully acceptable. i strongly recommend removing cards that have mill just stapled on though for more consistent mill. Also, Psychic Spiral is almost a strict upgrade to Reminisce.
I would add that I'm thinking Jeleva is a somewhat underpowered commander and mill is an underpowered strategy. While commander isn't exactly competitive and so you are more ok than playing mill in other formats I think the thing you want to do with it is create graveyards that work as resources.

But he is largely right. Mill is pretty underpowered in comparison to other strategies. Eldrazi are a huge problems, time spiral effects, there are a lot to disrupt your strategy. Simply including Kozilek or Ulamog makes it more than twice as difficult to mill someone out, even if they don't use the card.
That being said though, it's by no means impossible. My Wrexial deck is all about doing the impossible, but it's by no means easy (unless you use lame-o combo mill; We're looking at you, Oona.). Be prepared for Eldrazi, make sure your mill is going to hit everyone, and it can be done.
Mill should be saved for your fun deck, as Jeleva should be. Mill will never consistently succeed, and that's the fun of it. Knowing you're doing something that few dare to do and actually getting the cogs moving brings a smile to my face, personally.

Oh, and one last thing. Liliana Vess. She's a cheap planeswalker, at like 8 bucks since she's been reprinted like 4 times, and nicely can stack up your top deck. If you ever manage to get off her ultimate, it can end the game too.

I play Jeleva couple of times, and she rocks!! Instead of focusing milling, you should run variety ways to put your opponent card into graveyard.
I only run few creatures, most of them are useful for copying spell like sigil tracer, nivix guildmage, and the new dude from theros. My result from playing 6 games with jeleva, I won all of them
Game 1: I won the game by playing curse of cabal (exiled by Jeleva) and Reverberate it, targetting two green players. Then I copy Blatant Thievery THREE TIMES (thx to melek and twincast), stealing 3 lands from each opponents.
Game 2: Turn 5, wit's end followed by copy spell made two of my opponents cried. Then I cast tooth and nail from my opponent's exile cards lol. After couple of copy extra turns, I won again
Game 3: Well triple copy of bribery won the game for me (lol lucky with dual casting+reiterate
Game 4: Jeleva + Blatant Thievery + Twin Cast. Then next turn, mystical tutor into temporal mastery,copy it for double extra turn. Then Chandra the firebrand copy my wit's end again. I attack someone, bounce Jeleva with Ink Eyes, Servant of Oni and put huge creature from his graveyard.
Game 5: Another mystical tutor into temportal, copy it for double turn. Someone tried to negate it but I simply copy the temporal mastery with another effect. Game continues, until I continously have double extra turn(chandra, twin cast,sigil trace, nivix). Then I finish the game by discarding all of my opponents hand (thx to melek) and traumatize a green deck and then cast raise from the dark realm with Jeleva ability

I had a whole post that I spent probably 20 minutes on talking about my changes to my deck with my outs and ins my thoughts on some weak cards and my wishlist and the 'Go advanced' button didn't like my request.
Right now I have a list of 7 cards to take out and about 9or 10 to put in once I get them.
My deck really needs those duplication spells more than anything.

any input or suggestions you cold provide let me know so i can try them out. im going to be playing this deck saturday with some buddies and i want it to play well, the pre-construct build did well so hopefully it can play well still
after reading the card yeah i think Insurrection would be horrible in this deck unless you cast it from your head. but it just doesnt play well with Jeleva.
as far as Rise of the Dark Realms im am trying to pick one of those up for my deck myself. the ability works so well with this deck especially if you play against creature decks
whats the issue with Arcane Melee that doesnt work in MP? does it get removed quickly or you get hated on with it out?
This helped everyone out. Going 1 on 1 with this deck really helped to cast sorceries and instants and make things go quickly. When I use it in multiplayer, it is usually to my detriment that it is used against me more often than the other opponents. Not to mention it does get removed quickly because of the deck I have. This card is better in a deck where your opponent can't tell if you have a instant/sorcery deck based on your general.

after reading the card yeah i think Insurrection would be horrible in this deck unless you cast it from your head. but it just doesnt play well with Jeleva.
as far as Rise of the Dark Realms im am trying to pick one of those up for my deck myself. the ability works so well with this deck especially if you play against creature decks
Arcane Melee- Just doesn't work in multiplayer. 1-on-1 yes.

whats the issue with Arcane Melee that doesnt work in MP? does it get removed quickly or you get hated on with it out?
This helped everyone out. Going 1 on 1 with this deck really helped to cast sorceries and instants and make things go quickly. When I use it in multiplayer, it is usually to my detriment that it is used against me more often than the other opponents. Not to mention it does get removed quickly because of the deck I have. This card is better in a deck where your opponent can't tell if you have a instant/sorcery deck based on your general.
