What works in my Glissa deck is trample equipment: Loxodon Warhammer, O-naginata, Helm of Kaldra (plus Sword and Shield so I can live the dream). This way you can put some pressure on your opponents. I think that's one way to increase consistency.
As for mana, I'm a huge fan of Twisted Abomination (although I always end up cutting him, but since he's a zombie I figured it's worth mentioning), but Expedition Map is particularly good with Glissa. Smoothing the mana is surely a good way to increase consistency.
What I do to see where my deck goes wrong is to use an alternate listing: instead of card type, list your deck on card function. That way you'll quickly see if you're (for instance) light on removal.
The card you should be running is Tombstone Stairwell. Together with zombies like Noxious Ghoul, Shepherd of rot and Vengeful dead you can dominate the table. The Stairwell on it's own is already good enough to get you a lot of Glissa triggers.
Both Tombstone Stairwell and Expedition Map are excellent suggestions.
The map will be going in immediately (I can't believe I didn't have it in, it's usually in my initial pile of possible cards when I start making a deck).
The stairwell is a totally new card to me, and will be going into my trade wants.

A sidenote on Twisted Abomination: if you manage to get hold of a dual like Overgrown Tomb, a card like Abomb can fetch it for you. It's a budget version of a Verdant Catacombs. Something similar goes for Skyshroud Claim, where a Cultivate would only fetch you basic lands. Overgrown Tomb is probably not in your budget, but it's a good card that'll make your deck a lot more consistent.
Another thought just occurred: you could run Tortured Existence. It's a very cheap card, and sees little play. People prefer Survival for obvious reasons, but it's not a budget card. Tortured Existence is, and together with a recurrable artifact creature you can not only recur your non-artifact creatures, but ditch unwanted creatures or those who better server their role in your graveyard (think Filth) as well.
Overgrown Tomb and its ilk are of course a great lands. I often run them in decks, especially when I already have cards in the deck that can search for them (see my Doran deck in particular - link via sig.), or if the deck has a decent amount of basic lands.
Verdant Catacombs and its ilk I find to be over-priced for their effectiveness in EDH. Though again, I will run them if the circumstances are right. I understand why people get excited about these cards. In a normal (60 card) magic deck they are super effective. I just don't believe they have the same impact in EDH. Because I'm trying to trade my way to the older cards I want, I tend to trade them away.
At some point I will get hold of a Tombstone Stairwell, upgrading my decks is a long term project. It's not really that it's a budget deck. Trading to get what I want for them is interesting as well as cost effective, and more expensive cards are obtainable this way.
There's also a hierarchy in my decks. If you look at the link in my sig, you'll see that Glissa is 7th of 16 (and counting). The more senior decks get preference if a card suits more than one deck. I don't like to use proxies, it just rubs me the wrong way.

If you're going for a Zombie theme, Graveborn Muse is nuts. I play it in my Glissa deck. Even just the Muse and Glissa is two cards per turn. It's amazing.

If you draw 10 cards, surely you will be able to draw a sacrifice outlet? Also, Gray Merchant of Asphodel is a zombie.
About that Scythe of the Wretched: this is great with Crypt Rats, and Crypt Rats is awesome against opposing token decks. You know what's even better than Scythe+Crypt Rats? Scythe+Crypt Rats+Ogre Slumlord. You get a bunch of tokens and all the creatures.

This is a great trick. But probably not for this deck. I put the scythe in to try it out with deathtouch, but I think it's gonna come back out. But I have other decks that would love this trick. Thanks.

Some weeks ago I was thinking I need to run more high impact artifacts. You know, cards your opponents dread they'll be recurred. I figured something like Rings or Strionic Resonator should be worthwhile, but not in my deck (and apparently not in yours either). One of the other cards I was contemplating is Grimoire of the Dead. How is that working out for you? Soul Foundry seems intruiging btw.
I like how your list is low on durdle artifacts with minor effects. I recently added Mind Stone though, and that card is amazing. It's good enough to include if you're not recurring it at all.

I've only played the deck a few times since putting the Grimoire in and it hasn't seen any play so far. I'm not sure how well it's gonna pan out, I've basically put it in to test it.

If I can get Grave Titan imprinted I should be able to spew out loads of tokens.
Lord of the Undead, Cemetery Reaper, Death Baron or Undead Warchief imprinted could feasibly make my zombies grow exponentially.
There's also Burnished Hart, Solemn Simulacrum or Pilgrim's Eye to put in it for mana ramp. That would mean that they're removed from the game though, so if I loose the foundry I wouldn't be able to recur them from the graveyard.

Wouldn't you rather play Beast Within instead of the classic Twister?
Beast Within has the pro of being cheaper, but the con of giving the opponent a beast. My personal preference is Desert Twister, but I can see why others might prefer Beast Within.

But if you give them a bear, you get another opportunity to get a Glissa trigger. If it's not creatures you're scared of, try Deglamer to make sure you really, really get rid of annoying stuff. It's good in these Theros days.
