Id go against bazaar. It works well with land tax and that is it. I'd rather have a rebel stuck in my hand (can be played if desired) then put it into the GY and will need to use sivvi's second ability plus search to get it back (6 mana). Also, it worsens scroll rack but decreasing the size of your hand. Geier would simply be a better option in my opinion.

Here's my list as it stands. It tends more towards the token/Swarm version, though the usual kill condition is Mirror Entity. I've been playing this deck for a loooong time, and I'm definitely at the point where it's hard to make cuts. Thinking right now though to cut Sword of Feast and Famine for Bazaar of Baghdad though.
I'm not seeing alot from AEther Revolt. The main card is consulate crackdown. It would work nice as an academy rector target. Otherwise call for unity might be ok in a token build. What are other's thoughts around this set for the good o'l rebels

Nothing really stands out for me but I should do a review anyways. Here goes.
Aether Revolt Review:
Call for Unity - this seems like a decent budget anthem. I think it really falls off for those looking to fine tune a deck but from the perspective of it doing things it seems to add up nicely and it should be cheap to obtain / its a new card so sometimes budget players just have new stuff on hand.
Consulate Crackdown - its an interesting tempo deprival card. I dont much care for Oblivion Ring effects but its at least somewhat interesting in that it can catch a whole mess of things and avoid your own cards. I still wouldn't run it but its interesting.
Exquisite Archangel - its an interesting card but unfortunately it requires itself to hit play and stay in play for its effect. Its an interesting design that resembles Platnum Angel in some ways but its not an effect that really works well. Unlike Platinum angel it cant stop infinite combos and its a preemptive effect that needs to be in play before you would die.
Restoration Specialist - its not a bad effect I guess. Its still narrow enough in what it can do though that you really need artifacts & enchantments to be a core part of your deck for me to really like it.
Sram, Senior Edificer - its a cool legend, if you want to build heavy on equipment I guess he can be considered but I like him more in a deck dedicated to that stuff and I think thats mostly looking at him as a commander or a few other mono white / boros legends.
Heart of Kiran so, a 4/4 vigilance vehicle is not bad stats for a vehicle especially given its low mana cost to drop. Its downside is that a 3 powered rebel isnt super common. If this is something you want to try to pull off Blade of the Sixth Pride could help do it somewhat efficiently and combining it with Reveille Squad could be amusing as well. This goes fairly deep into things I dont normally run though so I think its a little questionable considering a 4/4 flying vigilant thing that takes specific rebels to activate sounds like a pain as well.
Mobile Garrison this amuses me to some degree from the standpoint of using a rebel and then untapping or using whipchorder to open up an attack option with this and then untapping whipchorder. Its kind of amusing but to be honest its stats are not that exceptional and I am often not trying to tap down my creatures and mana on my turn if I can help it.
Paradox Engine its interesting from the standpoint that you could generate excess mana and or rebel tutors with it but I dont really have excessive draw that I could just burn this. If you have a heavier cheap instant count you could possibly set something up but playing on our turn and pushing a bunch of things doesn't sound so great. This card seems better designed for a card with better draw and or a deck that doesn't mind doing a bunch of things on its own turn as much.
Planar Bridge so, its super expensive to use but if you go into the big mana token builds I think this "could" be viable. Its so expensive to use that you really need to be using some big impact permanents. I dont think I would dismiss it but most of what is in here doesn't seem like big expensive permanents to me which is more of where I get the impression that this might work.
Universal Solvent its ok removal but there is just better out there. Scour from Existence should be in a deck before this is ever considered and even then that is not that amazing of a card for white.
Untethered Express I find this a little amusing because it grows as it attacks and its easy to pilot. It has some problems though if drawn later in a game.
Overall, there is nothing I am really overly excited about for rebels here. Its not surprising as its actually uncommon for something big to really pop up for rebels. As a somewhat related / unrelated note; Smuggler's Copter was banned with the Aether Revolt banlist update for standard (the only format that was actively using it). I for one look forward to being able to pick up a copy on the cheap. I had held off because I felt its price was being temporarily increased by standard but without standard its price has really plummeted.

never saw restoration specialist. I'll give this card a try in my deck. I tend to run a lot of artifacts and enchantments.
There is still an issue with narrow recovery cards in that you need to have drawn important recover cards and have them die / be discarded before picking them back up is really viable. Its possible that there is more value with this card if you run more cycling cards like Mask of Memory / Smuggler's Copter / Bazaar of Baghdad. I guess what I am saying is that recovery tools are usually blanks for the first several turns of most games and given our poor draw in mono white they can be blank for even longer.
In general you want recovery tools to be broader in use (example: Eternal Witness / Regrowth can get any cards and Necromancy can recover from any graveyard). There are other things to factor in as well such as size and re-usability such as Sun Titan and Emeria Shepherd which provide value later in the game in that they give decent stated minions with strong reusable recursion.
When it comes to recursion you want broad use and or re-usability has been what I have experienced in general.
I just don't like sun titan, there really is no reason. I'd rather use argavian find. I'll give this creature a chance. It would work well in the style of deck I play. I'd just find value in it as my stuff gets destroyed. If it sits and in my hand and does nothing all game that would be great. It means my stuff didn't get blown up.
This deck has really caught my eye. Has it been updated recently? I'm considering throwing something like this together.
As for new cards there have not been a lot of cards that really have been up for consideration of late. I have been experimenting with a few other things in the discussion in the last few pages but I have not changed the OP as I have not been overly sold on anything I have been trying out. The newest cards that are worth consideration are probably Smuggler's Copter and possibly Geier Reach Sanitarium are probably the newest cards worth considering (off the top of my head).

Its interesting that you run a lot of the mana ramp but less of the token production. Thoughts on adding Secure the Wastes / White Sun's Zenith to enable your Mirror Entity move? I ran an equipment focused build recently that did not run the mass token generation but I think if you want to do less of that it also means that some of the Gauntlet of Power / Caged Sun / Gilded Lotus tactics are less necessary. Slate of Ancestry and Skullclamp are also effects that tend to play a bit better with more of the token generation in list that I tend to go back and forth on depending on what my list looks like. I suppose you might be using the doublers as just fill ramp and anthem though which is fine.
Wrath of God - I feel like giving up the one mana and moving to Rout might be a better call. It depends on how often you find yourself needing to wrath on turn 4. It is kind of relevant in rebuilding as well but having instant speed as an option will probably be stronger than that if you ask me. This deck just plays so well into the draw / go mentality that moving this to an instant speed option seems good.
Eldrazi Monument - how is this working out for you? I have always been a bit leery of it in my build just because of the upkeep cost of it not to mention it feels like it often gets quickly answered when I have seen it played.
Not that it was requested but this was a new list I was working on. I have been trying to balance a few things in my list for a while so this is sort of a cross of equipment for value with tokens still for finisher options. As an interesting note I pulled the Rappelling Scouts out of this version as it had been a little more mana intensive and I found myself using it less in more recent times.
In this list you will notice that I rely on more responsive defensive wraths. I had been finding that most of what I die to in this deck to be a sudden burst of overwhelming force that usually kills me all at once. Due to this you can see I have moved to more defensive wraths with a little more spot removal than I had in some of my other versions to make up some for if someone has an ongoing value generation creature that needs removed. The equipment is mostly focused on value generation. I did add Darksteel Plate as well which may be redundant a little with Changeling Hero but it can also buy defense options as well as speed up my recovery speed from wraths.

West coast, I'm really curious on your heavier mana ramp (monolith, gauntlet, gilded lotus, thran dynamo). You mentioned that have done great value for you. Considering your mana curve stops at 5 (except a few), what are you using the extra mana for? I imagine you never miss a land drop with 43 land.
Also, I love the tragic arrogance. Criminally underplayed.
Angel of Sanctions - Oblivion Ring with legs. Its nice that it can embalm itself as well. I am really not fond of Oblivion Ring effects in this format and making them more fragile by giving them legs plus the new wording that you cant sacrifice it to perma exile makes it less appealing to me. It might be a thing in Standard and or Limited but I dont love it here.
Anointed Procession - Doubling season for white tokens. It seems like a good card. My only real issue is that I dont have that many token producers overall. It does seem nice though paired with like a Sacred Mesa and or even a god token producer becomes fairly good with this. I will give it some thought but I have concerns with the fact that most of my "token" based Sivvi strategies still only run something like 6 token producers in the deck so it seems like a long shot to really think I will include it myself. I like it more when tokens is more of what the deck is doing rather than here where I try for tokens when I am pushing just to kill someone.
Approach of the Second Sun its sort of an interesting card being that it is a one card wincon. Its slow as all hell though. Its still a cool card but when you cast it you essentially cant rebel tutor or it will shuffle away. I dont really think this is super viable but it meats a few interesting conditions like not actually being an infinite. Its kind of cool from that sense but I dont think its really that spectacular.
Cast Out from the perspective of Oblivion Ring effects, this one best matches what the deck wants. I still dont love Oblivion Ring effects in this format but this one is probably the best we have seen at least from the perspective of what this deck wants.
Devoted Crop-Mate the effect is ok but I think its still kind of weak. Its on a fragile body and it can only do it every other turn. Our sweat spot for rebels also tends to be 3 mana instead of 2.
Forsake the Worldly this is a jacked up Disenchant. I really like this effect that it exiles at instant speed and for very affordable mana cost as well as offering a cycle option. This seems like a very strong spell option to me for removal. I have some high expectations for it and plan to give it a try when it comes out.
Gideon of the Trials I like that he has a low cost to cast. Some of his abilities are kind of cool as well given how defensive we are we can potentially protect planeswalkers. I think overall though he just doesn't have enough power with any of his options to really make him that viable.
Gideon's Intervention I like the feel of this spell. Things like Nevermore always feel kind of like a jerk move because you have to pre emptively pick on someone. I like that this can be used afterwards. Rebels is so strong vs single threat decks though that this would never work here outside of using it like Nevermore but for this deck Nevermore would fit better. I think its a cool card but probably not for this deck.
Oketra the True I have gone back and forth a bit on this god but in the end, we can attack / defend with it fairly easily as its trigger is something we do well. Its activated ability is also very good for us as backup mana dumping and potentially the ability to 2x hit with equipment could be huge. He does favor having some equipment at least but I think he has some promise.
Vizier of Deferment its sort of like a situational cheaper copy of Restoration Angel. It more fits for a deck full of ETB creatures which this is not but it has flash so I immediately love it regardless. It does not belong here but its cool.
Gate to the Afterlife am I missing something or does the card it searches for not yet exist? Regardless, the triggered ability of it could be good here. We have a lot of expendable rebels and turning them into filter could be good.
Hazoret's Monument its similar to Gate to the Afterlife but off of creature cast which is probably less frequent than non token creature dying. Its similar though so I figured its worth looking at but I think I would rather toy with Gate to the Afterlife between the two of them.
Oketra's Monument its cost reduction that comes with tokens. We dont cast that many creatures though so.... ehhh.
Oracle's Vault its potentially decent draw for some decks. Because we are so instant speed based I dont know about it here but it could work out with some of the topdeck manipulation alright.
So overall from my review I think that Forsake the Worldly, Oketra the True are the two that I am most interested in. I have often gone back and forth on the idea of having a Disenchant in my list but I think the added flexibility of Forsake the Worldly will probably push me to run it. Oketra the True looks very interesting as essentially another Heliod token producer who is a little more aggressive and works potentially with my equipment as well as disruption of things like Whipcorder.
Gate to the Afterlife, Oracle's Vault, and Cast Out would all also be what I would consider to be playable. I dont know that I will get around to these myself but I can totally see merit in testing them for those interested.

Oh wow, why the sudden addition of Jhovall Queen? Been following this deck for a while now and I'm legitimately surprised ahahah
I had some situations where people were prodding me just to force me to respond and I didn't like always needing to spend mana to respond. The queen gives me something I can put equipment on to attack while also defending myself. I like that she can repel most fatties without tapping my mana into doing something. This deck tends to run at its best when you dont need to respond to anything so it gave me something I could be a little pro active with that also defended me without the need to respond to my opponents jabs. When I went to my heavier equipment build for a while it was cool seeing the queen as a 6/9 with protections & vigilance as it was really kind of frightening then. I am still toying with it and seeing if I like it as it stands.
I also put Thermal Glider in my list more recently for similar reasons but in part also because a lot of the more aggressive decks / commanders I was seeing had red in them. Red has a lot of issues in dealing with a protection from red creature as well where as I didn't feel there was the same amount of aggro in black nor did black seem to share red's weakness to protection.

As a Rebellious Tron Pauper enthusiast, I love Rebels and I am very interested in putting together a budget version of this deck that I can upgrade as time goes by (plus I think a few of the money kogs will be reprinted in the Icons set later this year).
What are some budget alternatives to Top and Scroll Rack? Crystal ball is already in several builds. I have looked at Puzzle Box, Darksteel Pendant as potential fill ins. Do you have any other ideas of what can fill those two slots?

Ashnod's Cylix Its sort of expensive to activate and with the shuffle effects exiling the other two kind of sucks. Its probably better for decks that cant shuffle / toolbox because of the exile. Darksteel Pendant I dont love it since it only gives you access to the top one card but being indestructable is handy as its unlikely to be removed to sweepers and its unlikely anyone will spot remove it. Lens of Clarity its not great but where its kind of useful is you could activate multiple rebels to try to get to a better top card. It has such narrow access as to what it sees though I have my doubts. Seer's Lantern its like a bad mana stone plus a bad scry mechanic. Wand of Denial its cheap to drop and free to use which is nice I guess. It gives you some access to what you draw and it does so after you finish tutoring for your turn with some control of what you draw next. Witches' Eye I dont love it in part because it requires you to put it on a creature. Its just sort of ok.
After Crystal Ball, I guess I would be at Seer's Lantern / Wand of Denial personally. I don't love either of them really to be honest though. It could be worth testing / toying with them but its also possible that its better to just move to some other card than spending money on what seems to be a mediocre replacement for a good effect.

Instead of replacing card draw, losing top and scroll rack, You may want to try playing artifacts/enchantments/creatures with activated abilities and not worry about card draw/filtering. Cards like trading post, heliod, wellsprings, etc... may also be an option to gain card advantage.

The build is stuck between a couple of builds as you can see. Caged Sun and Gauntlet of Power have been nothing but value for me.
Eldrazi Monument does well for me because I usually have tokens to spare or I have a creature I benefit from sacrificing like Solemn.
Definitely going to look into Rout.

West coast, I'm really curious on your heavier mana ramp (monolith, gauntlet, gilded lotus, thran dynamo). You mentioned that have done great value for you. Considering your mana curve stops at 5 (except a few), what are you using the extra mana for? I imagine you never miss a land drop with 43 land.
Also, I love the tragic arrogance. Criminally underplayed.
Angel of Sanctions - Oblivion Ring with legs. Its nice that it can embalm itself as well. I am really not fond of Oblivion Ring effects in this format and making them more fragile by giving them legs plus the new wording that you cant sacrifice it to perma exile makes it less appealing to me. It might be a thing in Standard and or Limited but I dont love it here.
Anointed Procession - Doubling season for white tokens. It seems like a good card. My only real issue is that I dont have that many token producers overall. It does seem nice though paired with like a Sacred Mesa and or even a god token producer becomes fairly good with this. I will give it some thought but I have concerns with the fact that most of my "token" based Sivvi strategies still only run something like 6 token producers in the deck so it seems like a long shot to really think I will include it myself. I like it more when tokens is more of what the deck is doing rather than here where I try for tokens when I am pushing just to kill someone.
Approach of the Second Sun its sort of an interesting card being that it is a one card wincon. Its slow as all hell though. Its still a cool card but when you cast it you essentially cant rebel tutor or it will shuffle away. I dont really think this is super viable but it meats a few interesting conditions like not actually being an infinite. Its kind of cool from that sense but I dont think its really that spectacular.
Cast Out from the perspective of Oblivion Ring effects, this one best matches what the deck wants. I still dont love Oblivion Ring effects in this format but this one is probably the best we have seen at least from the perspective of what this deck wants.
Devoted Crop-Mate the effect is ok but I think its still kind of weak. Its on a fragile body and it can only do it every other turn. Our sweat spot for rebels also tends to be 3 mana instead of 2.
Forsake the Worldly this is a jacked up Disenchant. I really like this effect that it exiles at instant speed and for very affordable mana cost as well as offering a cycle option. This seems like a very strong spell option to me for removal. I have some high expectations for it and plan to give it a try when it comes out.
Gideon of the Trials I like that he has a low cost to cast. Some of his abilities are kind of cool as well given how defensive we are we can potentially protect planeswalkers. I think overall though he just doesn't have enough power with any of his options to really make him that viable.
Gideon's Intervention I like the feel of this spell. Things like Nevermore always feel kind of like a jerk move because you have to pre emptively pick on someone. I like that this can be used afterwards. Rebels is so strong vs single threat decks though that this would never work here outside of using it like Nevermore but for this deck Nevermore would fit better. I think its a cool card but probably not for this deck.
Oketra the True I have gone back and forth a bit on this god but in the end, we can attack / defend with it fairly easily as its trigger is something we do well. Its activated ability is also very good for us as backup mana dumping and potentially the ability to 2x hit with equipment could be huge. He does favor having some equipment at least but I think he has some promise.
Vizier of Deferment its sort of like a situational cheaper copy of Restoration Angel. It more fits for a deck full of ETB creatures which this is not but it has flash so I immediately love it regardless. It does not belong here but its cool.
Gate to the Afterlife am I missing something or does the card it searches for not yet exist? Regardless, the triggered ability of it could be good here. We have a lot of expendable rebels and turning them into filter could be good.
Hazoret's Monument its similar to Gate to the Afterlife but off of creature cast which is probably less frequent than non token creature dying. Its similar though so I figured its worth looking at but I think I would rather toy with Gate to the Afterlife between the two of them.
Oketra's Monument its cost reduction that comes with tokens. We dont cast that many creatures though so.... ehhh.
Oracle's Vault its potentially decent draw for some decks. Because we are so instant speed based I dont know about it here but it could work out with some of the topdeck manipulation alright.
So overall from my review I think that Forsake the Worldly, Oketra the True are the two that I am most interested in. I have often gone back and forth on the idea of having a Disenchant in my list but I think the added flexibility of Forsake the Worldly will probably push me to run it. Oketra the True looks very interesting as essentially another Heliod token producer who is a little more aggressive and works potentially with my equipment as well as disruption of things like Whipcorder.
Gate to the Afterlife, Oracle's Vault, and Cast Out would all also be what I would consider to be playable. I dont know that I will get around to these myself but I can totally see merit in testing them for those interested.

I had some situations where people were prodding me just to force me to respond and I didn't like always needing to spend mana to respond. The queen gives me something I can put equipment on to attack while also defending myself. I like that she can repel most fatties without tapping my mana into doing something. This deck tends to run at its best when you dont need to respond to anything so it gave me something I could be a little pro active with that also defended me without the need to respond to my opponents jabs. When I went to my heavier equipment build for a while it was cool seeing the queen as a 6/9 with protections & vigilance as it was really kind of frightening then. I am still toying with it and seeing if I like it as it stands.
I also put Thermal Glider in my list more recently for similar reasons but in part also because a lot of the more aggressive decks / commanders I was seeing had red in them. Red has a lot of issues in dealing with a protection from red creature as well where as I didn't feel there was the same amount of aggro in black nor did black seem to share red's weakness to protection.

What are some budget alternatives to Top and Scroll Rack? Crystal ball is already in several builds. I have looked at Puzzle Box, Darksteel Pendant as potential fill ins. Do you have any other ideas of what can fill those two slots?

Ashnod's Cylix Its sort of expensive to activate and with the shuffle effects exiling the other two kind of sucks. Its probably better for decks that cant shuffle / toolbox because of the exile.
Darksteel Pendant I dont love it since it only gives you access to the top one card but being indestructable is handy as its unlikely to be removed to sweepers and its unlikely anyone will spot remove it.
Lens of Clarity its not great but where its kind of useful is you could activate multiple rebels to try to get to a better top card. It has such narrow access as to what it sees though I have my doubts.
Seer's Lantern its like a bad mana stone plus a bad scry mechanic.
Wand of Denial its cheap to drop and free to use which is nice I guess. It gives you some access to what you draw and it does so after you finish tutoring for your turn with some control of what you draw next.
Witches' Eye I dont love it in part because it requires you to put it on a creature. Its just sort of ok.
After Crystal Ball, I guess I would be at Seer's Lantern / Wand of Denial personally. I don't love either of them really to be honest though. It could be worth testing / toying with them but its also possible that its better to just move to some other card than spending money on what seems to be a mediocre replacement for a good effect.

Instead of replacing card draw, losing top and scroll rack, You may want to try playing artifacts/enchantments/creatures with activated abilities and not worry about card draw/filtering. Cards like trading post, heliod, wellsprings, etc... may also be an option to gain card advantage.
With the Flute and Ranger of Eos + Weathered Wayfarer + Expedition Maps, is there enough tutor density to run a set of Urza lands? As a Pauper Rebels player I can tell you the combo is already Become Immense!
