Heartless Hidegutsu just seems dangerous and a little out of place, but it might be a meta thing. I'm also assuming your meta facilitates the Molten Primordial and Insurrection. Those are cards I haven't found useful as my playgroup is heavy on the Wraths.

I've been a disciple of the Wary for a few months now, but this is the first time I've posted a list. The bottom three cards are honestly filler so you're probably right about the lack of targets. My meta is kind of underdeveloped so land hate is pretty mediocre and mass creature steal wins games. The processor hasn't hit the table yet, but it's a token on demand as a blocker or Confusion in the Ranks trigger.
I don't know your budget, so I'll suggest three inexpensive things to grab that you'll see some good use out of:
Sculpting Steel - Especially with Cloudstone Curio, it can always be what you need it to be. Skullclamp - This always leads to awesome, especially when you can clamp the stuff you steal with Confusion. Iron Myr - Ramp it, clamp it, trade it. Whatever you need.

Sculpting Steal is a yes. I have a clamp, I just figured it didn't have enough targets in the deck to make it worthwhile, but I might be underestimating it. Both are probably worth trying.
Iron Myr I've never been that excited about. It is versatile, so maybe I'm underestimating it as well.
I'll almost certainly swap the sorcery recursion spells for Sculpting Steel and Skullclamp this week. It would be fun to recur insurrection though.
That was really all I wanted to come in here to say, but to make this post somewhat more constructive I'll offer that, taking a glance at your list, you totally do have enough weenie goblins and tokens to get the full mileage out of Skullclamp.
The first cut has already been discussed at length. The second one just works better for me. The Prophet has a repeatable effect where the Racketeer needs to be bounced to make the same thing happen.
My own rules when building a Commander deck:
1) Underrated general that I can build around but the deck must work without him/her too.
2) Every card must be legal in both banlists.
3) No infinite combo that could win (and ruin) instantly a multiplayer game.
4) Synergy at all costs; stay on theme, avoid goodstuff.
Stinscourger is just amazing with Teferi's Puzzle Box, it's an instant uncounterable commander-tuck if you also play Moggcatcher.
Yeah, I know that synergy is good, but puzzle box may also be on my cut list. For some reason, I never want to cast it. There's always goodies in my hand I want to keep.
Now that I have a Mogg-Catcher and I can get the stinger more reliably, I may put it back in.
Artifacts lands are good for Welder and Confusion in the Ranks, but don't forget that if you ever hit one with Possibility Storm, you can't cast it... and it will just do nothing (which is really disappointing).
I was playing both Great Furnace and Darksteel Citadel, I'm still playing the Citadel but everytime I hit this with Storm, I'm thinking about removing it. Not sure the Confusion trigger to exchange a land is really worth it anyway. The Welder however might be worth it and that's why I'm playing the indestructible land (to avoid getting it destroyed when I really want the ability to resolve) but I'll see if I ever decide to finally remove it...

Jeez, I really feel like the odds of hitting Great Furnace or Darksteel Citadel off of Possibility Storm is so slim, it's not worth worrying about. It's interaction with the Welder is too good not to play it. Either way, I don't cast a lot once P. Storm hits the table. I use it as a way to protect my Norin engine once it is set up.
Bedlam Reveler - I think we WISH this card could fit in the deck, but we simply don't run enough spells to make it work.
Collective Defiance - Another pseudo Wheel of Fortune effect. This card has some versatility for sure, but it doesn't disrupt your opponents. Being able to pick off a creature with it is reasonable upside and it's possible that folks running Chandra, Flamecaller might want to consider this instead. I think I prefer the ability to sweep the board AND the synergy with Confusion in the Ranks that the planeswalker gives.
Geier Reach Sanitarium - This seems.... interesting. Obviously it's good with Squee, Goblin Nabob and when you're looking to drop a key artifact in the graveyard for Goblin Welder or Daretti, Scrap Savant. The downside, other decks are doing WAY more powerful things with their graveyard. My gut says, with all the disruption we run, this will be good enough. Knowing when to activate it will be the real trick.
Nephalia Academy - Another quality land. Being able to keep the best couple cards from a Wheel of Fortune is very, very good. No, we don't run Library of Leng, but don't underestimate how much better this effect is on a card that taps for mana.Only triggers on opponents effects... dur....
Hanweir Battlements (and Hanweir Garrison - Battlements is maybe worth it if you are running Hall of the Bandit Lord. I've mostly found that giving haste in this deck isn't all that great and this is unlikely to make the cut for me. It would be sweet to meld these cards, but the Garrison is awful on it's own.
At the end of the day, I think we got some interesting tools in the land spot to test. Red in EDM is focused on spell slinging strategies so few of the cards slot cleanly into Norin. Still, having more than one card to test in a deck that asks for such narrow effects is exciting! Let me know if you're playing with these or any other new cards from EDM. I'd love to heard how they perform for you.
Nephalia Academy is only going to replace an opponent's discard effect with placing it on top of your library. You'll still have to discard your hand from a Wheel. (Though as I was enlightened recently, those are more for refilling the hand than disrupting our opponent's hands.)

Since you're running Crucible and Valakut, might as well run some fetches so you can Bolt at instant speed.
Totally whiffed on the reading of Nephalia Academy. Yeah card isn't helpful.
I think there MAY be value in the everyone loots land still. Not sure if it's good enough, but I do think we have disruption to make it irrelevant for our opponents.
I don't run Ogre Battledriver since I'm rarely attacking with anything. Haste is, mostly, irrelevant. I guess if I was also was also running Pandamonium it'd be better. I've cut it as it's too much of a double edged sword. Warstorm Surge is in the deck.
Both those mana rocks have a home here and it's an oversight their not currently in the deck. I think the drum is better, but both are good. Conjurer's Closet is much too slow for the deck.
Deck isn't really set up to abuse Tangle Wire, but maybe I'm underestimating it. It's good for sure and maybe it's just good enough with Welder and Deretti to consider.
Not sure why you're mentioning Processor other than it makes creatures. It's fine, but unexciting. Deck has no trouble creating enough ETB triggers.
I probably SHOULD run fetches. Feels wonky in mono-color, but it is good here and I'm finally getting over my aversion to them in decks with different color identities.

Outpost Seige is kind of unexciting. 1 damage to one thing just isn't going to cut it.
There's nothing wrong with either of the token cards you've suggested, but I don't find of them particularly exciting in the deck. Krenko may bear testing just because the the number of goblins. Kazuul kind of feels like he lacks the explosive potential for a spot in the deck.

Hellrider lets you deal damage by attacking with Norin or any other creature.
Hellrider is another one of those cards that can work here, but typically doesn't do much of anything in the deck. If you have enough tokens that it's good, you're probably already winning and if you don't, it's a straight dead draw. If your 4 drops floor is it lets your general attack for one damage, that's VERY low. The rider is MUCH better in Krenko or Purpohoros decks for sure.
Stormbreath Dragon and Inferno Titan can give the deck a little more muscle, unless obvious heavy-hitters are missing the point.

Ogre Battledriver is a haste enabler and interacts great with Warstorm Surge and Pandemonium (though I have to be careful when the latter comes down). Also, Conjurer's Closet helps out the EBF abuse.
I find Springleaf Drum and Honor-Worn Shaku to be good mana rocks, though I run a lower curve and lower land-count. (And no Mana Crypt. Congrats on the pull.)
Tangle Wire might be more up your alley if you don't like Teferi's Puzzle Box. Plays well with artifact recursion.
Kher Keep is good for making fodder over Phyrexian Processor.
Since you're running Crucible and Valakut, might as well run some fetches so you can Bolt at instant speed.

Krenko, Mob Boss and Kazuul, Tyrant of the Cliffs are both good at producing tokens, especially Krenko.
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
Totally whiffed on the reading of Nephalia Academy. Yeah card isn't helpful.
I think there MAY be value in the everyone loots land still. Not sure if it's good enough, but I do think we have disruption to make it irrelevant for our opponents.
I don't run Ogre Battledriver since I'm rarely attacking with anything. Haste is, mostly, irrelevant. I guess if I was also was also running Pandamonium it'd be better. I've cut it as it's too much of a double edged sword. Warstorm Surge is in the deck.
Both those mana rocks have a home here and it's an oversight their not currently in the deck. I think the drum is better, but both are good. Conjurer's Closet is much too slow for the deck.
Deck isn't really set up to abuse Tangle Wire, but maybe I'm underestimating it. It's good for sure and maybe it's just good enough with Welder and Deretti to consider.
Not sure why you're mentioning Processor other than it makes creatures. It's fine, but unexciting. Deck has no trouble creating enough ETB triggers.
I probably SHOULD run fetches. Feels wonky in mono-color, but it is good here and I'm finally getting over my aversion to them in decks with different color identities.

Outpost Seige is kind of unexciting. 1 damage to one thing just isn't going to cut it.
There's nothing wrong with either of the token cards you've suggested, but I don't find of them particularly exciting in the deck. Krenko may bear testing just because the the number of goblins. Kazuul kind of feels like he lacks the explosive potential for a spot in the deck.

Hellrider is another one of those cards that can work here, but typically doesn't do much of anything in the deck. If you have enough tokens that it's good, you're probably already winning and if you don't, it's a straight dead draw. If your 4 drops floor is it lets your general attack for one damage, that's VERY low. The rider is MUCH better in Krenko or Purpohoros decks for sure.

They're both fine cards, but don't add to the general game plan. Do you play a version of Norin currently? I'd love to see the list. I admit, I play an odd version of the deck. It'd be better to skew further towards either ETB, Goblins or Artifacts, but I just don't want to make a decision!
