Bouncing other people's stuff is fun, but bouncing our own is even better! We can set up easy bounce loops for these with Portal, Shard, or Laboratory. Scrivener is now a Wizard! We can also Evacuation loop with him or Archeomancer to stall out while we dig for answers.
There are only so many fun bounce effects, so we added in a classic clone subtheme. This actually synergizes with our bounceable guys, because they are great clone targets if our opponent's aren't being accommodating. No Phantasmal Image because we want to be able to bounce it. Copying stuff is good, but sometimes we just want to steal things from others. We needed some way to eliminate threats once they hit the board.
No blue EDH deck is complete without countermagic, and we have to stop bouncing and actually counter some threats. Tunnel Vision sneaks into this list as a instant-kill with Hinder, Crumple, or Jace +2. And sometimes you just need things dead and gone.
And if artifacts are good once, they are good lots of times! Also elaborated here are the Trinket/Treasure Mage packages. With Elixir and Academy Ruin, we can't deck.

Since your running bounce have you thought about cards that care about hand size? When bouncing your opponents are gonna have lots of cards in hand.
That is an excellent thought. I could go for Windfall, but I'm wary of the card disadvantage. I shall have to hunt through Kamigawa some, they had a lot of hand-size-matters.
Maybe Meishin, the Mind Cage?

It occurs to me that a bounce theme will have heavy mana requirements, as I plan to be replaying stuff a lot and really need to keep hitting land drops. I think I shall drop many of my "steal" effects to make room for more mana grab/ramp - that part doesn't work well with bounce anyway.
And maybe just 1 Time Warp for going infinite in a pinch.

I cut most of the stealing effects and added in Journeyer's Kite and Pilgrim's Eye (along with the Warp) because a bounce deck is very mana-hungry. Because I want to be re-casting what I have, I need to hit mana drops reliably. Eye synergizes with my bounce effects and helps me hit land, and Kite is a great long-term land engine. I want to add Tolaria West, but need to find a copy.

I also cut Teferi, Voidmage Husher, Ingot, and Batterskull due to lack of synergy. Darksteel Citadel is also removed - one artifact land is sufficient and I prefer that it produces blue.

Snapcaster doesn't fit with my desire to recast things over and over, and Journeyer's Kite seems less useful than just plain Armillary Sphere because I rarely use it more than twice. In testing I also don't generally have any use for Terrain Generator.
I think I'm going to make the Kite/Sphere swap, pull Terrain G for another Island, and try Voidmage Husher in place of Snapcaster. I've been wanting to play Husher!
I run a few fetches in my mono blue because I am also playing Top and Jace, but I also run Scroll Rack and Future Sight, which you could consider (especially since the latter helps devotion and is just ridiculously awesome).
I agree Mono Blue is surprisingly mana-hungry, so I play Ancient Tomb to help "ramp" a little. I also play some life gain though to offset it: Wurmcoil Engine (good with Academy Ruins / Buried Ruins), Loxodon Warhammer, etc.
Serious question: How do you deal with graveyard shenanigans / repeated recursion? I'm seriously thinking about playing Arcane Laboratory to prevent people from going off.

Druidic Satchel, Magus of the Future, and Delver of Secrets... and Delver doesn't really fit my theme.
So I decided to do a bounce-themed deck. I'm still 5 cards over, so I'm looking for some cuts.

Remove Darksteel Ingot as mana fixing isn't key and I have other effects
Add Tolaria West as a general purpose tutor in the land slot.
Remove Control Magic, Blatant Thievery, Bribery.
Add Wayfarer's Bauble, Armillary Sphere, Journeyer's Kite, Burnished Hart, and/or Pilgrim's Eye.
