Hey guys i am just starting to play EDH and i am looking for a deck that i could make that is good in casual and will alos be on a budget( under 60 bucks), i was hoping you guys could give me a basic decklist and help me start this awesome game.

That is where I started. I looked at the ones I had and decided that my favourite one was Glissa, the traitor not just as a card but also as a character. I did some research and found that most decklists for glissa were really expensive and was discouraged. But then I just looked at the cards I had grabbed 35 basic land and built a deck and it worked fine and have been slowly collecting cards to improve it.
Generally Blue and Green are the most powerful colours in EDH. Card advantage and ramp are very important those two colours do it easiest. Red White is the hardest to make work at least without destroying all land.
You also have to decide what stratagey you will be going to try. Aggro, Tron, Combo or Control. Many commanders can play several roles.
Aggro: Tokens + Anthems generally aggro is rather weak with all the boardwipes in EDH but if you can swarm fast enough it can do the job. Alternatively some commanders can play tempo, which is a mixture of aggro and control, those commanders generate card advantage from attacking.
Tron: Is where you try and deal 21 damage with your commander to win as your main win con. The commander tends to be stacked up with equipment or enchantments. generally the commander has to be very hard to kill or cheap to recast or hit very very very hard.
Combo: you win with an infinite combo, these decks tend to have lots of tutors for the required parts and play defence until they go off. most decks have 1 combo anyway but combo decks are focused on achieving it or achieving it in multiple ways. I kind of consider reanimator decks combo/control hybrids.
Control: Everything else basically. the decks are all about generating huge amounts of card advantage in multiple ways eventually finding a way to kill these are the most versatile decks and can win in any number of ways. Blink decks and recursion decks are a control archtype sub groups. Group hug is also a control variant that controls with multiplayer politics
I dont have any great commanders in my possession right now and i was thinking of buying one online do you have a suggestion of which commander to make a deck around
I suggest you use green for sure.
And then add one color (white, red, black, blue).
Things I think that are cool:
- green/black: Glissa (artifacts), savra (tokens - attrition)
- green/white: Rhys (general is expensive, but the deck can be really explosive)
- green/red: wort (conspire those fireballs!), ulasht (tokens), radha (ramp+creatures)
- green/blue: edric (weenie), momir vig (toolbox, get the creatures you need)
If you have to go budget, try going monocolored. You will save a lot by not having to get any non-basic lands.
You could try Nefarox, Overlord of Grixis. Play him and a bunch of cards that get better for having more swamps in play (Mutilate, Corrupt, Nightmare, Korlash, Tendrils of Corruption, Cabal Coffers, etc.) All of those things are cheap and easy to find.
Perhaps... But if you go mono color you will have problems.
(black can't really deal with artifacts (you have exceptions...) or enchantments)
If you combine two colors... You can work around this.
And if you play green, you don't really need to spend alot for your mana base. (it's da ramp color!)

I really like the feel of the deck and i have a few cards on hand that i could throw in like: wurmcoil engine, phyrexian metamorph, and solemn simulicron.
I was just curios if even though this deck is cheap, it could stand up to other decks and stand a chance.

Game plan #1 - Cast Urabrask, cast inferno titan, attack a bunch.
