I've stolen time magic and redirected removal with it a lot.
Commandeer means a 2nd pitched card and often the thing we're stealing isn't really needed too much. It's usually just for protection

Anyway I've started my own gameplay channel in which I play games (Magic also)
I run Misdirection as well, I suppose I was just reaching but it feels similar to a Ponder being a worse Brainstorm. Worth the redundancy . I just like free stuffs.
Also RUN CROP ROTATION, you forget how you can just put any land into play! At instant speed! Just like that! There is a lot of tech we can pull off with it. And it comes out of nowhere it feels like. It's like the ninja of my Seton deck.
I really want to try it out but there are a few things that scare me.

Crop Rotation is more appropriate in a deck looking to control over time. I really think the deck is looking for more card advantage or well...elephant in the room the seal is what needs yo go in :]
Imperial seal
Krosan grip
Nature's Claim
Street Wraith
Crop rotation
The others are just more sub-optimal versions of things we either need to test or already have

Seal can be awkward in some decks because of the sorcery speed but it can be decent here because it can be used offensively most of the time. I like that it can be an early play, the more we have the better.
Oona is not something you would ever want to reanimate so we probably don't want it. Treasure Cruise requires some setup, I feel we need something faster or more impactful like Dig. Exsanguinate is dead if we don't have infinite mana.
Gifts has the potential to get more than four of the same effect. You can look for a reanimation target and mix it with loot spells. Add Victimize, Snapcaster, Witness, Will, etc and you can produce some powerful piles. Loam piles are nice as well. Also we do run a two card combo, which can be tutored easily. I played it in the deck before I got Intuition (my playgroup allowed it) and it was sweet.
There's plenty of ways to abuse it but personally I'd prefer a griselbrand or Recurring Nightmare unban
Griselbrand, keep dreaming I think Sheldon Menery said Recurring Nightmare is the card that it's most likely to come off the list
Commandeer seems sweat but it's a lot of card disadvantage, and sometimes we don't even have those cards to pitch. But I want to try it ahah
I agree with Welgo on the card advantage aspect. I'm looking into engines, like Study which Dies is trying, or even a draw7 like Windfall.
Is Stitch Together too unreliable? It could be good for it's mana cost if we can get treshold early enough.
I'm trying Stifle right now and the one game I drew it it was good. Need more testing though.
Lastly, I'm trying Tidespout Tyrant and also got it in play one game where it was pretty decent. It was the second creature I reanimated and kept the decks with mass removal from reaching double white mana, and one blue deck from getting UU. I also got infinite mana from him t6 but had nothing to do with it.
I really don't like Windfall here. If your opponent doesn't have things to stop you then you want them to keep that hand, otherwise they would have used that card already, having them draw another potential 7 is scary.
I've considered Stitch together before and found that getting threshold is actually fairly easy. However it's fairly useless for those turn 2 Jins that I love.
Tidespout is something I want to test again. He was insane in 1 v 1 but less so in multiplier since there are far more targets but I think he could have his worth here. Just not sure he's worth the slot in the top 99. It's real close for him, as well for stitch together

I feel like Negate may be the best bet since a majority of the spells that are "problematic" are non-creature anyway.
That others have too many disadvantages to run that you already mentioned and the 2 life from countersquall doesn't seem worth it for the more ideal mana cost

The potential from Windfall comes from situations where you have very few cards or a bad hand and even if a opponent has already a good hand you don't care because you are getting a better one than what you had. If they have a bad hand you can still get value from being able to time it in a way that it will benefit you first. Sometimes you invest a lot of early resources in reanimating and protecting a creature and are left with few cards in hand. Sometimes it totally screws their gameplan which is cool. A Vampiric/Mystical in response also makes it a decent discard outlet. Imagine Windfall with Sphinx out ahah.
Yeah everyone loves t2 Jins, but there are only so many reanimation spells we can run and Stitch would always be option #8 or 9. It's just an option in case we want more reanimation.
I feel Tyrant is one of the best reanimation targets out of the deck, considering the power level of what we have available he could very well deserve a spot. Specially if we had an outlet for the infinite mana he can randomly produce.
Of those counters the best in this deck would be Negate, yes. Also consider Pact of Negation if you are not already running it. Deprive as been good for me before.
I've tried windfall for a good while (with and without notion thief and con sphinx) and it just wasn't as impactful as the other 3 cmc spells. Not sure if it can really replace anything. That goes the same for stitch together, not seeing another reanimation spell being taken out for it.
Tyrant is more interesting since he makes infinite mana but what do we do with that? The bouncing a threat option is nice but I'm not sure how many spells we can abuse with that since we're targeting more than one person at a time.
What would they replace in the deck?

I mentioned Windfall in the context of the extra card advantage engine slot.
Like I said, Stitch Together will never replace one of the current reanimation spells is just other option on top of what we already have.
I'm not sure what use we can give to the mana, I'll try to find something on gatherer. The boomerang ability was useful to keep people of double mana of a color I feared (WW and UU mainly) and hit some sketchy keeps low on a relevant color. I used it only 3-4 times mainly on lands of different people and it basically time walked the table.
Not sure what they could replace on your list exactly because I'm not running exactly the same and have been keeping 4-5 flex slots to test random things before I set on a final version.
Windfall as card draw seems better. I still just don't really like it. If they didn't have grave hate they may now... But I'm very against cards that could help opponents in any way, no matter how small.
Stitch is probably the next target if we want to add reanimation, hopefully nightmare will become a thing which realistically stitch won't make the list even longer.
I still really like the Tyrant though...I may throw him in again

Windfall is best when you can dump your hand t1 and send away your opponent's hands. I've even begun tutoring it when I can drop all of my hand t2. I think without the possibility of something like that, it isn't worth it. A lot of games when you push for win you can have a big hand from Jin or Con and it's a dead card. You'd be using it like Frantic Search or Thirst For Knowledge and I really think 3 mana on main phase doing anything but actually putting a fatty on the board isn't worth it.
I actually really like the idea of memory jar here. The benefit of always drawing 7 or 8 is nice and it helps that there isn't any played instant speed grave hate.
The 2 extra cmc is fine since I'm drawing so much and have a low cmc here. So often in the draw 7 I can find what I'm missing and hopefully a counter back up as well.
I like jar more than windfall here. Thoughts on that?

Jar has always been reliable for me. I had it before my list begun to mirror this. I used to worry about filling Karador's yard at all and I was very hesitant about it but it always got me where I needed to be. Over time (and learning to play this deck way back when) I learned Necromancy is really the only instant speed interaction I have to worry about and could always feel safe activating it. It even has the upside of letting you wait a turn. Worse case scenario it finds you a land or is the best way to goldfish ever. After saying that though, I have to admit that without the benefits of Sharuum (more ramping and recursion) is it worth the one shot? I have had one be enough 51%~ of the time but that's also factoring in I can cast it really early (Mishra's Workshop etc.) Here, ramp isn't as prominent and I feel like opening hand it could be awkward trying to hit 5 mana just to big time goldfish that may need a turn to even be activated when we can stabilize at 3. I think that is the largest benefit of this variation of "I Win" combo and veering away from that is risky.
I think that Jar may be more of a later game card much like greater good.
The benefit of drawing 8 with full mana probably means we win that same turn, barring a lot of interaction from other players.
That said, I'm still not sure it's worth a slot here either, I just like the idea more than Windfall

Scroll Rack? CMC3 incl. activation...and it could be inbetween a brainstorm, right? So you could take 9 new cards?
No, you can't cast any spells or activate abilities during the resolution of a spell or ability. You have to put 2 cards back from Brainstorm before doing anything.
I tried scroll rack in the deck a while back and didn't really like it.
It felt like it was only good with a shuffle and didn't really add any card advantage.
Top and having enough redundancy seems just better.

Would Lightning Greaves be that bad here? I usually dismiss it because in the early days everyone used it everywhere even if it wasn't necessary but in this deck we actually want to protect something relevant.
