For your consideration, here is my Teferi build. It is a conversion of my Azami, Lady of Scrolls deck. It operates on the same principle. I want people to keep me around, so I can arbitrate and police the table, but I look for openings and weak board states to go infinite late-game.
I chose Teferi for a couple of reasons. First, I was kind of bored with Azami, but I still wanted a competitive mono blue general. Tapping into my Vorthos a little, I also really like his story and the adventures he has. He's also just awesome and I want cool points for playing a total badass. Early to mid game, play a passive arbitration role. Late game, secure a board position. Counter magic, disruption and removal can be used mid game diplomatically and to protect setting up combos late game. Win one of two ways:

So you like doomsday weapons and mad science?
Precision Doomsday Weapon: Destroy target permanent whenever you feel like it. Can be used indiscriminately. Basalt Monolith + Rings of Brighthearth + Voltaic Key + Lux Cannon
Here's how it works:
Tap Monolith for 3.
Pay 3 to untap it and copy the untap ability with Rings for another 2.
Allow it to untap once.
Tap it for 3.
Allow it to untap again.
Tap it for 3 again.
Repeat as desired (unlimited mana)
Tap Cannon to charge or fire it (copy if desired).
Activate Key targeting itself, and copy the ability targeting Cannon.
Repeat as desired (unlimited charging and firing)
Lux Cannon can be replaced with any other artifact with a non-sacrificial activated ability. Magistrate's Scepter - Unlimited extra turns. Contagion Clasp / Engine - Unlimited Proliferate. Decimator Web - Unlimited damage, poison, and mill.

I like the combos. I don't think I'll bother finding space for Voltaic Key, Basalt Monolith or Rings of Brighthearth, but I have been looking for something to fill the Frozen AEther slot. I think Lux Cannon will do nicely!
*edit I just realized that Lux Cannon works with MoM and Arcanis! Draw 3, Put a charge counter on Lux Cannon, discard 2 to untap Arcanis and Lux cannon. Repeat. I'm glad I have another interaction. Blowing up the board seems solid. : P
I like the combos. I don't think I'll bother finding space for Voltaic Key, Basalt Monolith or Rings of Brighthearth, but I have been looking for something to fill the Frozen AEther slot. I think Lux Cannon will do nicely!

I really like the Idea of Thassa, God of the sea in this deck. Shes a good way to smooth your draws and can help push through dmg later in the game.
Thassa wouldn't be bad, actually. Small amount of deck manipulation with the possibility of making Blightseel Colossus unblockable does seem kind of nice. I will definitely consider adding it.
Yes, that does make sense. I've been wracking my brain looking for something to cut for Rings. Any suggestions?
These all seem pretty weak to me.
Soothsaying - You have Top and Trinket Mage to find it. This is usually weaker because of the mana requirement. The shuffle effect is nice, but hardly crititcal.
Meishin, the Mind Cage - For 7 mana, this doesn't do enough. If you do need it, by the time you can cast this, you should already be dead, or within burn range and you should have already expended most of your hand. Propaganda is a far better option for discouraging attackers.

I see. Well, mid-range stompy decks changes that equation. I doubt you have enough creatures for this to work, but Opposition might do a similar job. Not as a replacement of course.
Am I sensing an emotional attachment to Soothsaying? Keep using it if you like, but I've only ever found 1 reason to use it. That was a very unusual corner case where I needed repeatable library manipulation on an enchantment and didn't care about mana costs.
Trust me when I tell you, I have a few pet cards as well. Rings is one of them. I most frequently use it to copy my fetches and Basalt Monolith untaps, but it's quite hilarious with Vedalken Shackles too. Stealing TWO guys at a time amused me to no end before I eventually cut it for the sake of efficiency in my Mono-Blue Aggro rebuild. That was a painful choice.

Took out Blightsteel Colossus, because I'm finding it to be kind of a boring creature. Memnarch is way more up my alley.
Consecrated Sphinx has replaced Sphinx of Magosi. I'd prefer Magosi, but Consecrated Sphinx is just too good to pass up, even if it is kind of trite at this point.
Someone not too long ago made a really compelling case for Gilded Lotus, so it's replaced Thran Dynamo.
I'm trying out Ward of Bones in the Disruption package. It seems like it's a perfect fit for this deck. I just hope the mana cost isn't too much of an issue.
I run something similar to this, though with less big blue effects and different win-cons. Main differences are I run more defensive instants instead of enchantments and creatures, and use Runechanter's Pike and Grafted Exoskeleton as my main ways to win. Fun to look at your similar list though.
Does Psychic Surgery do much for you? It kind of seems like a do-nothing card, but I've never tried it... Also, my experience with Dissipation Field is that I get attacked MORE because people want to reuse their ETB effects. How has it been performing for you?

Treasure Mage became Ethereal Usher. I like that it can go grab non-artifact combo pieces, like MoM.

Lux Cannon is far better with Rings or Key. If nothing else, add Rings for interactions with Arcanis, Cannon, MoM, transmute, fetches, Maze of Ith, Planeswalkers, etc.

Tolaria West is really good for finding important lands like Maze of Ith or Riptide Laboratory. Another nice tutor is Merchant Scroll. Frequently finds notable targets such as Force of Will in legacy. It might be more devastating to find Cyclonic Rift in your deck. Muddle the Mixture could also serve as another tutor for it.
I doubt it's worth considering, but Kuldotha Forgemaster could also find Knowledge Pool for you.
