So, I won the full art Melek at the Games Day last weekend, and now want to start on a new EDH deck for him.
So, I've been putting a list together and hit a snag, that snag being the list of cards I'd like to run came to a rather high count of 122. Given that's quite a way off of 99, I started taking a second pass and pulling in my "must haves". Now my "must have" list of non-spells has got quite high as well, I believe my proportion of spells to non-spells is to low. This could be unfounded thought given the filtering and scrying the deck has.
So. I'd really like help in filling in that last decklist. I'm pretty much set on what's in it at the moment. I can't go insane on price, so I can't afford duals or what have you, not for a single card. The only reason I have a JtMS is because I opened one.
I'm also concerned I'm leaning on Melek too much and think I should add at least a Future Sight.
So, what am I looking for?
I love doubling spells, I love blue, I love draw, and I love the idea of using the top of my deck as a "doubling queue".
Its quite a few options, but I like a lot of redundancy.
I could easily see dropping a Talrand, Sky Summoner, and a Hypersonic Dragon. I like the Dragon simply because it enables me to Sorcery at the end of my opponents turn, and potentially have a combo go off immediately.
I've never even seen Long-Term Plans, I like it, and yes, Cast Through Time seems a little....cute. I was thinking I could use it to bump Storm counts, or what have you, cast a bunch, rebound next turn, cast more, swing/wand/storm opponents. I particularly liked it in turn with the extra turns. I also like Crystal Ball.
With the extra turns, Cast Through Time might be worth it, but I'd have it on the chopping block in case you find something better. You definitely want to limit the number of enchantments in the deck because they're essentially dead cards with Melek. Artifacts will ramp and filter; creatures can help gain stability. But enchantments are a little too slow for Izzet, and this deck in particular demands a certain ratio of instants and sorceries in order to work consistently. Don't get me wrong, Propaganda can save your life. Just keep in mind the necessesity of the effect of the enchantment... Will it enable you to win (or preserve you until you're ready), or is it a "win more" card?
In any case, have you thought about Fork and friends (Reverberate, Twincast, Increasing Vengeance, etc.)? Helps the storm count for very little mana, usually only 2, and you get 3 copies of a spell if you cast it from the top with Melek. They also double as Counterspells or Tooth and Nails, or whatever else your opponents are running.
Just noticed you had the Fork effects in your "I'd like to do this" list. I still recommend them. :3
I always assumed I would find the Storm card first and hold it in hand, then use Experiment and Mind's Desire to go after that.
I'm working on filling out the other slots at the moment. I don't know a lot of the old cards though, so I'm not always aware of what might be the best card for a given job. I have a pretty big gap in my knowledge between Mercadian Masques and Innistrad.
I'd really like a Desertion, but I'd also like some fork effects, and I don't feel I have enough "answers". I have no artifact removal, or enchantment removal to speak of, and I only have 6 open slots in the lsit as stands. I'd like at least two removal spells for each, that ideally are massed of some kind. More artifact than enchantment (my local meta is artifact heavy and enchantment lite).
I'd also quite like a Blue Sun's Zenith I think.

I'm not sure about the ramp you've suggested, but I'd be interested to hear how it goes and if you think it works.
If it does work I could see myself running the three of them along with a few less non-basics and a more basics.
I like the Timetwister cards as well, for recovering my graveyard, drawing a bunch, and just having a second crack at things. I'd love to run the original, but I think that's a bit rich for my blood (though my group does allow proxies, as long as they aren't just bits of paper, at least make some effort). Hmm...
I like the vengeance over a basic fork simply because I can reuse it, and I like the two twister effects. I'm probably not going to end up with an original twister, I'm probably going to end up with one of the more modern versions, so I should really put that in, but I miiiiiight be able to get it for my anniversary present....maybe...at least the wife says so
Bear in mind that my list is designed to be both fun to play with and against - a challenge I've had with several Melek lists so far. Also, an average game in my area is 6 or more players - my lists tend to cater to those size games.
Incidentally, I've yanked lightning bolt out for Sapphire Charm (it can still combo out, but it'll probably have more utility than a single bolt) and replaced the sometimes useful Muddle the Mixturewith Drift of Phantasms - which serves as either aggro deterrent or a plain-ol'-wheel-tutor. I've worked a lot on my list and I feel like it's still going to be in flux for quite some time.
Oh, I also decided that folks were right. Cast Through Time was way too cute. I tried it last night with a proxied version of the deck, and it was just kinda meh. I swapped it for a Counterbalance and am much happier.
I had not given the charm much consideration until I ran into some difficulty killing a player with a platinum emperion in play - but this will usually not be the case when in combo mode, because any "Draw a card" spell will let me draw my whole deck and there's cyclonic rift and other stuff in there.
Phasing has also been super useful - I've already phased someone's Avacyn in response to a board wipe. I've also been reminded that equipment on a phased creature stays phased out - but I'm not entirely sure of this - sounds like a case for the rules forum !
I also tried Sphinx-Bone Wand and think it's too slow. I love cards like evacuation and an overloaded cyclonic rift since i'm usually low permanent count. My win conditions have really been telemin performance, bribery, etc.
