I've never made a Commander deck before, so I have a question. How many card drawing spells and tutors should be in an average blue/white deck and how many counterspells?
20-25 draw and tutors works best in my experience. Depending on how many "bad things which must be stopped or the game ends" your opponents run, anywhere from 5-10 counters I'd say
Check my thread in the signature. I've been playing and tuning Rasputin for a while now. Like Swift said, you want to adjust to your metagame. This means that you need to test your deck out before adding too many counters. You want to judge how many spells need to be answered on the stack and how many can be removed from the board.
With rasputin you probably want to do a blink deck actually. Refreshing his counters is really good. He is not your typical UW guy. I wouldn't run 20-25 draw/tutor spells in rasputin. He is a different beast.
Storm Crow is strictly worse than Seacoast Drake.
